    Job Description:

    Occupational Health and Safety Specialist

    Purpose:

    Under direct supervision, administer, and implement the occupational safety program.

    Duties, Functions and Responsibilities:

    Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
    • Administers basic safety programs based on specialization including conducting safety meetings; conducting field inspections and accident investigations; assisting with safety training; inspecting safety equipment; hazardous materials record-keeping; assisting with development of emergency response plans; participating in emergency responses; and coordinating safety events such as drills, basic exams, or new employee orientation.
    • Implements safety programs by inspecting or reviewing areas, equipment, work processes, and work activities for hazardous conditions.
    • Provides assistance in establishing standards and procedures to ensure compliance with required government occupational safety regulations, internal City or Department Safety policies, or operational needs related to specific job conditions.
    • Delivers technical safety and safety awareness training programs to department employees.
    • Reviews departmental occupational safety plans and investigates work-related accidents according to designated procedures.
    • Compiles data and information for the analysis of accident or injury trends and helps prepare recommendations for new or modified occupational safety programs to reduce or prevent accidents.
    • Participates in writing City-wide or department safety policies and procedures.
    • Monitors compliance with Federal, State, and Local occupational safety regulations.
    • Maintains communication with internal customers and other agencies to support the safety function.
    • Participates on teams with safety, technical, management, and other stakeholders.
    • Research occupational safety information to assure the best available methods and equipment are adopted to minimize the hazards in the workplace.

    • Ability to establish and maintain good working relationships with other City employees and the public.


    Minimum Qualifications:
    • Graduation with a bachelor’s degree from an accredited college or university in a related field.
    • Experience in a technical or other appropriate occupation related field may substitute for the education up to the maximum of four (4) years.


    Licenses and Certifications Required:
    • Valid Texas Driver License.
    • Licensing for specific disciplines may be required.
    • Appropriate certifications as specified for the assignment.


    PREFERRED QUALIFICATIONS:
    • Experience administering a safety program in a diverse fleet environment in an occupational health and safety capacity.
    • Experience in a formal safety position with a wide variety of safety programs (i.e., Hazard Communication, PIT/Lift Programs, JHA, Confined Space, injury/vehicle accident prevention and investigations, ergonomics, PPE evaluation, respiratory training, and hearing conservation programs);
    • Experience in a formal safety position recommending and garnering support at all levels for process improvements and efficiencies to support the reduction in safety incidents and previous experience investigating injuries and vehicle accidents
    • Experience in a formal safety position writing and presenting safety related training to a wide variety of individuals an evaluating workplace hazards and mitigation techniques.
    • Experience in a formal safety position communicating and/or training health and safety information to various audiences.
    • Experience in a formal safety position performing a safety gap analysis by comparing existing regulations with existing company programs.
    • Experience in a formal safety position conducting workplace incident/accident investigations.
    • Experience in gathering data from various sources to identify and analyze trends to make data driven decisions.
    • Professional certification(s) related to Occupational Health and Safety or the ability to obtain within six (6) months of employment.
    • Working knowledge of telematics.

    Monday - Friday

    8:00 a.m. - 5:00 p.m.

    Note that this is an onsite position. Additional hours and/or working outside of normal business hours may be required as determined by operational needs.

    The Occupational Health and Safety Specialist position is an
    onsite position that will work in a small team, and focus on consulting with Department HR and Department Management while coordinating with the City’s Safety Office to plan, develop, organize, evaluate, manage and build, monitor and conduct the department’s safety awareness training activities to prevent mishaps and injuries. It will also analyze department safety data to develop long and short term strategies and study injury trends, will provide leadership and direction for safety assessments, communicate safety, security and environmental concerns to management, ensure investigation and documentation of all accidents, incidents and injuries within the department and may assist in preparing the department’s safety budget. The role will be key in promoting a proactive safety culture by helping to develop and implement risk management protocols, teaching and validating behavioral safety, hazard recognition, and operational safety.

    This has been designated as an Essential Employee position. In the event of a City-designated emergency, Essential Employees provide services that impact the public health, safety, utility services, and welfare of members of the Austin community and other employees and ensure the continuity of essential operations. In such an emergency, Essential Employees may be called back in, may be required to modify their schedule, may be assigned to a City-designated work site, or may be retained on site to assist with operations and recovery.

    Driving Requirement:

    This position requires a valid Texas Driver License or the ability to acquire one by your hire date. External New Hires must meet the City of Austin's Driver Record Evaluation (DRE) requisite .
