The LA County Board of Supervisors recently declared a local state of emergency for homelessness , and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use. The Department of Homeless Services and Housing is seeking qualified candidates to fill emergency Contract Program Auditor vacancies related to the homelessness crisis.
Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.
During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.
Those who successfully pass the assessment will be considered for permanent appointment to Contract Program Auditor.
Essential Job Functions- Audits and evaluates services provided by hospitals, day-care treatment centers and related health facilities for compliance with County contracts for a variety of health related services.
- Conducts detailed inspections during on-site visits, and evaluations of each special area of contracted services, including staff qualifications, licensure, insurance coverage, adequacy of diagnosis and treatment and charting procedures.
- Identifies possible areas of non-compliance with contractual terms and provides consultative services to facility administrators regarding deficiencies.
- Provides health and substance abuse rehabilitation consultation services to contract providers, advising the providers on the utilization of treatment modalities.
- Writes reports of audits and negotiates a plan for correction of deficiencies in compliance with the agency management.
- Manages assigned contracts including monitoring expenditures to ensure budgetary compliance, prepares budget modifications, ensures both accuracy and compliance with reporting data requirements, approves invoices and ensures the agency maintains inventory of purchased equipment.
- Assists in preparation of grant applications and participates in the competitive bidding process by providing technical assistance to evaluators.
- Assists in the annual health facility contract negotiation meetings.
Requirements Requirements to Qualify Option I: Two (2) years' experience in administrative or staff capacity* assisting in the planning, developing, monitoring, evaluating, or auditing of health or social service contracts or programs at the level of Los Angeles County classes of Administrative Assistant III** or Research Analyst II, Behavioral Science***.
Option II: A Bachelor's degree**** from an accredited four-year college
-AND- three (3) years' experience providing direct health or social program services, one (1) year of which must have been in program planning and evaluation, program development, research and analysis, or other administrative functions at the level of Los Angeles County classes of Senior Health Educator***** or Community Services Coordinator II******.

Special Requirement Information *Staff Capacity means having done work in an organization, the primary purpose is to assist and support administration in the efficient operation of its function by doing research into matters such as: utilization of personnel; allocation of funds/budgeting; workloads and workload fluctuations; legislative analysis; programs or procedures for accomplishing work objectives; and developing recommendations as a result of the above research.
**Experience at the level of Los Angeles County class of Administrative Assistant III is defined as defining, analyzing, and making recommendations for the solution of highly complex operating, budgetary and financing, and other management problems of a department, and participating in the implementation of their solution.
***Experience at the level of Los Angeles County class of Research Analyst II, Behavioral Science is defined as assisting in planning and conducting research projects involving experimental designs, field studies and surveys in behavioral or social science.

*****Experience at the level of Los Angeles County class of Senior Health Educator is defined as planning, directing, coordinating, evaluating, and overseeing health education programs in a specific health subject or in a service planning area.
******Experience at the level of Los Angeles County class of Community Services Coordinator II defined as having functional responsibility for the implementation of the policies and programs of a Community Services Department in a specialized field such as community organization development, youth services or special research projects and statistical analysis. Also, advising and assisting staff members and community organizations in matters relating to juvenile an adult delinquency prevention.
License A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
Desirable Qualifications - Experience working for a public homelessness services agency, such as LAHSA, within the last 6 months.
- Experience with Word and Excel developing charts and reports.
- Two (2) years of experience providing contract monitoring within a public homelessness services agency including oversight of program compliance, performance, and service delivery for homeless populations.
- Two (2) years of experience performing on-site contract program monitoring of contracted program or facilities, including assessment of compliance with contractual and regulatory requirements.
Additional Information Exam Content During your initial work period, the appointing department will evaluate your performance. Those who achieve a passing score on this evaluation will be considered for permanent appointment.
