DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS The Staff Analyst serves in the Houston Public Works (HPW) Council Liaison Branch within the Office of the Chief of Staff in the Director’s Office. This team functions as the primary point of contact for Houston City Council Offices, including 11 district offices and 5 at-large offices, coordinating communication, inquiry response, and public session engagement.
Working collaboratively with other Council Liaison team members, this position provides advanced professional, administrative, and analytical support related to City Council inquiries, public session coordination, and intergovernmental communications. This position is responsible for researching, tracking, analyzing, and coordinating responses to Council Office requests and Public Session speaker concerns in collaboration with multiple HPW divisions, executive leadership, and external stakeholders.
The Staff Analyst ensures timely, accurate, and policy-aligned responses in compliance with City of Houston communication protocols and department procedures. This position operates within a high-visibility governmental environment requiring discretion, professionalism, and strict adherence to communication protocols. The Staff Analyst plays a critical role in ensuring accurate, timely, and coordinated responses between Houston Public Works, City Council Offices, and the public. The role also requires attendance at evening and weekend events, including town halls, public meetings, and other council or department related engagements.
- Investigate, analyze, and make recommendations regarding City Council Office inquiries, Public Session concerns, and other high-visibility matters involving Houston Public Works operations, programs, policies, and service delivery.
- Review, interpret, and evaluate information from multiple sources, including 311, CityWorks, INFOR/IPS, CIPMS, GeoHub, Houston Permitting Center tools, service line records, and other enterprise systems, to determine issue status, operational context, response requirements, and appropriate resolution path.
- Compile data, produce analytical summaries, interpret results, and develop reports, briefing materials, response summaries, and special documents for management, executive leadership, and Council-related communications.
- Evaluate incoming Council and Public Session matters to determine appropriate routing, escalation level, policy considerations, response sensitivity, and required coordination across HPW divisions or other City departments.
- Track, monitor, and analyze inquiry volume, response timelines, service level commitments, aging items, recurring issues, and resolution outcomes to identify trends, performance gaps, and process improvement opportunities.
- Develop and maintain dashboards, tracking tools, reports, and performance metrics related to Council inquiries, Public Session matters, and constituent response activity.
- Interpret City of Houston communication protocols, HPW procedures, administrative policies, and operational guidelines to ensure responses are accurate, consistent, timely, and appropriately authorized.
- Prepare, edit, and revise executive-level correspondence, issue summaries, Mayor’s Memorandum support materials, Council-related briefings, talking points, and other written products requiring accuracy, discretion, and policy alignment.
- Represent the Council Liaison Branch in meetings, briefings, and follow-up discussions with HPW divisions, City Council Office staff, executive leadership, and other stakeholders to gather information, explain findings, and support resolution of moderately complex issues.
- Handle confidential and sensitive information related to Council inquiries, Public Session speakers, constituent concerns, operational issues, and executive communications in accordance with applicable protocols.
- Participate in the evaluation and design of workflows, tracking processes, response templates, reporting tools, standard operating procedures, and technology-based solutions to improve Council Liaison Branch operations.
- Coordinate cross-functional issue resolution by obtaining and reconciling information from multiple HPW service lines, identifying conflicting or incomplete inputs, and preparing recommended response options for management review.
- Support special projects involving Council communications, public session response processes, constituent inquiry trends, service delivery analysis, and executive reporting.
- Attend occasional evening or weekend meetings, town halls, public sessions, community events, or Council-related engagements to gather information, document issues, and support follow-up analysis and response coordination.
WORKING CONDITIONS The position is physically comfortable; the individual has discretion about walking, standing etc.
This is a Department of Houston Public Works Management position at the Tier 3 Level. MINIMUM REQUIREMENTS EDUCATIONAL REQUIREMENTS Requires a Bachelor’s degree in Business Administration, Public Administration or a field directly related to the type of work being performed.
Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year - for year basis.
EXPERIENCE REQUIREMENTS Three years of professional administrative, financial or analytical experience related to the type of work being performed are required.
Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

PREFERENCES- Graduate degree in Public Administration, Public Policy, Political Science, Business Administration, Law or a related field
- Demonstrated interest in public policy, municipal government, or public sector operations through coursework, internships, research, or professional experience
- Experience supporting elected officials or governmental relations or working in a large organizational setting
- Strong organizational, analytical, and communication skills
- Ability to manage multiple priorities, exercise initiative, and work independently in a fast-paced environment
- Comfort with fast-paced, dynamic work environments and flexible schedules
- Demonstrated initiative, problem-solving skills, and ability to work independently while collaborating with leadership
- Demonstrated ability to manage sensitive or confidential information in a professional and discreet manner, particularly in high-level executive or governmental settings
- Experience engaging with senior leadership, elected officials, or executive offices is a plus
