    The LA County Board of Supervisors recently declared a proclaimed a local emergency resulting from the suitability issues at Los Padrinos Juvenile Hall and related functions . Los Angeles County is looking for qualified and passionate individuals to assist in responding to the emergency.     The Background Investigation Unit within the Los Angeles County Probation Department is seeking qualified candidates for an Administrative Services Manager II position under an emergency hiring need.

    Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

    During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

    Those who successfully pass the assessment will be considered for permanent appointment to ASM II.

    Essential Job Functions

    • Serves as an Administrative Services Manager II for the Los Angeles County Probation Department, providing administrative oversight and operational direction for the Background Investigations Unit. This position provides oversight to sworn and non-sworn personnel and reports directly to the Deputy Director of Internal Affairs. In this capacity of Background Investigations Unit Manager, the role is supervising staff, coordinating workflow, and ensuring hiring processes support the Department’s public safety mission and workforce needs.
    • Applies extensive knowledge of pre-employment background investigation practices and manages all aspects of investigative operations, including criminal history checks, employment and education verification, and security clearance procedures. Monitors emerging issues, trends, and changes in investigative technologies, systems, and laws to ensure continuous improvement and regulatory compliance in pre-employment background investigation processes.
    • Provides consultative services to executive management, office heads, and departmental supervisory staff regarding pre-employment background investigations and policy interpretation. Collaborates with HR and leadership teams to improve processes, solve problems, and maintain investigative integrity.
    • Reviews investigative findings and recommendations and makes final determinations on staff hiring, disqualification, and promotion in compliance with applicable regulations, departmental standards, and best practices.
    • Plans, organizes, supervises, and evaluates the work of investigators, establishing and monitoring performance standards to ensure high-quality and effective operations within the Background Investigations Unit.
    • Develops, implements, and revises policies, procedures, and programs related to pre-employment background investigations, ensuring collaboration with internal units and external agencies . Ensures compliance with Los Angeles County Civil Service Rules, Probation Department policies, and applicable federal and state laws.
    • Designs, implements, and manages background investigation databases and utilizes various computer systems to retrieve, analyze, track, and maintain confidential applicant information and case progress.
    • Analyzes statistical and operational data related to background investigations and examinations, including case volume, processing timelines, and completion rates, to identify trends, improve efficiency, and support data-driven decision-making. Provides recommendations for executive management to enhance unit performance and ensure effective utilization of resources.
    • Represents the Probation Department in meetings and collaborative efforts with the Los Angeles County Department of Human Resources, County Counsel, District Attorney’s Office, and executive leadership. Ensures background investigation practices align with legal guidance, risk management strategies, and Countywide hiring policies.

    Requirements

    REQUIREMENTS TO QUALIFY:

    Five (5) years of cumulative experience performing investigative or analytical assignments involving independent research, data analysis, investigations, and the development of recommendations to address administrative and operational issues, (3) years of which must be at the journey level.* -AND- Two (2) years of the above experience must be supervisory experience inpre-employment background investigations, law enforcement suitability investigations, or a closely related area.

    SPECIAL REQUIREMENT INFORMATION:
    *Journey-level analyst work involves the independent performance of work assignments which require the use of sound professional judgment, initiative and creativity in identifying and selecting research and analytical methods and techniques to address and resolve complex, controversial, and/or sensitive problems related to investigative functions

    LICENSE:
    A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    PHYSICAL CLASS:
    2 - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
