This executive-level role is specifically focused on the strategic oversight of Revenue Cycle Management (RCM) for our regional medical center and health centers. The focus of this vacancy is the strategic optimization of supplemental revenue functions and decision support systems. You will develop and execute financial strategies to maximize reimbursements under state and federal programs while ensuring total regulatory integrity. Beyond internal operations, you will analyze legislative changes like Medi-Cal reform to determine their impact on County services, proposing new policies that protect the department’s financial health and long-term sustainability.
We are looking for a leader with exceptional executive ability and extensive experience in administrative management. As a member of the Senior Staff, you will collaborate with interdivisional teams to deliver vital health programs that respect and reflect the unique cultural diversity of Contra Costa County.
In this role, you will:- Implement and manage healthcare financial platforms to optimize performance tracking and reporting.
- Oversee the optimization of supplemental revenue and cost-based decision support systems to ensure financial sustainability.
- Develop and execute advanced financial strategies that maximize reimbursements while ensuring total compliance with state and federal regulatory requirements.
- Analyze complex legislative changes, such as Medi-Cal reform, to advise the Director on policy positions and safeguard the department’s long-term interests.
- Work as a key member of the senior management team to coordinate administrative, fiscal, and program support services across the Health Services Department.
- Direct day-to-day operations with a commitment to providing high-quality, culturally responsive services that meet the needs of the County's diverse population.

The eligible list established from this recruitment may remain in effect for six (6) months. Minimum QualificationsSome job assignments may require a specialized degree, certifications and/or licensures.
Education: Possession of a Bachelor’s degree or higher in Health Administration, Public Administration, Health Education, Business Administration, Finance, Accounting, Communications, Nursing, Environmental Health, biological or physical science from an accredited college or university.
Experience: Six (6) years of full-time, or its equivalent, experience in a Healthcare or Hospital setting performing duties either as a Clinician, Administrator or Public Information Officer, three (3) years must have included supervisory experience.
