Job Description:Scheduler AnalystPurpose:Under general supervision, this position performs and manages tasks to assist engineering or management on project or workforce planning and scheduling.
Duties, Functions and Responsibilities:Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Coordinates and schedules field construction and maintenance projects. Coordinates and reviews construction- or engineering-related contracts and contract documents.
- Measures work performances against engineering work standards to develop, maintain, and improve City of Austin design and construction standards.
- Tracks status of projects, and reports to management.
- Plans projects by determining crew size and composition, work hour requirements, and equipment requirements.
- Prepares work order schedules, control records, and post schedules.
- Communicates project and/or program information to internal and external customers.
- Ensures compliance with City and other regulatory agency requirements and policies.
- Meets with project managers, engineers, and contractors to discuss designs.
Responsibilities - Supervisor and/or Leadership Exercised:May provide leadership, work assignments, evaluations, training, and guidance to others.
Knowledge, Skills, and Abilities:Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
- Knowledge of construction projects common to utilities.
- Knowledge of workforce requirements and work output for field construction crews.
- Knowledge of equipment and construction techniques common to utility construction practices.

Minimum Qualifications:- Graduation from an accredited high school or equivalent, plus 3 years of experience in coordination and scheduling of utility infrastructure projects.
- Education may substitute for experience up to two (2) years.
Preferred Experience:- Experience working in a lead capacity, including scheduling of work assignments, providing training and guidance to others, and coordinating efforts of multi-discipline project teams with other Austin Water divisions, City departments, design engineers, developers, and landowners.
- Experience in reviewing plans for franchise utilities including but not limited to fiber, telecom, gas, small cell projects, drainage and electric.
- Experience with AULCC processes and roles as related to utilities and plan review and experience in addressing/resolving conflicts.
- Experience reviewing proposed license agreements and/or encroachment agreements for City right-of-way.
- Experience interpreting Utility Criteria Manual(s), TCEQ regulations (or any Municipal and State or Federal Environmental Regulatory Agency), and Land Development Code(s) related to plan review, design, and/or construction of water, wastewater, and reclaimed water infrastructure.
- Experience with AMANDA, Bluebeam, ProjectDox, and/or any other city plan review and permitting software
- Experience using geographic information systems (GIS) mapping software, such as ArcGIS, ArcPro or similar software.
- Strong customer service: experience preparing written correspondence with internal and external customers, experience giving presentations, and experience deescalating customer complaints.
- Ability to travel to more than one work location
Notes to Candidate:Position Overview: This Scheduler Analyst will be the subject matter expert for utility coordination matters related to AULCC assignments and review of franchise utilities, including fiber, telecom, gas, small cell, and other infrastructure within City right-of-way. The person in this position will be responsible for:
- Coordinating and serving as lead for Austin Water review of Austin Utility Location and Coordination Committee (AULCC) applications, including scheduling of work assignments and field activities.
- Providing administrative and technical review of utility and development plans and license and encroachment agreements to assess design of or impacts to the City’s water, wastewater, and reclaimed water infrastructure.
- Coordinating the efforts of multiple internal Austin Water work groups and providing support services to other division tasks.
Pay Range: $36.29 - $45.91 Hourly
