GENERAL PURPOSE Under general supervision, assists in the development and implementation of educational programs, public relations and community outreach activities to achieve IEUA and member agency goals and objectives; serves as liaison to and/or represents the Agency at community events and activities; and performs related duties as assigned. DISTINGUISHING CHARACTERISTICS: An External Affairs Specialist I performs entry-level professional duties in developing and implementing public outreach, education and media relation projects and activities. Incumbents are expected to represent the Agency with other organizations and the media, and assist in the production of print, video and other marketing materials required in support of the public outreach program. Duties and responsibilities are carried out with considerable independence within a framework of established policies and procedures. An External Affairs Specialist II performs professional, journey-level duties in the External Affairs class series. Incumbents engage in the development and implementation of educational programs, public relations, community outreach, and media relations activities. Incumbents are expected to represent the Agency with other organizations and the media as an Agency spokesperson. Incumbents work with limited supervision and exercise independent judgment to ensure employees complete assigned tasks and responsibilities in accordance with established policies, procedures and guidelines. External Affairs Specialist I is distinguished from External Affairs Specialist II in that an incumbent in the latter class works on a broader spectrum of assignments and with greater independence, while exercising a high level of strategic thinking and planning (including, but not limited to PR strategy); advanced writing and editing skills; and anticipating Agency and stakeholder communication needs, and may provide direction and guidance to lower-level External Affairs employees independently. External Affairs Specialist II is distinguished from the Senior External Affairs Specialist in that an incumbent in the latter class reviews the work of, and provides technical guidance to, lower levels of staff. Employees in this class report to the Manager of External Affairs.
