THE POSITION THIS POSITION IS IN THE WASTEWATER DIVISION The Utilities Operations and Maintenance Leadworker, in the Wastewater Collections division, is responsible for the technical supervision and safety of a Wastewater field crew. In addition, this position is responsible for the more complex and difficult construction, repair, and maintenance tasks in the Wastewater Collections Systems. IDEAL CANDIDATE STATEMENT The ideal candidate will have strong leadership skills and be capable of working with multiple people assigned to their field crew. The ideal candidate will be capable of making independent good decisions to accomplish their daily tasks, in a safe, efficient manner. Additionally, this candidate will be able to communicate clearly and effectively with their supervisor, their field crew, and the public. They will have knowledge of Wastewater Collections regulations, procedures, and operations. The ideal candidate will also have basic computer skills, knowledge of Computerized Maintenance Management Systems (CMMS), the ability to utilize City email, complete routine forms and documents, and submit required reports as needed. To perform skilled work in the construction, maintenance, and repair of water distribution, wastewater collection, and storm drainage systems and assests; and to provide lead guidance and direction to the work of a water, wastewater, and drainage field crew. PHNs will provide health education to clients and their caregivers and/or family and will advocate on behalf of clients for access to required medical services. Nurse Family Partnership Nurse-Family Partnership is a home visiting program that partners nurses with low income first-time moms residing primarily in Oakland, in order to improve birth outcomes, increase self-sufficiency and improve child development. Case management services begin in pregnancy and continue until the child reaches two years old. During that time, families receive health education and assessments, child development information and screenings and help with goal setting so that they can create better lives for their child and themselves. Nursing Administration The Nursing Administration Office sits inside of the Public Health Nursing Division and is comprised of the Central Intake and Referral Unit, Education and Professional Development Unit, Public Health Nurse Recruitment and Retention Unit, Quality Improvement and Nurse Informatics Units, and Occupational Health Unit. Public Health Nurses (PHNs) as analysts, consultants, coordinators, educators, improvement specialists, and recruiters work as part of multi-disciplinary teams in the Nursing Administration Office to advance and strengthen the role, function, and development of PH Nursing services. Staff in the Nursing Administration Office collaborate with internal and external partners in the development of policy and professional nursing standards of care that support the health of Alameda County residents. Tuberculosis Control (TB) The Tuberculosis Control program staff includes public health nurses, community health outreach workers, physicians and clerical support staff working collectively toward the program's priorities and objectives to: Ensure early identification and reporting of all persons with TB and ensure timely completion of appropriate therapy; Ensure contacts to persons with infectious TB are promptly identified, examined, and if appropriate, complete treatment for latent TB infection (LTBI); Reduce occurrence of sentinel events (pediatric TB cases and TB deaths); and Identify persons (other than contacts) with LTBI at risk for progression to TB disease, and treatment of those persons with an effective drug regimen. TB staff also consults with physicians, schools, hospital nurses and others in the community on Tuberculosis. IHSS Program The IHSS Program is a home visiting program across all 58 counties in California. The Alameda County Public Health Nurse primary role is to conduct an assessment/reassessment of clients that are at risk for out of home placement and to prevent premature institutionalization and/or nursing home placement. The program serves eligible individual across the lifespan who are aged, blind, and disabled to remain safely in their own homes. The public health nurse carries a caseload focused exclusively on IHSS recipients identified as having paramedical service needs for example GT feedings/Tracheostomy/diabetes management/home dialysis. The PHN conducts comprehensive in-home assessment and reassessment to address the medical, nursing, and psychosocial aspects of the client’s health. In addition, the PHN provides health education and management of chronic medical conditions. The PHN is expected to have knowledge of the health delivery system, applying the nursing process, comfortable conducting a thorough assessment, and communicate effectively with clients. The Position The City of Riverside is accepting applications for the position of WASTEWATER PLANT SUPERVISOR to fill one (1) vacancy in the Wastewater Division of the Public Works Department . The Wastewater Plant Supervisor for the Public Works Department, Regional Water Quality Control Plant will oversee crews and shifts in various disciplines of Wastewater Treatment, including preliminary, primary, secondary biological nutrient removal through conventional activated sludge and membrane bioreactor, conventional tertiary, chlorination/dechlorination, anaerobic mesophilic digestion, organics receiving, biomethane production, solids dewatering and process control of the various treatment unit processes. The ideal candidate will have a Grade V Wastewater Treatment Plant Operator Certification issued by the State of California, experience working with Membrane Bioreactor (MBR), Biological Nutrient Removal Process (BNR), Co-digestion of Organics, Microsoft software applications, Supervisory Control and Data Acquisition System, Process Control Data Base, Computerized Maintenance Management Systems and be able to supervise, motivate, and delegate crews working the various treatment processes. The Position The City of Riverside is accepting applications for the position of WASTEWATER PLANT SUPERVISOR to fill one (1) vacancy in the Wastewater Division of the Public Works Department . The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months. The Wastewater Plant Supervisor for the Public Works Department, Regional Water Quality Control Plant will oversee crews and shifts in various disciplines of Wastewater Treatment, including preliminary, primary, secondary biological nutrient removal through conventional activated sludge and membrane bioreactor, conventional tertiary, chlorination/dechlorination, anaerobic mesophilic digestion, organics receiving, biomethane production, solids dewatering and process control of the various treatment unit processes. The ideal candidate will have a Grade V Wastewater Treatment Plant Operator Certification issued by the State of California, experience working with Membrane Bioreactor (MBR), Biological Nutrient Removal Process (BNR), Co-digestion of Organics, Microsoft software applications, Supervisory Control and Data Acquisition System, Process Control Data Base, Computerized Maintenance Management Systems and be able to supervise, motivate, and delegate crews working the various treatment processes. Under general supervision, a Wastewater Plant Supervisor will perform skilled and supervisory work in the operational control of wastewater treatment processes for effective and efficient operations; to insure that the wastewater is processed and discharged according to all health and environmental regulations; and perform related work as required. Work Performed Typical duties may include, but are not limited to, the following: Supervise and participate in the operation of wastewater treatment facilities to control flow and processing of wastewater, sludge, effluent and support processes; monitor gauges, meters and control panels; observe variations in operating conditions, interpreting meter and gauge readings; and test results to determine processing requirement. Maintain such records as logging operations, test results, maintenance work performed, chemical use and operating conditions. Review and evaluate records for process control. Provide direction and instructions to operations staff to control facility/wastewater processes. Provide assistance with contractor tie-ins or shutdowns. Plan and coordinate start-up of new processes or equipment. Evaluate and review operations of new equipment and processes. Perform frequent inspections of facility equipment/processes and review operating procedures to assure their efficient operation. Participate in the operation of the plant to solve difficult or unusual problems. Read and interpret plant piping and distribution plans; assist in locating and troubleshooting plant malfunctions. Organize, operate and maintain plant record system and computer database. Recommend and initiate improved work methods and procedures. Assist in the training of existing and new employees. Write technical reports and instructions for the operation of process equipment and systems. Wear a self-contained breathing apparatus as required. Research and investigate information for development of process parameters and standard operating procedures.
