JOB SUMMARY Actively supports and upholds the Kingman Fire Department's mission and values. Under general supervision, responds to emergency and non-emergency calls for service, identifies and dispatches appropriate law enforcement, fire and emergency service units, gathers, analyzes and reports critical information during life or death situations such as crimes in progress, medical emergencies and fire/rescue incidents; complies with Police and Fire Department policies and procedures to assure the safety of officers and the public. SUPERVISION RECEIVED Work is performed independently under the direction of the Communications Center Supervisor and the supervision of the Communications Center Manager. Retrieves from and/or enters information into the National Crime Information Center (NCIC), Arizona Criminal Justice Information System (ACJIS) via JWI and other local, state and national computer files; confirms validity and status of information for other agencies. Utilizes the EMD (Emergency Medical Dispatching) system to provide specific information and instruction to callers and units responding to medical emergencies. Assists in troubleshooting as required and reports failures or problems with any system. Tests equipment as needed. As assigned to Communications Training Officer (CTO), provides on-the-job training and direction to new employees. Enters a variety of data related to warrants, citations, tickets, and/or information received from callers into a database. Processes officer requests for information including driver's license, license plate, and criminal history; enters lost/stolen property, missing persons, runaways, and protective orders; researches and confirms local, county, state and national warrants through multiple criminal justice databases that include but aren't limited to: Texas Crime Information Center (TCIC), National Crime Information Center (NCIC) and the National Law Enforcement Telecommunications System (NLETS). Maintains contact with City personnel and outside agencies during times of emergency; coordinates mutual aid to neighboring fire, EMS and law enforcement agencies. Updates and maintains contact information and lists for City departments, various police divisions and other local community emergency services Monitoring and operating multiple job-related software programs on various computers that include but are not limited to Computer Aided Dispatching (CAD), a multiline non-emergency and 9-1-1 phone system, communicating on a multichannel emergency radio system. Operates and assists in routine testing and maintenance of equipment including computers, radios and various communications devices; assists with routine maintenance and cleaning of the communications center including but not limited to workstations, breakrooms, kitchen, storage rooms and common areas. Communicating clearly both verbally and in writing; utilizing maps and other resource materials; multi-tasking during high levels of activities; controlling stressful emergency situations calmly and concisely; acquiring and maintaining a working knowledge of city streets, geography, boundaries, thoroughfares, landmarks, businesses, and locations of police and fire stations and districts; entering, retrieving, and compiling data from a variety of databases. MINIMUM QUALIFICATIONS (Salary is dependent upon qualifications) MINIMUM REQUIREMENTS High School Diploma or equivalent is required. One (1) experience in either an emergency dispatch center or closely related experience in fields such as: customer service, call centers or fast paced work environments. Must pass a skills test including an acceptable working knowledge of computer operations, data entry with an emphasis on accuracy and speed; make and carry out decisions; competently perform under stress when confronted with emergency and critical situations; perform a variety of tasks, often changing quickly from one task to another without loss of efficiency and composure; work without constant direct supervision. The ECC receives all 9-1-1 calls in the area and serves as the central dispatch for the three local police departments, three rescue squads and fire calls. The ECC is a nationally recognized center, having earned CALEA Accreditation as well as being designated as an APCO National Certified Training Program and Virginia Accredited Emergency Medical Dispatch Communications Center. The Public Safety Communications Officer The Public Safety Communications Officer (PSCO) is a skilled communications professional, performing work that is core to the health, safety, and well-being of our communities. As the “first, first responder”, the PSCO receives, processes, dispatches, and manages emergency and non-emergency requests for service from the public, law enforcement, and fire/rescue communities in a fast-paced, technology-rich environment. The ECC receives all 9-1-1 calls in the area and serves as the central dispatch for all regional law enforcement, fire, and EMS agencies. PSCO-II (Call-taking/Dispatch): Performs all essential functions of a PSCO-I. Operates and monitors multiple emergency radio frequencies for an assigned area of focus (Fire/EMS or Police).
