DEFINITION Provides technical and administrative supervision for a single shift of an in-hospital or ambulatory care facility clinical laboratory unit performing standardized tests within a specialty or across specialty lines. Essential Job Functions Plans and organizes the work of a laboratory unit in a hospital or an ambulatory care facility for a single shift to assure that all physician requested test procedures are expeditiously processed in line with established time limits. Schedules and assigns personnel to work stations within the unit on the basis of actual workload, the number of employees available, their qualifications, the extent of their training in the procedures involved, legal requirements and other such factors. Orients new employees and licensed trainees to the overall operations of the laboratory unit, and trains or supervises their training in the specific procedures which the unit is responsible for performing safely and accurately. Evaluates the work of all personnel assigned to the unit and counsels them on steps they may need to take to improve their performance. Effectively recommends or initiates disciplinary action and the adjustment of employee grievances. Maintains a quality standards program by monitoring and surveying laboratories for the annual competency evaluation of technical staff in compliance with federal Clinical Laboratory Improvement Amendments (CLIA) regulations. Introduction The Hospital San Joaquin General Hospital (SJGH), originally established in 1857, is a general acute care facility providing a full range of inpatient services including General Medical/Surgical Care, High-Risk Obstetrics and Neonatal Intensive Care, Pediatrics and Intensive Care. In addition to the 196-bed hospital, the medical campus includes multiple facilities dedicated to comprehensive outpatient services including Primary Care and Specialty Clinics. The Hospital's Ambulatory Care sites, including offices located at French Camp and Stockton provide over 1,340,000 outpatient clinic visits a year. In addition to providing direct medical services, the hospital is active in providing education for health professionals through post-graduate residency programs in General Surgery, Internal Medicine and Family Practice and has trained over 3,000 physicians since the residency programs were established in 1932. Introduction The Hospital San Joaquin General Hospital (SJGH), originally established in 1857, is a general acute care facility providing a full range of inpatient services including General Medical/Surgical Care, High-Risk Obstetrics and Neonatal Intensive Care, Pediatrics and Intensive Care. In addition to the 196-bed hospital, the medical campus includes multiple facilities dedicated to comprehensive outpatient services including Primary Care and Specialty Clinics. The Hospital's Ambulatory Care sites, including offices located at French Camp and Stockton provide over 1,340,000 outpatient clinic visits a year. In addition to providing direct medical services, the hospital is active in providing education for health professionals through post-graduate residency programs in General Surgery, Internal Medicine and Family Practice and has trained over 3,000 physicians since the residency programs were established in 1932. The hospital also participates in clinical affiliation agreements for training programs in a variety of health professions including Registered and Licensed Vocational nurses, Pharmacists, Radiology Technologies, Social Workers and Respiratory Therapists. Recruitment This examination is being given to fill multiple per diem vacancies in the Clinical Laboratory Department in San Joaquin General Hospital and to establish an applicant pool which may be used to fill future vacancies. Positions (Amended 08/15/24) : One (1) General Lab, dayshift (6:00am - 2:30pm) One (1) Point of Care (8:00am - 4:30pm (3 days per week) or 7:30am to 1:30pm (4 days per week) One (1) Night Shift (10:00pm - 6:30am) The incumbents weekday work schedule will be based upon the operational needs of the Clinical Laboratory Department. The incumbents will also be required to work weekend schedules as needed. TYPICAL DUTIES • Makes a variety of microbiological examinations of specimens such as feces, urine, sputum and body fluids, including initial isolation of organisms, identification of organisms, antibiotic susceptibility testing of the organism and identification of parasites. • Makes biochemical analyses of blood and other fluids to determine the quantitative presence of creatinine, glucose, protein, calcium and other chemical components. • Makes qualitative biochemical and microscopic analyses of urine specimens. • Performs hematological examinations such as complete blood counts, differential counts, sedimentation rates, coagulation studies, platelet an reticulocytes counts, and bone marrow preparations. • Performs immunohematological examinations such as blood typing and crossmatching. • Performs immunological examinations such as detection of antibodies in disease, radioimmunoassay, immunodiffusion, and other similar examinations. • Performs special procedures required such as glucose tolerance tests, kidney function tests, and other similar tests. • Participates in developmental work for new tests and procedures. • Performs quality control procedures, equipment maintenance, and recordkeeping as required in the performance of tests and examinations; may assume responsibility for specialized tasks such as quality control reporting. • May collect specimens from patients for tests and examinations. • May act as lead worker over other laboratory employees and laboratory trainees. MINIMUM QUALIFICATIONS Experience : One-year equivalent to Clinical Laboratory Technologist I in San Joaquin County. Licenses and Certificates : Possession of a valid license as a Clinical Laboratory Technologist issued by the State of California Department of Health. KNOWLEDGE The principles, methods, materials, techniques and terminology of biochemistry, microbiology, immunology, hematology, immunohematology, and clinical microscopy as related to medical technology; recent developments, current literature, and sources of information in medical technology. ABILITY Perform assigned tasks according to prescribed procedures; make accurate observations and records of test result; interpret test data and draw logical conclusions; correlate test results and evaluate validity; follow oral and written instructions in precise detail; perform examinations using manual or modern automated methodology; collect specimens from patients with skill, patience and tact; communicate effectively, orally and in writing; establish effective working relationships with physicians, hospital staff, and others; act as a lead worker over others; use initiative and be innovative in setting up new procedures.
