Class Characteristics This is the advanced level classification in the Building Inspection series. Positions in this classification are characterized by their responsibility to provide advanced technical expertise in one or more assigned areas. Incumbents may be rotated to either field or office work. Employees are responsible for handling routine work problems; review of work is periodic or on a problem basis with the employee presenting alternative courses of action. Ability to: • Review complex plans and determine compliance with adopted building codes. • Perform complex building and construction inspections. • Work in organized team efforts and assist in problem solving work related issues for continuous improvement in work efforts. • Encourage and facilitate environment for building team efforts and problem solving of work-related issues by employees. • Ensure necessary training and other technical support for building an environment that encourages teams and continuous improvement. • Convey plan review corrections, construction inspection corrections, building code violations and code requirements both orally and in writing. • Research technical information relative to building safety. • Interpret and apply building codes, policies and procedures, rules, and regulations. • Enforce codes and regulations with fairness, objectivity, and firmness. • Analyze problems, identify alternative solutions, determine consequences of proposed actions, and make recommendations relative to code compliance, code violations and City policies and procedures. • Communicate clearly and concisely, both orally and in writing. • Respond to and resolve difficult and sensitive inquiries and complaints with courtesy and tact. • Establish and maintain cooperative working relationships. • Maintain mental capacity, which allows the capability of making sound decisions and demonstrating intellectual capabilities. • Maintain physical condition appropriate to the performance of assigned duties and responsibilities. Experience and Training Guidelines Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: A minimum of three years of increasingly responsible experience in building code administration with at least two years in a supervisory role. A minimum of five years increasingly responsible experience in building inspections and plan review. Training: Bachelor’s degree in a related field. License or Certifications: Possession of a Chief Building Official certification. ICC Certified Building Official. Certification as a Building Official from Council of American Building Officials. ICC Certified Residential and Commercial Plans Examiner and Certified Building Inspector. ICC Residential and Commercial Electrical Inspection Certification desired. Possession of, or the ability to obtain, an Arizona driver’s license within two months of hire. WORKING CONDITIONS Environmental Conditions: Travel from site to site; exposure to noise, dust, and inclement weather conditions; working at heights; working around heavy construction equipment. Physical Conditions: Essential and other important responsibilities and duties may require maintaining physical condition necessary for sitting, standing, walking, bending, stooping, kneeling, and crawling for prolonged periods of time; climbing stairs and ladders; operating motorized equipment and vehicles; light to moderate lifting; general manual dexterity.
