LAGUNA BEACH MARINE SAFETY ASSOCIATION (LBMSA) Pay Plan: The basic pay ranges are composed of eight (8) steps. Overtime/Compensatory Time: All unit employees shall be compensated at a rate of time and one-half for all hours worked in excess of forty (40) hours per workweek. Recurrent Hourly Lifeguards may request compensatory time off subject to approval by the appointing authority. They may accumulate a maximum of eight (8) hours of compensatory time at the employee’s option. An additional sixteen (16) hours of compensatory time may accumulate with management approval. Use of compensatory time is subject to management approval on a request-by-request basis. Special Pay: All unit employees shall receive a pay advance of two pay steps and 5% of their base pay for obtaining their Emergency Medical Technician (EMT) certification. Equipment Allowance: Effective the pay period that includes July 1 of each year all unit employees shall be paid an amount of $250.00 for necessary, self-procured equipment, including sunglasses, mask, snorkel, fins, binoculars, and a jacket. Retirement: The City shall deduct 3.75% of the gross pay from eligible unit employees’ bi-weekly paychecks and contribute such amount to the Public Agency Retirement System (“PARS”) accounts of all said eligible “Seasonal Ocean Lifeguards,” or to another qualified retirement program that has been agreed upon by the parties and is applicable to “Seasonal Ocean Lifeguards.” Additionally, the City shall contribute the equivalent of 3.75% of unit employees’ gross pay into eligible unit employees’ PARS accounts. Part-time unit members who qualify for medical coverage under the Affordable Care Act will be offered access to the City’s HMO plan. Eligible employees who elect coverage under the City’s plan shall pay the entire premium amount, with no contribution from the City. Flexible Spending Plan for Recurrent Hourly Lifeguards: Each January, the City will deposit a lump sum amount of five hundred dollars ($500) into a flexible spending plan for each Recurrent Hourly Lifeguard to use for eligible IRS 125 expenses (medical, prescription, dental, vision). Skin Cancer Screenings: Annual skin cancer screening examinations shall be provided to all unit employees at a facility selected by City. Unit employees who are screened off duty will be paid one (1) hour of compensation. Sick Leave: Effective July 1 of each year, employees are granted 3 days or 24 hours, whichever is greater. In October of each year, employees will be granted one additional sick day or 8 hours of sick leave, whichever is greater, above the statutory paid sick leave. Description NOW HIRING FOR THE 2025 SUMMER SEASON! Additional Compensation: 5% is paid to individuals with EMT certification 5% is paid to individuals with bilingual skills The City of Huntington Beach is seeking to hire responsible men and women to provide first-line lifeguard protection at the City's beautiful beaches. Ocean Lifeguards primarily perform ocean rescues, perform preventative actions and provide medical aid as needed. The MARINE SAFETY DIVISION of the FIRE DEPARTMENT is responsible for responding to all aquatic emergencies within the city limits. Over 16 million visitors enjoy the City's beaches annually, during which the Marine Safety Division averages more than 4,500 rescues each year. The division provides lifeguard services for approximately 4.75 miles of City-operated beaches. The Marine Safety Division may respond to mutual aids and other aquatic emergencies throughout Orange County. Approximately 200 Lifeguards are employed each year. Lifeguard test dates will be scheduled, starting in August 2024, with the 2025 Academy scheduled for March 15 to May 4, 2025 (weekends only), and Friday March 21 and April 11, 2025. Applicants must satisfactorily complete all phases of the performance exam to be eligible for further consideration. SELECTION PROCESS Candidates successfully completing all components of the Performance Exam will be placed on a list. Qualified candidates will be invited to an interview. Based on the combined results, of the performance exam and the oral interview, the top qualified candidates will be invited to the Ocean Lifeguard Pre-Summer Academy. Upon a conditional offer of employment, a pre-placement medical exam, drug screen, swim test and Live Scan DOJ fingerprinting must be completed with acceptable results. The employment physical will be conducted by a physician designated by the City. Upon hire, employees are subject to further reporting from DOJ via subsequent arrest notification. Other background reports may also be conducted depending on the position. Recurrent Ocean Lifeguards are "At Will" employees who work on a seasonal, as needed, basis. Hours vary and will include weekends and holidays. OCEAN LIFEGUARD ACADEMY Training classes are conducted at the Marine Safety Training Center and the dates and times will be provided to those candidates who are successful in the performance exam and interviews. New Hires are required to attend all scheduled classes. Ocean Lifeguards will be compensated during their academy training. New Hires will receive lifeguard equipment (i.e. uniform, fins, sunglasses, etc.) and an annual beach parking pass. CERTIFICATIONS: Upon successful completion of the Ocean Lifeguard Academy, candidates will receive certification by the Red Cross in CPR for the Professional Rescuer and Emergency Medical Response. Supplemental Information Must have physical strength, endurance, and ability required to perform the essential functions of the job, including: swimming, running, walking, standing, climbing, stooping, bending, pulling, pushing, sitting for extended periods of time and the ability to drag up to 150 pounds. Must be able to withstand prolonged exposure to the beach and ocean environment, including prolonged exposure to cold weather, water, and sun. May be exposed to hazardous materials and communicable diseases. Employees of this classification must be able to demonstrate before hire and annually thereafter the ability to swim 1,000 yards within 15 minutes. SPECIAL CONDITIONS Employees regularly assigned/required to drive a city or personal vehicle in the course and scope of work shall be required to participate in the DMV Employer Pull Notice program; due to the performance of field duties that may require operation of a City vehicle. Only employees 18 years or older may be assigned to drive a City vehicle. At time of hire or upon reaching 18 years of age, must provide proof of a valid California driver license and an acceptable driving record. The MARINE SAFETY DIVISION of the FIRE DEPARTMENT is responsible for responding to all aquatic emergencies within the city limits. Part-time unit members who qualify for medical coverage under the Affordable Care Act will be offered access to the City’s HMO plan. Eligible employees who elect coverage under the City’s plan shall pay the entire premium amount, with no contribution from the City. Flexible Spending Plan for Recurrent Hourly Lifeguards: Each January, the City will deposit a lump sum amount of five hundred dollars ($500) into a flexible spending plan for each Recurrent Hourly Lifeguard to use for eligible IRS 125 expenses (medical, prescription, dental, vision). Skin Cancer Screenings: Annual skin cancer screening examinations shall be provided to all unit employees at a facility selected by City. Unit employees who are screened off duty will be paid one (1) hour of compensation. Sick Leave: Effective July 1 of each year, employees are granted 3 days or 24 hours, whichever is greater. In October of each year, employees will be granted one additional sick day or 8 hours of sick leave, whichever is greater, above the statutory paid sick leave. When assigned to Aquatics: Implements and supervises aquatic class registration process. May perform functions as a Lifeguard, Instructor Guard, and Senior Lifeguard classifications when necessary. When assigned to the Senior Center: Organizes, develops and supervises specialized programs and events to enrich the lives of seniors such as classes, presentations, seminars, events, senior excursions, volunteer program, transportation program, and food distribution When assigned to Facilities and Events: Oversees and administers rental contracts for City facilities. Plans monthly special events at Lions Park. Qualification Guidelines A typical way to obtain the requisite knowledge and abilities to perform the duties and responsibilities of this classification is as follows: EDUCATION, TRAINING AND/OR EXPERIENCE: Must be 18 years of age. Education equivalent to an Associate of Arts degree in recreation, physical education, public or business administration or a related field. One year experience in planning, promoting, coordinating and facilitating of Recreation or Senior programs and special events or social services including some supervisory experience in a recreational setting. Experience with specific program area of recruitment/assignment is highly desirable. An equivalent combination of education and relevant experience that provides the desired knowledge, skills and abilities to successfully perform essential functions may also be considered. LICENSE AND/OR CERTIFICATE: Possession of or the ability to obtain a valid Class C California Driver's License. Revocation of license during employment may result in disciplinary action or reassignment. Possession of, or the ability to obtain, valid CPR and first aid certificates. May require the ability to obtain a Commercial Class C Driver License with a passenger endorsement. When assigned to Aquatics: Possession of the following certificates are required: 1. Water Safety Instructor 2. American Red Cross Lifeguarding/First Aid/CPR/AED The ability to obtain the following certificates within 12 months of appointment: 1. First Aid for Public Safety Personnel (Title 22) 2. American Red Cross Lifeguarding/First Aid/CPR/AED Instructor The ability to obtain the following certificates within 18 months of appointment: Water Safety Instructor Trainer REQUISITE KNOWLEDGE AND SKILL LEVELS: Knowledge of modern theories, principals and practices of community services and recreation programming. Knowledge of applicable federal, state and local laws and regulations as they pertain to assigned program. When assigned to Youth Programing (current vacancy): Knowledge of youth program operations and working with children. When assigned to Aquatics: Knowledge of overall pool operations including chemicals and equipment. Knowledge of American Red Cross curriculum policies and procedures. When assigned to the Senior Center: Knowledge of trends in the senior community and specialized programs. When assigned to Facilities and Events: Knowledge of facility management and allocation and special event planning. REQUISITE ABILITIES: Ability to plan, coordinate and lead a specialized program area of recreation with thorough knowledge of specific, identified programs. Ability to provide direction to part-time and seasonal staff in program implementation. Ability to recruit, train, supervise, and evaluate employees and volunteers. Ability to evaluate situations, identify problems, and exercise sound judgement when determining solutions within established guidelines. Ability to maintain effective work relationships with employees, public officials, program participants, contract instructors, volunteers and the general public. Ability to keep accurate financial and equipment inventory on specific recreation programs. Ability to prepare clear, concise, and accurate reports, correspondence, and other written materials. Ability to effectively communicate with employees, public officials, program participants and parents, contract instructors, volunteers, and the general public. Ability to work weekend and evening hours. When assigned to Aquatics: Ability to swim with proficiency and endurance. Ability to perform lifesaving and rescue techniques, including administering CPR/AED and First Aid.
