Position Description Rock Creek Landfill is open seven days a week from 8am to 4:30pm. This position will require you to work on the weekends and holidays. The only holidays that the Landfill is closed are: Thanksgiving Day, Christmas Day, New Years Day and Easter Sunday. You will be subject to working in inclement weather, rain, wind, and heat. Under general supervision, to operate heavy power-driven construction equipment; to operate trucks and other types of road equipment; to perform a variety of semiskilled and skilled construction and maintenance tasks and to do related work as required. DISTINGUISHING CHARACTERISTICS: This is a specialty class; incumbents are expected to possess a high degree of skill related to the operation of a wide variety of construction, road related and other types of motorized equipment at the County solid waste facility and transfer stations.Unlike the Operations Foreman, this classification is not normally assigned supervision duties, nor does the position act as a lead worker, however such duties may be assigned on a short-term basis pending departmental need/staffing requirements. Incumbents are required to routinely handle multiple waste streams and on occasion, hazardous waste as an integral part of their daily duties. Incumbents must familiarize themselves with and adhere to the Operations Plan for "Permanent Household Hazardous Waste Collection Facility". This position requires working on weekends and holidays. Example of Duties Operates skillfully and within close tolerances, heavy power driven equipment in the maintenance and construction of County Integrated Waste projects such as scrapers, loaders, compactors, grinders and water tenders. Assists in servicing and checking of assigned equipment for needed repairs. May operate simple construction tools and other hand-held equipment for work related to patching roads or cutting brush. May perform skilled and semiskilled carpentry, concrete and fabrication work in the construction and maintenance of integrated Waste related cells, culverts and roads. General Household Hazardous Waste facility maintenance. Must have a fundamental understanding of hazardous materials and hazardous waste and be able to address concerns associated with such materials on the working face of the landfill. May assist with the segregation and/or loading of salvageable material. Minimum Qualifications Knowledge of: Procedures and policies pertaining to integrated waste disposal; grade staking procedures; safety rules and regulations pertaining to landfill operations; tools, equipment and materials used in construction and landfill operations; safe operation of landfill and earth-moving equipment; ability to operate a wide variety of heavy equipment; perform heavy manual labor; understand and carry out written and oral directions; work cooperatively with others; speak, read and write English. Description PRINCIPAL WATER POLLUTION CONTROL PLANT OPERATOR Regular, Full-Time Employment Opportunity First Application Review Date: September 16, 2024 The Principal Water Pollution Control Plant Operator, reporting to the Water Pollution Control Operations Manager, undertakes supervisory responsibilities at the Sunnyvale Water Pollution Control Plant (SWPCP). Their duties include providing instruction, troubleshooting, and maintenance related to plant operations, supervising training programs, ensuring efficient operation and maintenance of equipment, and coordinating with various stakeholders. DISTINGUISHING CHARACTERISTICS: This Principal Operator position is the advanced journey-level classification in the Water Pollution Control Operator series. Incumbents are responsible for the coordination efforts between the Operations and Maintenance sections of SWPCP, administering the Operations portion of the Computerized Maintenance Management System (CMMS), and ensuring preventative maintenance is performed as required. Incumbents supervise the Operator in Training (OIT) Program. The Principal WPCP Operator is distinguished from the next lower classification of Senior Water Pollution Control Operator in that the Principal WPCP Operator performs a complex range of duties in the scheduling, training, operation, maintenance, and repair of wastewater treatment systems and has supervisor level responsibility. Essential Job Functions (May include, but are not limited to, the following): Provides leadership for water pollution control operators; works in a collaborative manner with other staff such as maintenance, laboratory, administration, contractors and other city staff to ensure that all safety, compliance and optimization efforts are diligently pursued. Coordinates emergency response measures at the plant; notifies the Department of Public Safety as needed; familiarity with contingency plans, emergency operations, layout and activities in the facility, including the location of all pertinent records and documents; offers suggestions to improve safety protocols when needed. Monitors all plant treatment processes to ensure that local, state, and federal regulatory requirements are met, and documents process conditions as required. Reviews, comments and makes recommendations on plans and specifications for Capital Improvement Projects during design and construction at the Water Pollution Control Plant. Acts as liaison and coordinator for contractors and vendors on an as-needed-basis. Operates and makes minor repairs to engines, motors, pumps, sedimentation basins, flights, gates, valves, chlorinators, contact channels and other related equipment. Is proficient at the application, use, and administration of the SWPCPs CMMS and ensures that associated work orders are appropriate, properly submitted, approved, and issued in a timely fashion to ensure the SWPCP equipment is properly maintained. Reviews, adds critical relevant information if needed, and certifies logbook entries are accurate, complete and meet established guidelines. Performs and orders analytical tests as needed for pilot studies, process control evaluation or other troubleshooting efforts. Ensures cost effective operations through the control and monitoring of electrical loads, chemical usage, staffing overtime/training assignments, and other operations costs. Optimizes removal of all solids separation processes such as primary sludge pumping, sedimentation tank FOG skimming, programming of raw sludge pumping cycles, and algae float skimming treatment and disposal. Schedules work for all crews based on individual operator Shift assignment including annual vacation requests and other time off requests. Updates monthly schedule to ensure the plant is properly staffed at all times on all shifts every day of the year. Checks and reviews time cards, and ensures compliance with vacancy guidelines. Trains operations staff on new and existing systems and equipment, developing and modifying training materials as needed to keep up with existing and changing technology. May act as the Designated Operator in Charge for the Water Pollution Control Operations Manager in his/her absence. WORKING CONDITIONS: Position requires sitting, standing, walking on level, uneven and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movements in the performance of daily duties. The position also requires near and far vision when operating assigned equipment. Acute hearing is required in both the field and the office. The ability to lift, carry and push tools, equipment and supplies weighing up to 50 pounds is also required. Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, heat, and cold. The incumbent may be exposed to chemicals, hazardous materials, skin irritants, fumes, and solvents. Knowledge, Skills and Abilities: Knowledge of: Chemical, biological, physical and mechanical systems associated with the operation of: pre-treatment, primary treatment, oxidation (facultative) ponds, fixed growth reactors (Nitrifying Trickling Filters), dissolved air flotation tanks, dual media filtration, disinfection, neutralization and the production of recycled water. The application, control, monitoring, troubleshooting and the equipment to dose polymer, chlorine or sodium hypochlorite, sodium bisulfite , and other related wastewater and water reclamation chemicals. Principles and practices necessary in the operation of filtration and disinfection for a Water Reclamation Plant. Principal and practices necessary in the operation of the Power (Co-Gen) Generation Facility, electrical distribution, and operation of related equipment. Regulatory agency guidelines as they apply to the collection, treatment and discharge of treated wastewater for both receiving waters and water reclamation supply. Mechanical, electrical and hydraulic principles. Safety procedures pertaining to plant operations, including the techniques for handling and storing hazardous chemicals, and responding to and reporting chemical spills and other emergencies. Skill in: The use of Supervisor Control and Data Acquisition (SCADA) systems, Human Machine Interface (HMI) systems to monitor, adjust, and evaluate plant process control parameters to meet performance targets and meet or exceed effluent water quality goals for NPDES compliance. The use of computers; SCADA generated trends for wastewater treatment processes analysis, troubleshooting and process control. The use of hand, power, other mechanical, electrical and pneumatic tools and other equipment. Ability to: Supervise Operations and coordinate activities during normal business hours requiring a high degree of competence. Description PRINCIPAL WATER POLLUTION CONTROL PLANT OPERATOR Regular, Full-Time Employment Opportunity First Application Review Date: September 16, 2024 The Principal Water Pollution Control Plant Operator, reporting to the Water Pollution Control Operations Manager, undertakes supervisory responsibilities at the Sunnyvale Water Pollution Control Plant (SWPCP). Their duties include providing instruction, troubleshooting, and maintenance related to plant operations, supervising training programs, ensuring efficient operation and maintenance of equipment, and coordinating with various stakeholders. DISTINGUISHING CHARACTERISTICS: This Principal Operator position is the advanced journey-level classification in the Water Pollution Control Operator series. Essential Job Functions (May include, but are not limited to, the following): Provides leadership for water pollution control operators; works in a collaborative manner with other staff such as maintenance, laboratory, administration, contractors and other city staff to ensure that all safety, compliance and optimization efforts are diligently pursued. Coordinates emergency response measures at the plant; notifies the Department of Public Safety as needed; familiarity with contingency plans, emergency operations, layout and activities in the facility, including the location of all pertinent records and documents; offers suggestions to improve safety protocols when needed. Reviews, comments and makes recommendations on plans and specifications for Capital Improvement Projects during design and construction at the Water Pollution Control Plant. Acts as liaison and coordinator for contractors and vendors on an as-needed-basis. Operates and makes minor repairs to engines, motors, pumps, sedimentation basins, flights, gates, valves, chlorinators, contact channels and other related equipment. Is proficient at the application, use, and administration of the SWPCPs CMMS and ensures that associated work orders are appropriate, properly submitted, approved, and issued in a timely fashion to ensure the SWPCP equipment is properly maintained. Reviews, adds critical relevant information if needed, and certifies logbook entries are accurate, complete and meet established guidelines. Performs and orders analytical tests as needed for pilot studies, process control evaluation or other troubleshooting efforts. Ensures cost effective operations through the control and monitoring of electrical loads, chemical usage, staffing overtime/training assignments, and other operations costs. Optimizes removal of all solids separation processes such as primary sludge pumping, sedimentation tank FOG skimming, programming of raw sludge pumping cycles, and algae float skimming treatment and disposal. Schedules work for all crews based on individual operator Shift assignment including annual vacation requests and other time off requests. Updates monthly schedule to ensure the plant is properly staffed at all times on all shifts every day of the year. Checks and reviews time cards, and ensures compliance with vacancy guidelines. Trains operations staff on new and existing systems and equipment, developing and modifying training materials as needed to keep up with existing and changing technology. Evaluates process control programs to ensure they work as designed, preform under extremes and tune/s the system/s when drift of the process is observed. May act as the Designated Operator in Charge for the Water Pollution Control Operations Manager in his/her absence. WORKING CONDITIONS: Position requires sitting, standing, walking on level, uneven and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movements in the performance of daily duties. The position also requires near and far vision when operating assigned equipment. Acute hearing is required in both the field and the office. The ability to lift, carry and push tools, equipment and supplies weighing up to 50 pounds is also required. Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, heat, and cold. The incumbent may be exposed to chemicals, hazardous materials, skin irritants, fumes, and solvents. The nature of the work may also require the incumbent to perform confined space entries, climb ladders, use power and noise producing tools and equipment, drive motorized vehicles and work in heavy traffic conditions. Minimum Qualifications Education and Experience: The minimum qualifications for education and experience can be met in the following way: Graduation from High School or tested equivalent, AND Five years of experience in the operation and maintenance of a wastewater treatment plant with at least 3 years at the shift supervisor level as defined by the State Water Resources Control Board (SWRCB). The Senior WPC Operator position at the SWPCP is considered equivalent to the SWRCB Shift Supervisor definition. Principal and practices necessary in the operation of the Power (Co-Gen) Generation Facility, electrical distribution, and operation of related equipment. Regulatory agency guidelines as they apply to the collection, treatment and discharge of treated wastewater for both receiving waters and water reclamation supply. Mechanical, electrical and hydraulic principles. Safety procedures pertaining to plant operations, including the techniques for handling and storing hazardous chemicals, and responding to and reporting chemical spills and other emergencies. Skill in: The use of Supervisor Control and Data Acquisition (SCADA) systems, Human Machine Interface (HMI) systems to monitor, adjust, and evaluate plant process control parameters to meet performance targets and meet or exceed effluent water quality goals for NPDES compliance. The use of computers; SCADA generated trends for wastewater treatment processes analysis, troubleshooting and process control. The use of hand, power, other mechanical, electrical and pneumatic tools and other equipment. Ability to: Supervise Operations and coordinate activities during normal business hours requiring a high degree of competence. Notes to Applicants The Austin Resource Recovery Underpass and Clean Creek Operators are tasked to provide general litter removal from creeks and other watersheds as well as daily cleaning of illegal dumpsites, rights-of-way, underpass sites and homeless encampments. As a member of the Underpass and Clean Creek teams, these positions will be responsible for operating Crew Cabs and Rear Loader vehicles as well as perform pre and post trips on equipment. Operators will be tasked with collecting hand-picked litter and bulk items from active and inactive encampment sites. This position will require some or all of the following: boarding and exiting the cab of a refuse collection truck, as well as stepping on and off the rear step using hand and foot holds pulling your own body weight. This position requires continual stretching, bending and stooping and will work outdoors. This position works 6:30am - 3pm weekends, holidays and during special events. Physical requires for Operational Positions: The employee is required to perform the following tasks during the normal course of an approximately eight (8) to ten (10) hour day, four (4) to six (6) days a week. This position involves sitting while driving a commercial refuse vehicle as well as entering or exiting the cab and the rear step of the truck using hand and foot holds pulling body weight about 18-36 inches around 1250 times per day. The employee will apply up to 100 pounds of force occasionally and less force frequently to move objects. The position requires constant standing and grasping of hand holds roughly 32-54 inches from step to handle while riding on the back of the truck with frequent stops. This will involve continuous use of arms, shoulders, legs and feet to operate drive/steering inputs. Additionally, the employee will frequently be expected to perform tasks involving stretching, bending, twisting, squatting, kneeling, pushing/pulling, lifting and stooping while inspecting vehicle, while push/pulling 50+ pound refuse containers or throwing items into a refuse truck at approximately 5 feet high. This position walks from house to house to retrieve carts, brush, bulk, and bags for approximately 8 -10 hours during a normal work day and works in extreme heat, cold, rain and other bad weather. Additional hazards include working close to mechanical parts, oils, fumes/odors/gases, noise, repetitive motions and vibration which expose joints and muscles to vibration and shock produced by the truck as well as walking near traffic, uneven surfaces, mud, snow, ice or rain daily. Employees may come in contact with blood and/or other potentially infectious materials. Employees must have sufficiently good eyesight to drive and inspect trucks and other equipment. Additionally, listening while driving is necessary to hear emergency vehicles and other issues with traffic or operational equipment. DISTINGUISHING CHARACTERISTICS: Registered Environmental Health Specialist I : This is the entry level position in the classification series and as such is responsible for basic environmental health duties; incumbents in this classification will be expected to handle routine duties under close supervision. Registered Environmental Health Specialist II : This is the journey level position in the classification series and will be expected to handle responsible professional duties with minimal supervision. Ability to : Analyze situations accurately and take effective action; establish and maintain cooperative relationships with others; prepare clear and concise reports; plan, organize and carry out research, analyze and evaluate data and make recommendations based on findings; detect unsanitary conditions and public health hazards and secure their correction through education, voluntary compliance or legal enforcement; instruct in the methods and procedures of sanitary inspection and correction of unsanitary conditions; apply knowledge of a specialized and complex nature; coordinate public health needs and goals. Education, Training, and Experience: Equivalent to graduation from an accredited college or university with a Bachelors degree in Environmental Health or a related field and: Registered Environmental Health Specialist I : One year of responsible professional related experience in a public health agency.
