ESSENTIAL DUTIES AND RESPONSIBILITIES Depending upon assignment, duties may include, but are not limited to the following: Pick up, carry, and empty refuse, yard waste, or recycling containers and bulky waste into truck. Operate mechanisms for loading, dumping, and compressing waste and other refuse. Move truck while servicing route. Inform new customers of service charges and regulations. Check refuse collection equipment to insure good operating condition. Report houses on route to supervisor that do not require ongoing service. Drive truck to and from location of work assignment. Keep records and prepare reports of operations and activities. Operate equipment and/or vehicles including 1/2 ton pick-up and dump trucks, articulating drive front-end loaders, water truck, refuse packers, and other related equipment. Perform minor maintenance and servicing of assigned vehicle. Transport personnel, materials, and equipment. Hand sweep or shovel debris and rubbish. Perform pre- and post-trip vehicle inspections as required by Department of Transportation (DOT) regulations. Perform other related duties as assigned. QUALIFICATIONS Knowledge of: Typical operation requirements of equipment and trucks. Traffic laws, ordinances, and rules involved in truck and equipment operation. Methods and materials used in inspecting, servicing, and maintaining equipment. Safe use, operation, and maintenance of truck and equipment operation. Typical non-mechanical preventative maintenance requirements of equipment and trucks. DOT laws and regulations. Ability to: Perform heavy manual labor. Maintain effective work relationships with employees and customers. Understand and follow specific oral and written instructions. Maintain written records as required. EDUCATION AND EXPERIENCE: Experience: One (1) year of experience comparable to an Integrated Waste Equipment Operator with the City of Sacramento. OR One (1) year of experience in the operation of a two or three-axle vehicle with a Gross Vehicle Weight Rating (GVWR) of 30,000 pounds or more. SPECIAL QUALIFICATIONS: Driver License: Possession of a valid California Class B Driver License without the Air Brake restriction is required at the time of appointment, and is a condition of continued employment. Position Description Rock Creek Landfill is open seven days a week from 8am to 4:30pm. This position will require you to work on the weekends and holidays. The only holidays that the Landfill is closed are: Thanksgiving Day, Christmas Day, New Years Day and Easter Sunday. You will be subject to working in inclement weather, rain, wind, and heat. Under general supervision, to operate heavy power-driven construction equipment; to operate trucks and other types of road equipment; to perform a variety of semiskilled and skilled construction and maintenance tasks and to do related work as required. DISTINGUISHING CHARACTERISTICS: This is a specialty class; incumbents are expected to possess a high degree of skill related to the operation of a wide variety of construction, road related and other types of motorized equipment at the County solid waste facility and transfer stations.Unlike the Operations Foreman, this classification is not normally assigned supervision duties, nor does the position act as a lead worker, however such duties may be assigned on a short-term basis pending departmental need/staffing requirements. Incumbents are required to routinely handle multiple waste streams and on occasion, hazardous waste as an integral part of their daily duties. Incumbents must familiarize themselves with and adhere to the Operations Plan for "Permanent Household Hazardous Waste Collection Facility". This position requires working on weekends and holidays. Example of Duties Operates skillfully and within close tolerances, heavy power driven equipment in the maintenance and construction of County Integrated Waste projects such as scrapers, loaders, compactors, grinders and water tenders. Assists in servicing and checking of assigned equipment for needed repairs. May operate simple construction tools and other hand-held equipment for work related to patching roads or cutting brush. May perform skilled and semiskilled carpentry, concrete and fabrication work in the construction and maintenance of integrated Waste related cells, culverts and roads. General Household Hazardous Waste facility maintenance. Must have a fundamental understanding of hazardous materials and hazardous waste and be able to address concerns associated with such materials on the working face of the landfill. May assist with the segregation and/or loading of salvageable material. Minimum Qualifications Knowledge of: Procedures and policies pertaining to integrated waste disposal; grade staking procedures; safety rules and regulations pertaining to landfill operations; tools, equipment and materials used in construction and landfill operations; safe operation of landfill and earth-moving equipment; ability to operate a wide variety of heavy equipment; perform heavy manual labor; understand and carry out written and oral directions; work cooperatively with others; speak, read and write English. Skill and Ability to: Operate landfill and earth-moving equipment in a safe manner; identify and report mechanical defects or equipment needing maintenance, use hand levels and laser equipment; speak, read, and write at a level necessary for satisfactory job performance; accurately maintain required records; maintain good working relationships with those contacted in the course of business. Education, Training, and Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: Equivalent to graduation from high school and three years of experience operating heavy equipment. Example of Duties Operates skillfully and within close tolerances, heavy power driven equipment in the maintenance and construction of County Integrated Waste projects such as scrapers, loaders, compactors, grinders and water tenders. Assists in servicing and checking of assigned equipment for needed repairs. May operate simple construction tools and other hand-held equipment for work related to patching roads or cutting brush. May perform skilled and semiskilled carpentry, concrete and fabrication work in the construction and maintenance of integrated Waste related cells, culverts and roads. General Household Hazardous Waste facility maintenance. Must have a fundamental understanding of hazardous materials and hazardous waste and be able to address concerns associated with such materials on the working face of the landfill. May assist with the segregation and/or loading of salvageable material. Minimum Qualifications Knowledge of: Procedures and policies pertaining to integrated waste disposal; grade staking procedures; safety rules and regulations pertaining to landfill operations; tools, equipment and materials used in construction and landfill operations; safe operation of landfill and earth-moving equipment; ability to operate a wide variety of heavy equipment; perform heavy manual labor; understand and carry out written and oral directions; work cooperatively with others; speak, read and write English. Skill and Ability to: Operate landfill and earth-moving equipment in a safe manner; identify and report mechanical defects or equipment needing maintenance, use hand levels and laser equipment; speak, read, and write at a level necessary for satisfactory job performance; accurately maintain required records; maintain good working relationships with those contacted in the course of business. Education, Training, and Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: Equivalent to graduation from high school and three years of experience operating heavy equipment. Special Requirements Possession of an appropriate California driver's license issued by the State Department of Motor Vehicles is required; the appropriate license is normally considered to be the equivalent to a Class A Commercial license; must be willing and available to all times for shift work, including emergency response. Must possess appropriate hazardous waste operations training certificate pursuant to 29 CFR 1910.120 prior to expiration of probationary period.
