Oversee the preparation of financial statements and reports, ensuring compliance with accounting pronouncements and various mandates; and providing accurate and timely financial reports, presentations, and recommendations to support strategic decision-making. Oversee the preparation of the City's annual budget and capital improvement programs; develop, implement, and maintain dynamic and adaptable financial forecasting, modeling, analysis, and reporting tools that facilitate financial decision-making and reporting; monitor the regional economic landscape and variables influencing City finances and strategic planning; and assess and report on compliance with applicable financial planning and reserve policies. Participate in strategic planning and analysis activities, collaborating with cross-functional teams to conduct cost-benefit analyses, assess return on investment, and perform financial feasibility assessments for proposed projects, initiatives, and potential revenue-generating opportunities. Identify and implement opportunities for process improvements and automation within the Finance Department, leveraging inter-departmental collaboration to optimize financial operations and enhance efficiency, accuracy, timeliness, and customer service. Assist in the development and implementation of policies, procedures, and internal control systems to safeguard municipal assets, prevent fraud; and ensure compliance with applicable laws and regulations, including accounting pronouncements and debt covenants, the City’s municipal code, state and federal laws, and various mandates. Assist in managing staffing levels, develop and oversee staff development programs and cross-training initiatives, and recommend succession planning strategies to ensure a skilled and adaptable workforce in the Finance Department. Service provision will include the following: diagnostic assessment and evaluation; brief, evidence-based individual, couples, and group psychotherapy; case management; crisis and emergency intervention; referrals to outside providers; workshops and presentations; participation in campus and division initiatives and events, some of which are after-hours; and other outreach activities. The therapist also provides consultative psychological services to members of the Sonoma State community, including faculty, staff, deans, administrators, students and their family members. The therapist will also provide peer consultation to other staff therapists or trainees both informally and in case conference. The therapist is responsible for adhering to legal and ethical guidelines of the profession including adhering to strict guidelines of maintaining client confidentiality and timely documentation of all client services. Other administrative tasks may be assigned including triage of incoming requests for services, work related to grant funding and reporting, development of relationships with University and outside partners, contributions to communications such as a monthly newsletter and Instagram posts, student informational interviews, committee work, coverage of front desk reception, and data collection, analysis and reporting. The therapist may be responsible for clinical supervision of pre-licensed trainees and may provide lead direction to administrative staff. The therapist may be involved in training of students who are interning for us as Mental Health Ambassadors. They may also be asked to mentor Mental Health Ambassador student interns. 60-65% of time will be spent providing direct clinical services. This is a full-time 12-month appointment ending August, 2025. The Division of Student Affairs is comprised of a number of independent yet interconnected departments responsible for helping students build an SSU presence that complements their academic experience. Prospective applicants are encouraged to see the department’s web page at: https://caps.sonoma.edu/ Duties of the Position Under the general supervision of the Associate Director of Counseling and Psychological Services, the selected candidate will provide clinical and outreach services to SSU students in a highly collaborative and busy University Counseling center that values teamwork, flexibility, and adaptability. Service provision will include the following: diagnostic assessment and evaluation; brief, evidence-based individual, couples, and group psychotherapy; case management; crisis and emergency intervention; referrals to outside providers; workshops and presentations; participation in campus and division initiatives and events, some of which are after-hours; and other outreach activities. The therapist also provides consultative psychological services to members of the Sonoma State community, including faculty, staff, deans, administrators, students and their family members. The therapist will also provide peer consultation to other staff therapists or trainees both informally and in case conference. The therapist is responsible for adhering to legal and ethical guidelines of the profession including adhering to strict guidelines of maintaining client confidentiality and timely documentation of all client services. Other administrative tasks may be assigned including triage of incoming requests for services, work related to grant funding and reporting, development of relationships with University and outside partners, contributions to communications such as a monthly newsletter and Instagram posts, student informational interviews, committee work, coverage of front desk reception, and data collection, analysis and reporting. The therapist may be responsible for clinical supervision of pre-licensed trainees and may provide lead direction to administrative staff. The therapist may be involved in training of students who are interning for us as Mental Health Ambassadors. They may also be asked to mentor Mental Health Ambassador student interns. 60-65% of time will be spent providing direct clinical services. This is a full-time 12-month appointment ending August, 2025. While the position is classified as temporary, the expectation is that it will be renewed annually contingent on performance, departmental needs, and budgetary constraints. Professional Qualifications To be recommended for appointment, the candidate must have: Required Qualifications: -Licensed Psychologist, LMFT, LCSW, or LPCC in the State of California, or reasonable expectation of ability to obtain licensure within six months of hire. -Training and experience providing psychological counseling to adolescents or young adults and knowledge of developmental issues in university populations. -Demonstrated ability, experience and comfort in assessing, intervening and treating individuals with severe mental health issues and/or those considered at "high risk" of harm to self or others. -Skill and ability to identify, articulate, and implement a treatment plan within a short-term therapy model. -Demonstrated commitment to diversity, equity, and inclusion. -Strong generalist clinical skills in treating individuals with a wide range of presenting issues. -Demonstrated commitment to cultural humility, culturally sensitive care, and effectiveness in counseling students across a wide range of individual differences including, but not limited to, experiences related to: race, ethnicity, national origin, documentation status, religious and spiritual beliefs, gender, sexuality, physical and mental abilities, size and appearance, age, parenting status, and socio-economic status. -Ability to make prognostic indications for short-term therapeutic work with students, understand when and how to refer to other treatment facilities, complete appropriate follow through, and effectively process termination. -Availability evenings and/or weekends for outreach events and for rare after-hours emergency coverage. -Excellent interpersonal skills and ability to build effective relationships with team members, administration, other departments on campuses, and outside partners. -Excellent communication skills, including a demonstrated ability to conduct effective oral presentations, facilitate the open exchange of ideas, and write professional, clear, concise clinical notes, documents, psychoeducational materials and reports. -Interest in case consultation and ability to encourage peers to explore alternative interpretations and approaches as well as issues of transference and counter-transference. -Ability to take-in and apply feedback from peers as appropriate. -Knowledge of applicable laws and ethics pertaining to the practice of psychology. -Competent in use of the DSM-V TR. -Strong planning and organizational skills. -Ability to take initiative with projects and to self-direct work. -Excellent time management skills and dedication to contributing to the priorities of the department and University as a whole. -Demonstrated ability to work collaboratively, cooperatively, and with flexibility as a member of the CAPS team and to contribute to a positive work environment. Additional Compensation : Employees assigned to the duties of Field or Custody Training Officer (FTO) shall receive a pay supplement of five percent (5%) of their base salary while performing such duties. Employees in the class of Deputy Sheriff II assigned to the Sheriff’s Department Detective Bureaus shall receive a pay supplement of five percent (5%) of their base salary while assigned to the Bureau. Uniform Allowance : Employees in this unit shall receive a lump sum payment of $400 to offset purchase of new uniforms due to the change in Department uniforms. Employees in this unit shall receive a lump sum uniform allowance of $1100 on or about the payday nearest December 1. Employees in this unit shall receive a lump sum uniform allowance of $1200 on or about the payday nearest December 1, 2009 and on or about the payday nearest December 1 each year after. Educational Reimbursement Program : Eligible employees may be reimbursed for career-related course work up to a maximum of $850 per fiscal year. Parking Supplemental Downtown Stockton : The County contributes up to $17 per pay period for employees who pay for parking and are assigned to work in the Downtown Core Area. School Activities : Employees may take up to 40 hours per year, but not more than eight (8) hours per month, to participate in their children’s school activities. Meet the minimum qualifications of the class on or before the final filing date for filing applications. B. Meet one of the following qualifying service requirements: 1. Have permanent status in the Classified Service. 2. Probationary, part-time, or temporary employees who have worked a minimum of 1040 hours in the previous 12 months or previous calendar year. 3. Exempt employees who have worked a minimum of 2,080 continuous and consecutive hours. C. Have a rating of satisfactory or better on the last performance evaluation. D. If a person whose name is on a promotional list is separated (except for layoff) the name shall be removed from the promotional list of the action. Employees who meet the minimum qualifications will go through one of the following examination process: Written Exam : The civil service written exam is a multiple choice format. If the written exam is administered alone, it will be 100% of the overall score. Candidates must achieve a minimum rating of 70% in order to be placed on the eligible list. Oral Exam : The oral exam is a structured interview process that will assess the candidate’s education, training, and experience and may include a practical exercise. The oral exam selection process is not a hiring interview. A panel of up to four people will determine the candidate’s score and rank for placement on the eligible list. Top candidates from the eligible list are referred for hiring interviews. If the oral exam is administered alone, it will be 100% of the overall score. Candidates must achieve a minimum rating of 70% in order to be placed on the eligible list. Written & Oral Exam: If both a written exam and an oral exam is administered, the written exam is weighted at 60% and the oral exam is weighted at 40% unless otherwise indicated on the announcement. Candidates must achieve a minimum rating of 70% on each examination in order to be placed on the eligible list. Rate-out: A rate-out is an examination that involves a paper rating of the candidate’s application using the following criteria: education, training, and experience. Introduction This recruitment is being conducted to fill Deputy Sheriff I - Academy Certified opportunities in the San Joaquin County Sheriff's Office and to establish an eligible list which may be used to fill future vacancies. Pre-Employment Physical, Drug Screen and Background : Potential new hires into this classification are required to successfully pass a pre-employment physical examination, a pre-employment drug screen and a background investigation as a condition of employment. Final appointment cannot be made unless the eligible candidate has passed the drug screen, physical and successfully completed the background process. The County pays for the initial drug screen and physical. Hiring Incentive Program: The San Joaquin County Sheriff’s Office offers a hiring incentive in the amount of $10,000 ($3,000 upon hire, $3,000 after completion of field/on-the job training, $4,000 after completion of 6th year of service). The department will award the cash incentive to any person who is hired for the position of Correctional Officer - Lateral within the timeframes this program is active and so approved by the San Joaquin County Board of Supervisors. Additionally, a moving stipend reimbursement up to $2,000.00 for any cost directly associated with relocating their primary residence as a result of gaining employment with this office is available. The following incentives may also be available for eligible new hires, subject to approval by Human Resources: Vacation Accrual Rate: San Joaquin County vacation accrual rate consistent with the candidate's total years of public service. Learns to and performs coroner duties including, identification of decedent; identifies and notifies next of kin; routine inspections of bodies involved in traumatic or unexpected deaths as well as the scene of the incidents; maintains and protects property of deceased persons. May supervise inmates in a variety of activities at detention facilities. Services as bailiff, maintains security of and order in the court and removes disorderly persons when necessary; provides for security and safety of judges, jury deliberations, jurors, and the public; provides security and transportation of inmates to and from courts and other locations as required. Serves and executes civil process. Patrols County waterways in boats; responds to and investigates reports of law violations and accidents; issues citations and makes physical arrest. Testifies at hearings and trials. Prepares incident, arrest, investigation and related reports. Administers first aid and cardiopulmonary resuscitation (CPR) as required. MINIMUM QUALIFICATIONS Education : Graduation from an accredited high school or possession of a General Education Development certificate (G.E.D.), or have attained a two-year or four-year degree from an accredited institution. SPECIAL REQUIREMENTS : (1) Be at least 21 years of age upon appointment; (2) Meet minimum standards required for Peace Officers as set forth in Section 1029 and 1031 of the Government Code; (3) Pass background investigation conducted by Sheriff’s Department, and; (4) Meet physical standards established for safety members. Licenses : Possession of a valid California driver’s license. Certificates: Possession of a valid POST Basic Academy Completion Certificate issued by the California Commission on Peace Officer Standards and Training. Applicants who, at the time of application, meet all other requirements and present satisfactory evidence of current Academy enrollment (generally a letter of attendance signed by the Academy Director) will be accepted to the examination process but must complete the Academy training and provide a copy of the POST Basic Academy Completion Certificate prior to appointment. The Roth IRA (after tax) is also now available. Vacation : Maximum earned vacation is 10 days each year up to 3 years; 15 days after 3 years; 20 days after 10 years; and 23 days after 20 years. Holiday : 14 paid holidays per year. Sick Leave : 12 working days of sick leave annually with unlimited accumulation. Sick leave incentive : An employee is eligible to receive eight hours administrative leave if the leave balance equals at least one-half of the cumulative amount that the employee is eligible to accrue. The employee must also be on payroll during the entire calendar year. Bereavement Leave : 3 days of paid leave for the death of an immediate family member, 2 additional days of accrued leave if the distance traveled is in excess of 300 miles each way. Merit Salary Increase : New employees will receive the starting salary, which is the first step of the salary range. After employees serve 52 weeks (2080 hours) on each step of the range, they are eligible for a merit increase to the next step. P.O.S.T. Pay : Employees in this unit holding an Intermediate POST certificate shall continue to be compensated at 3% of base salary bi-weekly. Employees in this unit holding an Advanced POST certificate shall be compensated at 10% base salary bi-weekly. Employees in this unit holding an Advanced POST certificate and who have completed 15 years of service as a Deputy Sheriff, shall be compensated at 12.5% of base salary bi-weekly. Employees in this unit holding an Advanced POST certificate and who have completed 24 years of service as a Deputy Sheriff shall be compensated 15% base salary bi-weekly. Additional Compensation : Employees assigned to the duties of Field or Custody Training Officer (FTO) shall receive a pay supplement of five percent (5%) of their base salary while performing such duties. Employees in the class of Deputy Sheriff II assigned to the Sheriff’s Department Detective Bureaus shall receive a pay supplement of five percent (5%) of their base salary while assigned to the Bureau. Employees assigned to the Tactical or Explosive Ordinance Teams who are not receiving Detective or Field Training Officer supplements shall receive a pay supplement of five percent (5%) of their base salary while assigned to such teams. Employees assigned to Boating Safety shall receive a supplement of five percent (5%) of their base pay while performing boating safety duties. Bilingual Pay : Each employee who is designated by the appointing authority and approved by the County Administrator and who has passed a bilingual proficiency examination administered by Human Resources Division shall receive a biweekly supplement of five percent (5%) of their base pay. Uniform Allowance : Employees in this unit shall receive a lump sum payment of $400 to offset purchase of new uniforms due to the change in Department uniforms. Employees in this unit shall receive a lump sum uniform allowance of $1100 on or about the payday nearest December 1. Employees in this unit shall receive a lump sum uniform allowance of $1200 on or about the payday nearest December 1, 2009 and on or about the payday nearest December 1 each year after. Pre-Employment Physical Exam : If required, will be conducted at Dameron Hospital at no cost to the employee. Educational Reimbursement Program : Eligible employees may be reimbursed for career-related course work up to a maximum of $850 per fiscal year. Eligible employees enrolled in an approved four (4) year College or University academic program may be reimbursed up to $800 per semester for a maximum of $1600 per fiscal year. Parking Supplemental Downtown Stockton : The County contributes up to $17 per pay period for employees who pay for parking and are assigned to work in the Downtown Core Area. School Activities : Employees may take up to 40 hours per year, but not more than eight (8) hours per month, to participate in their children’s school activities. Selection Procedures Civil Service Rule 10 - Section 3 - Eligibility for Promotional Examinations To compete in a promotional examination, an employee must: A. Meet the minimum qualifications of the class on or before the final filing date for filing applications. B. Meet one of the following qualifying service requirements: 1. Have permanent status in the Classified Service. 2. Probationary, part-time, or temporary employees who have worked a minimum of 1040 hours in the previous 12 months or previous calendar year. 3. Exempt employees who have worked a minimum of 2,080 continuous and consecutive hours. C. Have a rating of satisfactory or better on the last performance evaluation. D. If a person whose name is on a promotional list is separated (except for layoff) the name shall be removed from the promotional list of the action. Employees who meet the minimum qualifications will go through one of the following examination process: Written Exam : The civil service written exam is a multiple choice format. If the written exam is administered alone, it will be 100% of the overall score. Candidates must achieve a minimum rating of 70% in order to be placed on the eligible list. Oral Exam : The oral exam is a structured interview process that will assess the candidate’s education, training, and experience and may include a practical exercise. The oral exam selection process is not a hiring interview. A panel of up to four people will determine the candidate’s score and rank for placement on the eligible list. Top candidates from the eligible list are referred for hiring interviews. If the oral exam is administered alone, it will be 100% of the overall score. Candidates must achieve a minimum rating of 70% in order to be placed on the eligible list. Written & Oral Exam: If both a written exam and an oral exam is administered, the written exam is weighted at 60% and the oral exam is weighted at 40% unless otherwise indicated on the announcement. Candidates must achieve a minimum rating of 70% on each examination in order to be placed on the eligible list. Rate-out: A rate-out is an examination that involves a paper rating of the candidate’s application using the following criteria: education, training, and experience. Candidates will not be scheduled for the rate-out process. Note: The rating of 70 referred to may be the same or other than an arithmetic 70% of the total possible points. This applies only to department or countywide promotional examination. Physical Exam: Some classifications require physical examinations.
