The Building Inspector I class is distinguished from the II level by the performance of less than the full range of duties assigned to the II level. Incumbents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of assigned area of responsibility are learned. SUPERVISION RECEIVED AND EXERCISED Receives immediate supervision from the Building Inspection Supervisor and may receive technical and functional supervision from the Senior Building Inspector. EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following: Enforce building related codes, including adopted California Building Code, California Mechanical Code, California Plumbing Code, California Electric Code, California Residential Code, California Green Building Code, California Energy Code, and local ordinances. Read and interpret construction plans and documents; perform on-site inspections at various stages of construction and remodeling to ensure compliance with applicable codes; research issues for code compliance; issue correction notices and citations. Perform on-site inspections of footings and foundations, framing electrical installations, plumbing and mechanical systems; inspect general framing and structure of building ensuring that sheathing and shear are properly secured, framing materials are of correct size and material and that the wall, roof, and floor systems match the plans and specs for design and layout. Inspect foundation prior to placement of concrete, checking size and placement of steel for reinforcement. Inspect plumbing for size, locations, and installation of all piping within the building and servicing the building; inspect mechanical systems for equipment, including location, duct sizing, emergency shutoffs, smoke and fire damper installations and locations. Inspect electrical systems for proper wire sizing, installation, and location, with the proper ratings of servicing equipment and fixtures. Inspect swimming pools and spas for steel placement prior to gunite, electrical, plumbing, and gas lines associated with pool or spa, inspect deck thickness and installation of all equipment. Investigate complaints regarding building related issues; assist residents with compliance issues. Maintain records of building and inspection activity and complete related reports daily. Assist in researching code questions, construction techniques and complaints regarding commercial and residential buildings. Respond to complex and sensitive building issues; follow up on daily inspections with contractors, architects, engineers and building owners either personally, by telephone, or in writing. Interact with the public to verify and enforce safe building practices. Build and maintain positive working relationships with co-workers, other City employees, and the public, using principles of good customer service. Perform related duties as assigned. MINIMUM QUALIFICATIONS Knowledge of: Accepted safety standards and methods of building construction for commercial, industrial, and residential buildings. Nature of work : (Employee may be assigned other duties as determined by the department.) Inspection of buildings for compliance with all applicable codes and regulations and to ensure that work is done to job specifications and in accordance with approved plans on file. Reviews plans and on site construction progress from inspection to completion to ensure compliance with City codes and ordinances. Perform building inspections on commercial, single-family and multiple-family dwellings to ensure compliance; and be responsible for enforcing the City of Taylor's ordinances regarding property maintenance. Requires a high degree of independence in evaluating plans and construction in various stages. Employee will work under the general direction of the Department Supervisor. Typical Examples of Work : Review of plans submitted by builders to ascertain that requirements are being met; makes both rough and final inspections, re-occupancy inspections and building code compliance on homes, multiple dwellings, commercial, and other buildings; sees that necessary permits have been secured for all construction, alteration, repair or removal work under way; interprets codes to general public, issues and keeps record of violations and makes follow-up investigations to assure compliance; investigates complaints; conducts other inspections as required. Perform re-occupancy inspections and code compliance inspections on single-family and multiple-family dwellings primarily in the Rental Division of the Building Department. Insure that all necessary permits have been secured for the repair or correction of code violations. Follow-up inspections to assure compliance, interpret codes to the general public. Investigate and resolve citizen complaints. Perform visual inspection of exterior property pertaining to property maintenance, issue violations and/or appearance tickets to resolve complaints. Work closely with other departments toward eliminating violations and work closely with prosecuting attorney regarding resolution of tickets, warrants, dismissals and plea agreements. Appear in court as witness to violation of ordinances as needed. Requirements : One year of field inspection experience; graduation from high school or GED. Must be a licensed Building Inspector with the State of Michigan for "Plan Reviewer" and "Building Inspector" pursuant to all State of Michigan requirements. Successful applicant may not utilize any licenses held to perform any contract work in the City of Taylor while employed by the City of Taylor. Physical condition adequate for performance of work; possession of valid drivers license throughout the length of employment; knowledge of construction, materials and tools used in building construction; ability to read and interpret construction blueprints, plans and specification; ability to enforce necessary regulations; able to represent the City in court related issues; ability to interact effectively with business and property owners.
