The Division of Personnel is transforming our approach to end-to-end talent management to better serve the citizens of Missouri. This talent management expert will direct and manage the Breakthrough Leadership program. The salary indicated represents a base pay rate. If the individual selected or the position is eligible for a pay differential (e.g., shift, security, or years of service), it will be added to the total compensation in your paycheck. A pay differential does not raise your base pay.
- Focus areas will include (and not be limited to) directing the Breakthrough Leadership program. This includes managing the registration, working with Departments to approve participants, coordinating speakers, and tracking spending, along with the facilitation of program modules.
- Liaise with departments, content experts, external vendors, and more to ensure learning outcomes are met.
- Continue to enhance learning modules through experience, participant feedback, engagement with Department leadership, as well as understanding and supporting needed program shifts and trends.
- Identify, develop, and implement ongoing engagement and professional development opportunities for program alumni.
- Collaborate with statewide talent development leaders to equip them with knowledge and resources to develop and implement successful talent development efforts.
- Evaluate external market best practices to identify and implement end-to-end talent strategies to foster a high-performing culture. Research may include examining how the business acquires, retains, and develops the right people at the right time and location to match business needs at scale.
- Employ various assessment techniques to determine the effectiveness of the team member life cycle and recommend/implement opportunities for improvement.
- Provide facilitation and support for other Talent Development programs as needed.
- Consult on special training requests and develop content to respond to the identified needs as well as facilitate or co-facilitate sessions that are developed.
- Assist with special projects as needed.
Minimum Qualifications - Excellent presentation and facilitation skills.
- Experience in instructional design, curriculum development, project planning, program assessment, and program design.
- Competency in developing rapport with others and adapting to interpersonal styles when communicating one-on-one with individuals, working with divers groups, facilitating training sessions, leading focus groups, and other interactions.
- Strong verbal and written communication skills.
- Proven program management skills with demonstrated ability to listen, plan, prioritize, organize, and execute enterprise-wide strategies.
- Strong organizational skills, an emphasis on accuracy, attention to detail, and understanding the need for data-driven results.
- Excellent consulting and collaboration skills.
- Ability to strategize and develop innovative solutions for diverse audiences.
- Ability to provide customers with efficient, timely, reliable, and courteous service.
- Team player mindset with the ability to work cohesively on a fast-paced, high-performance team.
- Familiarity with the principles of continuous improvement.
Preferred Qualifications - Public service-oriented focus.
- Bachelor’s degree and 4-6 years of relevant experience. (Substitutions may be allowed.)
- Proven competency in talent development, training facilitation, employee engagement, project/program management, human resources, or other talent management area.
