Overview The Business Manager for the Engineering Services Department plays a critical role in driving operational excellence, financial performance, and strategic alignment across engineering initiatives. This position serves as a key liaison between engineering leadership, finance, and other cross-functional teams to ensure the department operates efficiently and meets its business objectives
The Business Manager is responsible for overseeing budgeting and forecasting, resource planning, performance tracking, and process improvement efforts. They support the Engineering Services leadership team by providing data-driven insights, managing departmental KPIs, and ensuring compliance with corporate policies and procedures. This role requires a strong blend of business acumen, analytical skills, and a deep understanding of engineering operations
Responsibilities - Collaborating with engineering leaders to forecast project costs, resource needs, and capital expenditure
- Tracking actuals vs. budget, identifying variances, and recommending corrective actions
- Preparing financial reports and dashboards for leadership to support data-driven decisions
- Ensuring alignment with corporate financial policies and timelines
- Defining and tracking key performance indicators (KPIs) related to project delivery, cost efficiency, and service quality
- Analyzing trends and performance data to identify areas for improvement
- Facilitating regular performance reviews with engineering leadership
- Supporting the development of multi-year strategic roadmaps for engineering services
- Coordinating cross-functional initiatives and ensuring alignment with broader organizational goals
- Managing timelines, milestones, and deliverables for strategic projects.
- Providing insights and recommendations based on market trends, internal capabilities, and risk assessments
- Collaborating with project managers and team leads to assess workload and capacity
- Developing models to forecast resource needs based on project pipelines and business growth
- Identifying gaps in tools, systems, or infrastructure that may impact productivity
- Supporting decisions around outsourcing, vendor partnerships, or internal reallocation of resources
- Implementing and maintaining internal controls for financial and operational processes
- Ensuring compliance with industry regulations, safety standards, and corporate policies
- Conducting risk assessments for major initiatives and recommending mitigation strategies
- Supporting audit readiness and documentation for internal and external reviews
- Develop and manage annual budgets for fleet operations and building maintenance, including preventive maintenance, repairs, and capital improvements
- Oversee vendor contracts and service agreements related to fleet leasing, fuel management, facility services, and equipment maintenance
- Monitor compliance with safety regulations, environmental standards, and internal policies related to vehicle use and facility operations
- Coordinate with facilities teams and engineering staff to schedule maintenance activities with minimal disruption to operations
- Analyze maintenance data and lifecycle costs to inform decisions on asset replacement, upgrades, or efficiency improvements
- Assigning tasks, setting priorities, and monitoring workload distribution
- Conducting regular check-ins, coaching, and formal performance evaluations
- Addressing performance gaps and initiating corrective actions in partnership with HR
- Supporting staff development through training, mentoring, and career growth opportunities
- Ensuring compliance with company policies and fostering a positive, inclusive work environment
- May be asked to perform other duties as assigned
Position Type and Typical Hours of Work • Exempt - Full-Time
• Monday - Friday 8 am - 5 pm
- Flexibility to work evenings, weekends, and holidays is a schedule requirement

Minimum Qualifications • Bachelor's degree (BA/BS)
• Six (6) years of experience
Licenses and Certifications Required • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

Basis of Rating A recruitment consultant will evaluate all applications against the posted qualifications and may request additional information. The city may also conduct additional skill assessment tests, in addition to the panel interview.
