    Overview

    The Public Works Superintendent is responsible for the operational oversight and execution of roadway maintenance and construction activities within the Public Works Department. This role ensures the effective implementation of quality control measures, coordination with field supervision, and resource coordination for tasks such as base repairs, pothole patching, milling, reclaiming, and the application of surface treatments.

    Responsibilities

    • Visits current and future job sites to develop and ensure that the scope of work is relevant to the expectation of improvement

    • Evaluates the proposed means and methods by in-house crews and assists in determining if the plan is appropriate for the scope of work

    • Examines the condition of pavement surface, including cracks, potholes, and rutting

    • Evaluates curb and gutter integrity, including damage, alignment. and slope, assessing vertical profile of the road for smoothness and potential drainage issues

    • Inspects shoulders for erosion, vegetation encroachment, and proper support

    • Analyzes cross-slope measurements to ensure optimal water drainage and safety

    • Documents and photographs conditions for future reference and reporting

    • Tracks the condition, service life, and repair history of all paved surfaces

    • Collaborates with other departments to optimize asset utilization and extend pavement lifespan

    • Manages Pavement Asset team and ensure they are properly using tools and equipment to test new and existing pavements

    • Utilizes the observed data against standards and specifications to develop scope of work

    • Reports to in-house crews the quality standards if they are achieving the set standard when executing job tasks.

    • Prepares detailed reports on pavement condition assessments, project progress, and budget expenditures

    • Utilizes geospatial software to map pavement defects and track repair history

    • Presents findings and recommendations to public works officials, and other stakeholders

    • Uses computer programs such as AutoCAD, Trimble Business Center, Excel, and other industry programs to develop and report data

    • Drafts information sheets from topographic survey and other sources of information

    • Coordinates with Public Works Engineering and other operating departments to gather and obtain information on existing or future job sites

    • Reviews crew-developed construction plans and material selection for appropriateness

    • Assesses alignment with best practices, cost-effectiveness, and industry standards

    • Provides guidance and technical expertise to crews for optimizing their approach

    • Collaborates with crews to finalize the most effective and efficient plan for successful project completion

    • Communicates paving project plans and impacts to residents and businesses

    • Responds to public inquiries and addresses concerns about construction activities

    • Participates in community meetings and outreach events to educate stakeholders about pavement maintenance needs

    • Researches and implement innovative technologies and materials for pavement construction and maintenance

    • Attends training programs to stay current with best practices

    • Develops and implements strategies for adapting to changing environmental conditions and regulations

    Position Type and Typical Hours of Work

    • Exempt - Full - Time - Monday - Friday - 8:00am-5:00pm

    • Must be available to work additional hours as needed

    • Flexibility to work evenings, weekends, and holidays is a schedule requirement

    • In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services

    Minimum Qualifications

    • Associate's degree (AA/AS); or 2-year technical certificate

    • Seven (7) years of experience

    Licenses and Certifications

    • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hiring

    Basis of Rating

    A recruitment consultant will evaluate all applications against the posted qualifications. The city may also conduct additional skill assessment tests, in addition to the panel interview
