    Job Description and Duties

    Note: Effective July 1, 2025, a 3% salary reduction is in place under the Personal Leave Program (PLP), with 5 hours of Personal Leave Credit earned monthly in exchange. This program is subject to change based on union agreements and state budget policy.

    This position is located in Sacramento.

    Under direction of the Supervisor I, the Analyst II will perform varied and complex technical analytical assignments in the development and implementation of enterprise-wide organizational efforts to improve business processes that align with strategic direction. The Analyst II performs research and analysis as it relates to strategic planning, business process innovation, change management and organizational development. Supports and models an adaptive organizational culture, which reinforces continuous learning, supports collaboration with stakeholders, and delivers quality services and training. All activities will be guided by a business process improvement approach to foster a culture of continuous improvement.

    Under California Government Code Section 14200, this position is eligible for hybrid telework and may be eligible for full-time remote work in some circumstances and/or time-periods, at the sole discretion of the Department. Telework-eligible applicants must reside in California. Headquarter location will be designated based on the selected candidate's primary residence location. This is subject to change if HCD's criteria is met.

    • Ability to create accessible, consistent materials and facilitate large-scale meetings or hybrid events effectively.
    • Experience supporting leadership programs, middle management development, and organizational change initiatives.
    • Ability to manage calendars, track progress, and maintain documentation for complex organizational projects.
