Overview
The Senior Employee Relations Specialist provides advanced support by conducting complex investigations, ensuring consistent application of City policies, and serving as a subject‑matter expert to departments and leadership. The role leads the review, revision, and development of policies and procedures to ensure legal compliance, operational clarity, and alignment with best practices. As a lead within the Employee Relations Division, this position offers guidance, quality control, and technical expertise to Employee Relations Specialists and reports directly to the Employee Relations Manager.
Responsibilities
• Provides backup support to the Employee Relations Manager by assuming leadership of the division when needed, including oversight of investigations, review of disciplinary actions, guidance to Employee Relations Specialists, and ensuring compliance with City policies and employment laws
• Conducts complex, high risk, and confidential investigations involving misconduct, discrimination, harassment, retaliation, workplace violence, and policy violations
• Prepares clear investigative reports and evidence-based recommendations aligned with City policy and legal standards and advises supervisors on corrective action and disciplinary processes
• Serves as a technical resource to Employee Relations Specialists by providing guidance and quality review, and coordinates with Legal, Civil Service, and department leadership on high-risk cases and hearings
• Leads the review, development, and revision of HR policies to ensure accuracy, clarity, and legal compliance; monitors legislative changes with Legal, research best practices, drafts updated policy language, maintains documentation control, and provides training and guidance on policy interpretation and implementation
• Supports the City's response to TWC and EEO matters by ensuring consistent, defensible practices; identifying trends and risk areas; recommending proactive solutions; and preparing required documentation for hearings, appeals, and legal reviews to ensure accurate and compliant case management
• Serves as the primary liaison to the Civil Service Board, coordinating meetings, preparing required documentation, ensuring compliance with civil service rules, and supporting employee appeals, grievances, and Civil Service hearings
• Handles complaint intake, gathers and evaluates information, interviews involved parties, and assesses potential policy or legal concerns
• Ensures a confidential, consistent process, coordinates with supervisors and Legal on high ‑ risk matters, and provides clear, defensible findings and recommendations
• May be asked to perform other duties as assigned.
Position Type and Typical Hours of Work
• Exempt - Full-Time
• Flexibility to work evenings, weekends, and holidays is a schedule requirement

Qualifications
• Bachelor's degree
• Four (4) years of experience
Licenses and Certifications

• A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

Basis of Rating
A recruitment consultant will evaluate all applications against the posted qualifications and may request additional information. The city may also conduct additional skill assessment tests, in addition to the panel interview.
