    INFORMATION TECHNOLOGY MANAGER

    Project Management Office Division
    Regular Full-Time Employment Opportunity

    The City of Sunnyvale is seeking a collaborative and forward-thinking Information Technology Manager to lead the IT Department’s Project Management Office (PMO) Division and drive enterprise technology initiatives that provide essential City services. This is a high-visibility leadership role that reports to the CIO and is responsible for shaping how the City delivers technology projects and is the project manager for several projects at the same time. The PMO Manager leads enterprise project delivery, organizational change efforts, and customer-focused initiatives that span all departments and directly support the community. This position oversees a team of project management professionals delivering complex initiatives and plays a central role in portfolio management, business process improvement, requirements development, and RFP-driven system implementations.

    This role is ideal for a strategic and service-oriented leader who enjoys working across departments, mentoring staff, improving processes and turning City priorities into successful outcomes. The successful candidate is comfortable operating at both the executive and project-delivery levels in order to help shape strategy while ensuring strong day-to-day execution.

    The ideal candidate will have:
    • Experience managing an IT Project Management Office (PMO), project delivery team, or enterprise project portfolio.
    • Recent experience managing multiple complex IT Projects with minimal guidance
    • Leadership and supervisory experience, including mentoring staff and establishing staff performance goals.
    • Strong knowledge of PMI-based Project Management, Portfolio Management and Program Management Methodologies; PMP, PgMP, PfMP, and/or Prosci certified a plus.
    • Proven track record of delivering complex public sector or large organizational technology initiatives.
    • Experience leading organizational change and supporting the transition from implementation to operational support.
    • Experience using Project Portfolio Management (PPM) tools to provide enterprise project oversight and reporting.
    • Understanding of government procurement processes and vendor oversight is a plus.
    • Experience establishing performance metrics and KPIs to measure project and portfolio success.

    SUPERVISION RECEIVED AND EXERCISED
    Receives general direction from the Chief Information Officer. Exercises direct and indirect supervision over supervisory and technical support staff.

    DISTINGUISHING CHARACTERISTICS
    This is a management classification responsible for planning, organizing, reviewing, evaluating and administering the operations of an assigned division within the Information Technology Department. Incumbents are independently responsible for performing diverse, specialized, and complex work involving significant accountability and decision-making responsibilities. Examples of the responsibilities include: developing and implementing policies and procedures for assigned divisions and programs, budget administration and reporting, program evaluation, ensuring compliance with regulatory requirements, carrying out the mission of the department, and implementing the IT Strategic Plan. Incumbents serve as a professional-level resource for organizational, managerial, and operational analyses and studies and as subject matter expert to executive and management staff. Performance of the work requires the use of considerable independence, initiative, and discretion within broad guidelines.

    Essential Job Functions

    (May include, but are not limited to, the following):
    • Plans, budgets, manages, and oversees the daily functions, operations, and activities of an assigned Information Technology Division, including application development, configuration, and maintenance, application and database upgrades, database administration, ethical artificial intelligence usage, systems maintenance and troubleshooting, systems security administration, maintenance of specialized software, network administration (data/voice), server and storage administration, centralized information technology and computer support, consolidated communication operations, IT security/cybersecurity protection, service desk operations, and IT portfolio and project management.
    • Participates in the development and implementation of goals, objectives, key performance indicators (KPIs), performance measures, work plans, policies, and priorities for the department and manages the assigned division’s participation in accomplishing those ; recommends within division policy, appropriate service , and staffing levels; recommends and administers policies and procedures .
    • Assists in the evaluation, development, and implementation of department and/or City-wide IT goals, objectives, policies, and procedures; helps develop and implement the City-wide IT Strategic Plan.
    • Serves as a resource to City staff regarding information technology policies, procedures, and practices; consults with department directors and managers on information technology needs, capabilities, problems, and solutions; makes recommendations to increase operational efficiencies and/or resolve issues.
    • Participates in the development, administration, and oversight of the division budget; determines funding needed for staffing, equipment, materials, and supplies; ensures compliance with budgeted funding.
    • Develops and standardizes procedures and methods to improve and continuously monitor the efficiency and effectiveness of assigned programs and division , service delivery methods, and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and makes recommendations to the Chief Information Officer.
    • Participates in the selection of, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; recommends and implements discipline.
    • Manages delivery of assigned services, operations, and projects; oversees the development, implementation, testing, and maintenance of technology systems and/or projects; participates in design review of IT purchases and/or solutions being developed or modified; approves specifications and design requirements for applica ble technology solutions and systems , to include replacements and major upgrades .
    • Manages a portfolio of services and relationships for multiple internal and external clients; assesses clients’ priorities and initiatives; recommends system and operational strategies and solutions for client review and approval.
    • Acts as an escalation point for technology related service issues; provides subject matter expertise in resolving the most complex technical issues.
    • Ensures adherence to information technology security standards, including confidentiality, reliability, and integrity of technology systems and operations; reviews security standards, policies, and procedures, and recommends and implements changes.
    • Develops and manages requests for proposals for professional and/or contracted services; prepares scope of work and any technical specifications; evaluates proposals and recommends award; negotiates contracts; administers contracts to ensure compliance with City specifications and service quality.
    • Serves as liaison for assigned functions with other City departments, divisions, and outside agencies; provides staff support to commissions, committees, and task forces, as required.
    • Provides highly complex staff assistance to the Chief Information Officer, to include , acting as the CIO in their absence , when assigned ; prepares and presents staff reports and other written materials; supervises the establishment and maintenance of working and official division files; ensures the proper documentation of operations and activities.
    • Reviews the work of staff to ensure compliance with applicable federal, state, and local laws, codes, and regulations.
    • Represents the City in meetings with members of other departments, public and private organizations, community groups, contractors, vendors, and the public; participates in IT Governance; serves on committees as assigned.
    • Attends and participates in professional group meetings; stays abreast of contemporary trends and innovations in the field of information technology.
    • Monitors changes in regulations and technology that may affect operations; implements policy and procedural changes after approval.
    • Answers questions and provides information to the public; investigates and responds to complaints and inquiries from the community, other departments, and agencies.
    • Ensures staff observe and comply with all City and mandated safety rules, regulations, and protocols.
    • Performs other duties as assigned.
    When assigned to the Project Management Office (PMO):
    • Provides guidance and direction for standardizing, coordinating, and overseeing the planning and execution of IT projects City-wide, cross-departmental, and within departments.
    • E nsures IT projects are delivered on time, within budget, and in alignment with the City’s strategic and operational goals.
    • Manages the following functional specialized technical activities: establishes and maintains IT project governance and oversight, project management standards and project approval processes, centralized project- portfolio management, business requirements gathering and stakeholder analyses, project planning and execution support, resource and capacity planning, risk and issue management, project budget, financial and performance reporting, change management and communication, and transition to support operations.
    • Measures project performance using appropriate tools, techniques, key performance indicators (KPIs), and proper project documentation.
    • Manages the portfolio(s) of IT projects across the City and coordinates with other divisions and departments to fulfill project resource requirements.

    WORKING CONDITIONS

    Physical Demands:

    This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodation.

    Environmental Conditions:
    Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or the public and vendors in interpreting and enforcing divisional policies and procedures.

    Minimum Qualifications

    Education and Experience:
    The minimum qualifications for education and experience can be met in the following ways:
    • A bachelor’s degree or four (4) years of full-time post-secondary education from an accredited college or university with concentration in computer science, information technology, computer engineering, engineering, web science, business/management information systems, cybersecurity, or related field, AND Ten (10) years of increasingly responsible technical or professional level information technology experience in a private or public sector position, including five ( 5 ) years of experience in a supervisory capacity , supervising an IT Team ; OR
    • An Associate’s degree or have completed 60 semester or 90 quarter units at an accredited college or university in business information systems, computer science, information technology, software information systems or related field AND twelve years of technical or professional level experience in a private or public sector position, including five (5) years of experience in a supervisory capacity, supervising an IT Team; OR
    • A Technology Certificate from an accredited college or trade school in information technology, computer and information research science, computer engineering, computer applications, web technologies, computer information systems, application development, database design, programming, network architecture, network and computer systems administration, telecommunications administrations, electronic engineering technology, technology project management or related field AND twelve years of technical or professional level experience in a private or public sector position, including five (5) years of experience in a supervisory capacity, supervising an IT Team; OR
    • At least ONE of Project Management Professional (PMP), Program Management Professional (PgMP), Cisco Certified Internetwork Expert (CCIE), Certified Information Systems Security Professional (CISSP), Certified Cloud Security Professional (CCSP), Certified Information Systems Auditor (CISA), Certified Information Security Manager (CISM); AND TWO of Professional in Business Analysis (PMI-PBA), Agile Certified Practitioner (PMI-ACP), Certification in Capability in Business Analysis (CCBA), Oracle Certified Professional (OCP), NetApp Certified Implementation Engineer (NCIE), Palo Alto Networks (PAN) Accredited Configuration Engineer (ACE), Cisco Certified Network Associate (CCNA) certificate, VMWare Certified Professional (VCP), Cisco Certified Design Associate (CCDA), Microsoft 365 Certified: Enterprise Administrator Expert, Microsoft Certified: Azure Solutions Architect Expert, Microsoft Certified: Azure DevOps Engineer Expert; Microsoft Certified: Dynamics 365+ Power Platform Solution Architect Expert, Microsoft Certified: Dynamics 365: Finance and Operations Apps Solution Architect Expert, Capital Asset Pricing Model (CAPM), Risk Management Professional (PMI- RMP), Project Scheduling Professional (PMI-SP), SQL Certification or Certified Business Analyst Professional (CBAP) certificate, CompTIA Security+, Certified Ethical Hacker, AND twelve years of technical or professional level experience in a private or public sector position, including five (5) years of experience in a supervisory capacity, supervising an IT Team;
    NOTE: A Masters degree with a major in computer science, information technology, computer engineering, engineering, business/management information systems, cybersecurity, information assurance, public administration or related field may be substituted for one (1) year of experience.

    Knowledge of:
    • Organization and management practices as applied to the development, analysis, and evaluation of programs, policies, and operational needs of information technology department in general and at least one of the divisions in specific .
    • Principles and practices of employee supervision, including work planning, assignment review and evaluation, discipline, and the training of staff in work procedures.
    • Principles and practices of leadership.
    • Administrative principles, practices, and methods including goal setting, program development, implementation and evaluation, policy and procedure development, quality control, performance measures, and work standards.
    • Principles and techniques for working with groups and fostering effective team interaction to ensure teamwork is conducted smoothly.

    • Principles and practices of contract administration and management.
    • General principles of risk management related to the information technology department in general and at least one of the divisions in specific.

    • Principles of information technology security, including requirements for law enforcement, health/personal information records, and Payment Card Industry compliance.
    • Principles, practices, and techniques of program and systems analysis, planning, development, administration, and evaluation.
    • Principles and practices of business systems, business intelligence, and systems implementation.
    • System concepts including server architecture, virtualization, backup and disaster recovery, file systems, and system performance monitoring.
    • Network concepts including network topologies, protocol, firewalls, and hardware.

    • Supervise the establishment of filing, record-keeping, and tracking systems.
    • Understand, interpret, and apply all pertinent laws, codes, regulations, policies and procedures, and standards relevant to work performed.
    • Effectively represent the division and the City in meetings with governmental agencies, community groups, various business, professional, and regulatory organizations, and in meetings with individuals.
    • Prepare clear and concise reports, correspondence, documentation, and other written materials.
    • Use tact, initiative, prudence, and independent judgment within general policy and procedural guidelines.
    • Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.
    • Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.
    • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
    • Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks.

    Licenses/Certificates:
    Possession and continued maintenance of a valid class C California driver's license or the ability to provide alternative transportation as approved by the appointing authority and a safe driving record.

    EXAM PROCESS

    Applications will be competitively screened based on the minimum qualifications of this position.     Those candidates that receive a passing score on the examination will be placed on an eligibility list for up to one year, in accordance with the City's Civil Service Rules and Administrative Policies. Selection interviews will typically take place in-person, please plan accordingly.
