    Overview

    Under general supervision, will perform duties of a technical nature requiring advanced skill and knowledge related to code interpretation and enforcement. Monitors and provides guidance of field operations and case management procedures employed by Code Compliance Officer I and II positions. Job functions include investigating, researching, professional development, training down line staff, and community engagement.

    Responsibilities

    • Investigates property maintenance, zoning, and health & safety violations applicable to City codes, ordinances, and state laws. Validates and documents property issues via photographic evidence and written documentation. Contacts property owners and tenants regarding ongoing investigations, abatement efforts, and/or issuance of citation. Provides case status updates to complainants and educates them on the code enforcement process

    • Removes illegal signs from utility poles and rights of way. Educates offenders on ordinances and laws regulating the placement of signage. Generates specifications and scope of work for abatement work orders. Engages with property owners and tenants to resolve violations prior to issuance of citation. Provides information to citizen regarding abatement process and abatement assistance

    • Documents all investigations in applicable software (Infor, GovQA, Brazos/Tyler Technology E-Citation) to record evidence, generate narratives, notices of violation, abatement and demolition work orders for each case. Conducts compliance follow-ups on active cases, and conducted property visits to ensure compliance with applicable City codes, ordinances, and state laws

    • Serves as field lead, senior compliance officer, and subject matter expert to provide guidance and assistance to Code Compliance I's and II's with calls for services, investigations, and resolution of Code violations. Conducts routine QA/QC Serves as direct point of contact for City Council Members to resolve code compliance related concerns brought forward by Council District constituents (Approved by the City Manager in 2022.)

    • Participate in community events and public meetings to conduct outreach and education regarding applicable City Codes, ordinances and laws that impact public health & safety and quality of life within our neighborhoods and commercial districts

    Position Type and Typical Hours of Work

    • Non-Exempt - Full-Time

    • Non-Rotating 40-hour work week, Monday - Friday, 8:00am - 5:00pm; must be available to work additional hours as needed.

    • In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services.

    Qualifications

    • Associates Degree (AA/AS); or two (2) year technical certificate

    • Two (2) years of experience

    Licenses and Certifications

    Required

    • Texas Department of Licensing and Regulation Registered/Licensed Code Enforcement Officer at time of hire

    • CEAT Certified Code Compliance Officer II within six (6) months of hire

    • ICC Property Maintenance and Housing Inspector within eighteen (18) months of hire

    • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

    Basis of Rating

    A recruitment consultant will evaluate all applications against the posted qualifications and may request additional information. The city may also conduct additional skill assessment tests, in addition to the panel interview.
