    Overview

    The Utilities Instrument & Electrical (I&E) Foreman will lead and train l&E staff, assign and QA work orders in Maximo (CMMS), Inspect work performed by l&E technicians and contractors to ensure compliance with National Electrical Code (NEC) standards, and generate reports and recommendations to supervisor. Troubleshoot to diagnose problems and abnormalities, perform repairs to electrical instrumentation, SCADA, and power distribution systems and equipment in the Treatment Plants, Pumping Stations, and other facilities throughout the Utilities Department.

    Responsibilities

    • Support the Maintenance Manager in leadership and management

    • Manage daily work assignments

    • Prioritize work and assist with training for the l&E Techs

    • Provide leadership to drive continuous improvement

    • Improve equipment reliability including the areas of maintenance, plant and pump station reliability, and safety, health, and environmental performance

    • Provide maintenance and construction support for all instrumentation and electrical systems associated with wastewater treatment plants and lift stations, and/or water treatment plant, booster pump stations, and water supply facilities (dams). This includes high and low voltage power distribution systems, motors, motor branch circuits, process control systems, automated systems, programable logic systems (PLC), citywide SCADA systems, and provide accurate and timely documentation in Maximo, the city's CMMS (Computerized maintenance management system) program

    • Lead and guide l&E Techs performing routine and emergency treatment plant, lift station, and booster pump station electrical troubleshooting

    • Repair and maintenance functions including, but not limited to, motors, motor control centers (MCC), programmable logic systems (PLC), relays, breakers, electrical disconnects of rotating machinery, and the repair, replacement, and calibration of transmitters, flow meters, pressure gauges, switches, level indicators, and online instrumentation

    • Maintain and troubleshoot SCADA system components and networks

    • Conduct electrical, instrumentation, and SCADA inspections of work installed by city l&E Techs and by contractors to ensure code conformity and functionality

    • Utilize and interpret electrical test equipment, such as, but not limited to: Volt/Ohm multimeter, amp probes, loop calibrators, and megohmmeter insulation tester

    • Create as-built drawings

    • Provide accurate and timely documentation

    • Develop and assure compliance with City equipment standards.

    Position Type and Typical Hours of Work

    • Non-Exempt-Full-Time - Monday - Friday 7AM-4PM

    • Must be available to work additional hours as needed

    • Flexibility to work evenings, weekends, and holidays is a schedule requirement

    • In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services

    Minimum Qualifications

    • High School Diploma / GED

    • Seven (7) Years Experience

    Licenses and Certifications

    Required

    • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hiring

    Required within one (1) year of hire

    • TCEQ Water or Wastewater Operator License
