The Missouri Veterans Commission is seeking a dedicated and experienced Budget and Finance Deputy Director. Your mission will be to assist in overseeing our complex budget and providing guidance to the accounting teams around the state. Annual Salary: $85,648.56
Examples of Work: - Supervises and serves as rater of performance evaluations of accounting staff and recommends professional development opportunities for them.
- Coordinates the activities of accounting personnel in Commission-wide programs for a variety of accounts and funds.
- Responds to budget and accounting questions from program staff. Assists in budget preparation and attends legislative budget hearings on behalf of MVC.
- Assists Accountant Manager by assuming responsibility for the accounting, and/or expenditure controls on state funded programs.
- Provides support and assumes responsibility of the program in the absence of the Accountant Manager.
- Reviews complex special and periodic financial reports reflecting expenditures, receipts, obligations and state financial participation in federally funded programs.
- Approves expenditures for Headquarters, Veteran Service and Cemetery Programs. Periodically reviews expenditures approved in the Homes Program.
- Assists in establishing internal control procedures for the continuous control and audit of state and/or federal accounts to ensure compliance with federal and state guidelines, rules, and regulations.
- Assists in the development of new systems and procedures for the operation of the accounting unit.
- Approves journal vouchers submitted by accounting personnel and verifies the appropriateness of the adjustments and the accounts involved.
- Completes fixed asset reconciliations in the accounting system for all the Commission Programs and coordinates the necessary adjustments to be completed by the appropriate accounting personnel. Verifies the appropriateness of the adjustments and the accounts involved.
- Confers with Accountant Manager on matters pertaining to allotments, appropriations, grant reimbursements, and audit requirements.
- Performs other related work as assigned.
Qualifications: Must demonstrate the following which may be obtained through eight years of work experience as an accounting professional or through completion of a bachelor’s degree in accounting, auditing, business administration or a related program and four years of work experience as an accounting professional or some combination thereof:
- Considerable knowledge of the principles and practices of public administration, including budgeting, fiscal administration, purchasing, program planning, policy formulation and general administrative systems.
- Considerable knowledge of governmental accounting, auditing, and related fiscal practices.
- Considerable knowledge of governmental budgeting, fiscal management, and grants.
- Knowledge of basic research methods related to financial transactions.
- Knowledge of and skilled in use of automated financial systems.
- Knowledge of principles of team member supervision.
- Ability to perform detailed work using statistical and financial data.
- Ability to interpret complex statistical and financial statements.
- Ability to evaluate federal and state legislation to determine overall impact on fiscal activities and determine effective course of action.
- Proficiency in preparing statistical information in automated systems; ability to develop spreadsheets and databases and utilize various software packages in the performance of duties.
