We are seeking an experienced, proactive, talent development specialist to join our team. The right candidate will be committed to advancing the State of Missouri’s leadership development capability and overseeing the state’s Learning Management System (LMS), MOVERS Learn. This position will afford the ability to display and enhance current leadership skills on a program impacting the entire state, making you a valuable subject matter expert among state government.
The salary indicated represents a base pay rate. If the individual selected or the position is eligible for a pay differential (e.g., shift, security, or years of service), it will be added to the total compensation in your paycheck. A pay differential does not raise your base pay.
- Serve as the state’s subject matter expert on the statewide Learning Management System, MOVERS Learn.
- Collaborate with statewide talent development leaders to equip them with the knowledge, skills, and abilities they need to successfully promote and utilize MOVERS Learn in their departments.
- Serve as the primary technical investigator and liaison with the LMS vendor and MOVERS maintenance and operations team to troubleshoot issues, resolve technical problems, and plan for system enhancements.
- Conduct functionality testing in MOVERS as new quarterly updates are implemented to ensure compatibility in the system and a positive business impact.
- Create new MOVERS Learn Standard Operating Procedures (SOPs) and update them quarterly for Learn Administrators and the MOVERS maintenance and operations team.
- Design new and manage existing MOVERS Learn training guides to reflect all updates to the system on a quarterly basis for Learn Administrators, line managers, and team members.
- Prepare content for, conduct, and maintain in-person Learn Administrator training and virtual Learn training for statewide team members.
- Assist with special projects as needed.
Minimum Qualifications - Bachelor’s degree in a related field and 4-6 years of relevant experience (substitution of education for experience will be considered).

- Ability to work in a fast-paced, high-performance team.
- In tune with talent development technology trends.
- Proven history with designing and delivering training for both in-person and e-learning settings that engage learners and help them learn/apply training content in their job.
- Competence in developing a rapport with others and adapting to interpersonal styles when communicating one-on-one with individuals, working with diverse groups, facilitating training sessions, leading focus groups, and other interactions.
- Working knowledge of project management fundamentals.
- Strong verbal and written communication skills.
- Ability to handle multiple assignments, prioritize tasks, and meet deadlines.
- Strong organizational skills and understanding of the need for data-driven results.
- Familiarity with the principles of continuous improvement.
- Proven ability to create written procedures that effectively enable people to work through technical processes.
