The Position
OPEN/PROMOTIONAL EXAMINATION - SIX MONTHS PROBATIONARY PERIOD
The current vacancy is for the Water Engineering Division of Glendale Water & Power. Candidates from this recruitment’s eligible list may also be considered for vacancies in other City Departments.
Under supervision, performs entry level of professional water engineering and is expected to learn the office and field operations of the department and perform assignments in the design, review and/or implementation of engineering plans, drawings, designs and studies. As experience is gained, assignments become more diversified and require the application of a growing body of technical engineering related knowledge.
Essential functions of the job include, but are not limited to, the following:
Ensures Department services are provided with exceptional customer service and the highest level of ethical standards.
Assists in the preparation of plans, specifications, estimates, and reports involved in the planning, design, maintenance, construction, and operation of the water utility infrastructure.
Assists with solicitation, review, evaluation, and tracking of proposals, contracts, and agreements for compliance with City requirements and timely completion of projects.
Reviews water improvement plans for City projects and proposed residential, commercial, and industrial developments for compliance with City standards, codes, and other applicable regulations.
Prepares plans, diagrams, and sketches using computer aided drafting (CAD) and civil engineering drafting techniques.
Assists with writing specifications and requests for proposals for water engineering projects.
Assists with coordinating and providing engineering and technical guidance to inspectors, consultants, contractors, vendors, other City departments, and agencies in support of projects and programs to ensure compliance with City requirements.
Identifies, researches, gathers, and analyzes project design and program requirements including hydraulics, hydrology, existing utility plans, field data, materials, permitting, and other documents.
Attends meetings and prepare meeting minutes. Receives and answers public inquiries.
Drives vehicle to make field inspections of construction projects to monitor compliance with plans and City standards.
Assumes responsibility for ensuring the duties of the position are performed in a safe efficient manner.
Maintains efficient and effective working relationships with professional staff, field personnel, consultants, and contractors.
Performs other related duties as assigned or as the situation requires.
Minimum Requirements
Knowledge, Skills & Abilities
Knowledge of:
Computer and computer-aided design and drafting.
Microsoft Office.
Ability to:
Provide exceptional customer service to all employees and vendors.
Draw preliminary sketches and drawings.
Develop necessary skills from on-the-job training and meet the standards of performance for the classification by the end of the probationary period.
Establish smooth working relationships and foster a teamwork environment.
Interact with other divisions or section employees to obtain information necessary for design and project specifications.
Interact with the public providing proper customer service.
Model and practice the highest standards of ethical conduct.

Experience
No specific requirement.
Experience performing water engineering work is highly desirable.
Education/Training
Bachelor's Degree in Civil Engineering or certificate as an Engineer-in-Training from the State of California.
License(s)/Certification(s)
Valid Class C California driver's license.
Promotional Eligibility
Any City of Glendale employee who meets the minimum qualifications for this position, has completed probation or six months of City employment, and is occupying a permanent full-time classification on file in the Human Resources Department. Hourly City employees may be considered, provided that they furnish proof of continuous employment immediately preceding the final filing date, which would equal a minimum of six months of full-time service or 1040 part-time hours. (Civil Service Rule VIII 4-E).

Selection Process
EVALUATION OF APPLICATION: Submitted Application will be reviewed to ensure applicants meet the minimum requirements. Only the most qualified applicants will be invited to participate in the selection process.
Candidates must pass each exam component with a minimum score of 70.00% in order to be placed on the eligible list.
ORAL INTERVIEW: (Weight of 100%) To evaluate the applicant's experience, education, and personal fitness for the position.
TIME AND PLACE OF THE EXAMINATION WILL BE ANNOUNCED. Evaluations will be based on the candidate's education and experience relevant to the position. Examinations will assess evaluate the candidate's education, experience, knowledge and skills related to the job. The City of Glendale reserves the right to modify the examination components or their weighting. If changes are necessary, candidates will be informed of the specific examination components and their weight before the examination is administered. The selected candidate will undergo a background check, including Livescan fingerprinting.
