Responsibilities
- Serves as the on-site Procurement Manager for the Procurement Service Division (PSD) of the General Services Department.
- Reports directly to the Chief Procurement Officer of the City of Kansas City, Missouri, emphasizing its importance in supporting the city's operations.
- Leads planning, organizing, and execution of contracting operations for the designated department, playing a vital role in ensuring operational success and efficiency.
- Understands and implements enterprise team-building strategies that enhance collaboration and organizational cohesion across departmental divisions.
- Provides strategic direction and oversight into contracting development and management specifically for the Construction Team, ensuring alignment with organizational goals.
- Develops and implements strategies that deliver tangible benefits to the City of Kansas City, such as reducing risk, selecting appropriate contract types, decreasing costs, and increasing value, thereby contributing to the city's overall success and sustainability.
- Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve significant problems that arise.
- Reviews strategies associated with procurement of complex systems, equipment, and research and/or development, and analyzes various possible alternative courses of action.
- Develops goals and objectives that integrate PSD's requirements and initiatives with departmental and contracting objectives for scope programs, interest, and significance.
- Implements methods that unlock team members' potential, foster high standards, and create a supportive work environment to effectively meet the mission goals of the division and inspire excellence.
- Creates a contracting program that includes participation and buy-in from subordinate supervisors and staff.
- Executes training, career development, performance management programs, and performance of other supervisory duties, such as hiring personnel, while working through various supervisory responsibilities.
- Directs, coordinates, and oversees work through subordinate team members.
- Supervises personnel and managing contracting and administrative tasks to ensure accountability and operational efficiency.
- Maintains department vendor relationships, negotiates agreements for materials and services, and ensures compliance with federal, state, and city regulations through market and analyses
- Possesses expertise in preparing solicitations, analyzing proposals, executing negotiations, and awarding contracts/cooperative agreements.
- Engages in strategic planning and policy development to align PSDs procurement activities with the department's goals.
- Reviews and approves purchase requisitions, item specifications, and business analysis, as well as establishes procedures to standardize supplies and maintain quality standards.
- Provides effective procurement management, regulatory compliance, and necessary processing and approvals required for contractual intentions.
- Coordinates the receipt and processing of compliance procurement documentation.
Qualifications
REQUIRES an accredited Bachelor's degree and 3 years of experience at the level of Senior Procurement Officer.
