    Summary

    Are you ready to dive into the world of River and floodplain management? Do you have a background in asset management and/or natural resource work. Do you enjoy a mix of desk and field work, and excel at collaboration?

    Look no further than the River and Floodplain Management Section (RFMS), As the Asset Management Program Manager, you will be working to maintain levees, revetments and properties that keep people safe during floods. You could be at your desk one day and, in the river, making a repair the next. You will work on a diverse portfolio of properties and build strong relationships throughout King County. You will Provide support for river restoration, facility maintenance, natural resource conservation while you will help improve conditions for salmon and the environment.

    In addition to the current opening, this recruitment may be used to establish a pool of qualified candidates to fill future Asset Management Program Manager (Project/Program Manager III) positions throughout the Water and Land Resources Division (WLRD) over the next six (6) months.
    About the Role:
    The RFMS Maintenance Team stewards publicly owned levees, revetments, and flood buyout properties across King County. The Asset Management Program Manager (Project/Program Manager III) is responsible for developing and maintaining an asset management system for the Rivers and Floodplain Management Section, developing Site Management Plans, working on facility maintenance, conducting property inspection, assisting with restoration planning and removal of at-risk residential and commercial structures. You will collaborate with partners in the Water and Land Resources Division, the Parks and Recreation Division, and the Road Services Division. You will also be involved with the flood patrol program during the annual flood season and assisting with department trainings in and out of the water.

    This position follows a hybrid work model, blending remote and in-person work.

    About the Team:
    The River and Floodplain Management Section is a nationwide leader in integrated floodplain management, development of innovative flood risk reduction strategies, and improved river and environmental conditions and solutions across King County’s six major river systems (White, Green, Cedar, Sammamish, Snoqualmie, Skykomish) as well other tributaries and floodplains. RFMS leads a diverse work program to reduce flood risks to the residents of King County in a manner that restores river and floodplain processes, considers equitable outcomes and future conditions related to climate change, and provides a collaborative and engaged professional environment where RFMS staff can grow and thrive. The Maintenance Unit plays an integral role in the Section’s success by maintaining and managing the County’s flood protection levees, revetments and flood buyout properties to ensure their ongoing structural integrity and the long-term success of multi-benefit flood risk reduction and floodplain restoration projects.

    The Water and Land Resources Division (WLRD) is at the forefront of King County’s efforts to protect and restore clean water and healthy habitat and strengthen the resilience of communities, environment, and infrastructure in the face of climate change. We are a dedicated workforce of more than 450 supported by an annual budget of ~$280 million. WLRD has a strong track record of developing innovative strategies to protect working farms and forests, restore habitat, improve water quality, and provide county residents with equitable access to green space. We house the Land Conservation Initiative, which aims to preserve our last, most important lands. Our forestry and agricultural programs help individuals protect their lands and support local food production.We house four salmon recovery forums where we collaborate with scores of partners to plan, design, and build habitat projects. We partner with regional jurisdictions to help residents and businesses reduce the threats posed by production, use, storage, and disposal of hazardous materials. We are the primary service provider to the King County Flood Control District, contributing to flood preparedness and constructing and maintaining facilities that restore rivers and reduce risk. Our one true local service to unincorporated King County is stormwater management, protecting water quality, reducing flooding, and building and maintaining facilities. Finally, we provide regional science and laboratory services to an array of customers, maintaining high-quality data sets used to assess water quality and habitat trends, and provide Best Available Science to inform decision making.     Job Duties

    What You Will Be Doing:
    • Collaborate with County agencies as well as internal and external partners to develop site management plans and an inventory system for levees, revetments, and undeveloped properties through the implementation of an asset management system while leading and/or participating in all phases of capital project planning and management which will include the development of planning and technical products such as evaluation of alternatives to support recommendations.
    • Build relationships through effective communication and outreach efforts for the Maintenance team. Lead development of stakeholder, public and tribal outreach planning and activities. Conduct citizen and landowner contact, communication and outreach to facilitate project implementation serving as a liaison between technical staff and property owners.
    • Develop and oversee consultant contracts to support capital and programmatic projects related to actions underway in RFMS.
    • Review data, reports and technical documents and prepare and present summary information to technical staff, elected officials, management, and the public.


    Experience, Qualifications, Knowledge, Skills

    Qualifications You Bring:
    • Bachelor’s degree in environmental science, natural resource management, urban/regional planning, public administration, communications, or a related field or equivalent combination of education, training, and relevant experience that demonstrates the ability to perform the essential functions of the role.
    • Experience working in complex, multi-party project management, natural resource planning efforts with a demonstrated knowledge of interjurisdictional governance public planning processes and resources management.
    • Demonstrated experience with natural asset or property management.
    • Experience working collaboratively with a wide variety of public agencies to resolve problems.
    • Working experience with an asset management system.
    Required Licenses:
    • Valid Washington State driver's license or the ability to obtain one prior to starting work if selected for this position.

    Supplemental Information

    Working Conditions:
    • Remote and Onsite Work Details: The River and Floodplain Maintenance Unit works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change . The primary onsite location is (King Street Center, 201 S. Jackson St, Seattle, WA 98104). Other work locations are at project sites at various places throughout King County.
    • Remote Work Location Requirement: Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
    • Work Schedule: This full-time position will work a 40-hour work week. This position is exempt from the overtime provisions of the Fair Labor Standard Act (FLSA) and is not overtime eligible. The typical work schedule is 8:00 a.m. - 5:00 p.m. Monday- Friday. Work outside the typical work schedule including early mornings, evenings and weekends may be required from time to time. Participate in flood warning and emergency response programs and activities, including Flood Warning Center, flood patrols, and post-flood inspections.
    • Union Representation: This position is represented by Teamsters, Local 117-Professional & Technical Bargaining Unit.
    • Physical Requirement: This position requires the ability to conduct occasional physical site inspections and evaluations. There is an intermittent need to walk on uneven terrain, for limited periods of time. Field locations include existing stormwater facilities and roads, forested environments, including ravines, and possibly agricultural lands, and may expose the employee to inclement weather, slippery, uneven surfaces and other dynamic conditions typically found in rural and undeveloped portions of King County. Ability to work outdoors in rivers and streams (in boats, inflatable kayaks, and/or wading), and to work outdoors safely during flood events.
