Why you’ll love this position:The Missouri Department of Labor and Industrial Relations is seeking a highly motivated person to maintain accounting functions for the Missouri Unemployment Insurance (UI) Trust Fund. Working with Department and Division staff, this person will be responsible for daily journal entries, bank functions, and reconcilations, as well as monthly, quarterly and annual reporting to US DOL. The position will be responsible for daily entries, which require accuracy and compliance with GAAP, agency, state and federal requirements. This position reports to the Accounting Supervisor and works closely with other financial management staff.
Essential Position: The employee in this position must work any state holiday that is not a federal holiday, such as Lincoln’s Birthday and Truman’s Birthday, as well as the day after Thanksgiving, if granted off by the Governor, due to bank and IRS transfers that must be completed each morning. The employee will be allowed to flex their work schedule within the same work week, earn compensatory time, or receive paid overtime. What you will do: • Responsible for the ASAP (Federal Draw system), Enterprise Time Application, Finance Builder and Abilia MIP Fund accounting system.
• Completes account entries for the Unemployment Insurance (UI) trust fund
• Records receipts, such as tax collections, amounts borrowed from the Bureau of Public Debt, amounts drawn down from the federal treasury, and restitutions received.
• Records all disbursements by UI program type
• Records adjusting entries due to claims review, cancelled payments, or money sporadically deposited into bank accounts
• Reconciles bank statements to the UI cash journals and investigates all differences discovered
• Transmits income tax withheld from the UI benefits daily to the IRS website.
• Monitors UI trust fund bank balances, collateral pledge amounts, with the assistance of Central Bank, who determines when additional collateral is needed or released
• Downloads reports from the bank website and distributes to other staff as necessary
• Transfers funds between bank accounts for penalties and interest, automation, and credit card transactions
• Position duties are entered into Excel cash journals along with outside Excel documents, as well as Abilia MIP Fund accounting, so accuracy and time management are essential
• Monitors Combine Wage Claims (CWC) disbursements and receivables throughout the month
• Assists and pulls requests for the state auditors as part of the annual financial statement audit
Minimum Qualifications: - Bachelor's degree in a relevant field and 2 years of relevant experience (Substitutions may be allowed)

- Comprehensive knowledge of governmental accounting and strategic planning.
- Comprehensive knowledge of the legislative process.
- Ability to obtain an IDME account as needed to access federal sites
- Proficient in using Outlook, Excel and Word. Knowledge of Access, SAMII and MOBIUS
- Ability to establish and maintain effective working relationships with coworkers, Department officials, members and staff of the legislature, and representatives of other governmental agencies.
