DescriptionThis is advanced professional and administrative work with supervisory responsibilities in the management of construction and capital projects for the Utilities Department. Work involves responsibility for planning, organizing and reviewing the work of architectural and engineering consultants and contractors engaged in the design and construction of a variety of complex Utilities capital improvement projects, including water and sewer treatment facilities and underground infrastructure for drinking water distribution and collections system, as well as related projects. Emphasis of the work is in the construction management. Responsibilities include interpretation of plans and specifications for utility standards conformity and conflict resolution, onsite monitoring of the work, analyzing special conditions/circumstances which arise on the projects, assisting with solving difficult or unusual construction problems approval of minor design changes, change orders, payment requests. Incumbents exercise considerable independent judgment in the application of the principles and practices of planning, design, construction and the administration of a variety of construction projects. Assignments usually are received in the form of broad instructions or general program objectives. Work is reviewed for general adherence to established guidelines and procedures. Other related duties as assigned. Reports to Utilities Director or designee.
Minimum Requirements (Must meet by the closing date of the posting unless otherwise stated)- Bachelor's degree from an accredited college or university in Civil Engineering or other field of field of specialization appropriate to area of assignment.
- Five (5) years of progressive experience in construction management, review of plans and bid specifications. Considerable progressively responsible experience in the design, construction and management of construction projects.
- Possession of a valid Florida Driver's License.
- Must have a good overall driving history.
- Must not have had a suspended license within five years of submission of an application unless it was insurance related.
- National Incident Management System (NIMS) certifications ICS-100, ICS-200 and ICS-700, or ability to obtain within one (1) year of employment.
Additional qualifying experience beyond the five (5) years may substitute on a year-for-year basis for the required education.
Preferred:
- Project Management Professional (PMP)*
- Professional Engineer (PE)*
*Must obtain within twelve (12) months of employment.
Essential Functions- Organizes and reviews the work of architectural and engineering consultants and contractors engaged in the construction of a variety of complex projects, ensures projects are completed on time, on budget, and with quality assurance.
- Develops and monitors project scope, budget, and schedule.
- Assists with the preparation of Requests for Proposals (RFP),Request for Qualifications (RFQ), and other bidding documents for a variety of services and resources in compliance with municipal, state, and federal code requirements.
- Provides analysis, evaluation, and recommendation for award of contract; prepares projects for bid, including reviewing of plans, specifications, and estimates. Establishes policies and procedures for processing consultants' and contractors' invoices, pay applications, requisitions and purchase orders.
- Reviews consultants' plans and specifications and conducts meetings with consultants and contractors.
- Establishes design guidelines and construction standards for projects.
- Ensures compliance with Town policies and procedures prior to execution of change orders; reviews change proposal requests and advises on establishing priorities for the initiation of change orders.
- Establishes standards and procedures for substantial completion and final acceptance inspections and reviews inspection reports; and final determination of project completion and recommends final acceptance of completed project.
- Formulates policies for warranty administration; screens complaints and coordinates correction.
- Reviews and approves contractor and consultant pay requests and invoices
- Prepares progress reports for upper management and stakeholder information
- Coordinates with other City departments, external agencies and applicants on projects.
- Performs special investigations, site analyses and feasibility studies as required and submits technical and management reports.
- Meets with consultants, contractors, utility organizations, city, state, federal agencies, civic associations, business and community leaders, property owners and attorneys.
- Assist with the preparation of the budget for capital expenditures and grant funded projects.
- Assist with the management of existing grants.
- Ensures capital projects are following the master plan recommendations.
