The
MO HealthNet Division has an opening for a System Modifications Analyst
( Program Specialist) within the Information Services Business Systems Unit located in
Cole County. Semi-monthly salary: The current rate for this position is
$2,565.65. Individual(s) selected for this position may receive a higher rate based on a pay differential (e.g. shift, or time-of-service pay).
Job Location: This position is located at the
Howerton State Office Building; 615 Howerton Court, Jefferson City, MO. All internal promotional applicants are encouraged to apply as there may be alternate office space available.

This is a responsible and independent position that will be responsible for working in close contact with vendor and policy staff to help address issues specific to compliance with transition related standards. This position will work closely with the Standards and Transactions Coordinator and will help with vendor management. This position will also be involved with any discussion and implementation of new modules to MHD.
What you’ll do:
- Serve as a Vendor Modification Coordinator
- Maintain knowledge of current federal operating rules and work on different Standards maintenance and updates. Ensuring we are compliant with CMS rules.
- Serve as a System Release Coordinator
- Facilitate with Overseeing scheduling, coordination, and approvals for the various vendor system releases.
- Coordinate the review and approval of Vendor Notifications and Provider Bulletins.
- Serve as an Interface Coordinator
- Work with MMIS analyst, MHD policy, various system vendors, and other state agencies to identify system change impacts across the different entities.
- Work on Vendor Management which may involve Plans and Deliverable updates.
- Serve as a Standardized Operating Procedure (SOP) Coordinator
- Create documents with step-by-step instructions that serve as a guide to staff and ensure efficiency, quality, and compliance for different processes
- Work with MMIS staff, MHD policy, and various vendors to identify steps involved in the process
- Maintain the process(es) as changes occur
- Serve as a Rules Oversight Coordinator
- Assist MHD policy with system change requests that involve writing new system rules or updating existing rules.
- Review and approve rules spreadsheets and test case exhibits that are attached to a System Change request.
- When needed, coordinate and attend meetings with MHD policy and various vendors to discuss rule changes and impacts.
- Serve as a Change Request Coordinator:
- Facilitate Healthcare Common Procedure Coding System (HCPCS) change requests through the Requirement and Implementation Phases of the System Development Lifecycle (SDLC).
- Facilitate change request related meetings, record meeting minutes, manage action items through completion, report statuses, key risks and issues to leadership, and facilitate decision making and resolution of issues.
- Work independently meeting with management to discuss direction of projects and/or receive general administrative direction.
- Learn and adhere to agency administrative policies and procedures.
- Acquire and maintain a thorough knowledge of available resources for research.
- Acquire and maintain a thorough knowledge of all contracts managed by the Information Services Business Systems Unit.
- Effectively communicate system related issues and resolution with division and vendor staff.
- Attend and actively participate in required meetings.
- Develop and maintain unit process manuals.
- Assist supervisor and with special projects as assigned.
Minimum Qualifications:Bachelor’s degree and 1-3 years of relevant experience. (Substitutions may be allowed.)
Preferred Qualifications: - Working knowledge of standardized operating procedure creation and maintenance.
- Working knowledge of project management principles and best practices is desirable.
- Working knowledge of principles and approaches to managing system development and implementation projects.
- Working knowledge of the agency’s functions and their interrelationships.
- Expert ability to coordinate projects involving multiple organizations and/or groups.
- Expert written and oral communication skills.
- Expert ability to establish and maintain effective working relationships with stakeholders from all levels within multiple public and private organizations.
- Ability to effectively identify, document, communicate, monitor, and resolve project risks and issues.
