Position Information This recruitment is promotional only. You must presently be a full or part-time regular or probationary County of Sonoma, Community Development Commission, Sonoma County Fairgrounds, or Sonoma County Water Agency employee in order to apply for this position. The Permit Sonoma Department has requested a
department promotional certification to fill a Code Enforcement Manager position.
Only qualified permanent and/or probationary Permit Sonoma Department employees on the eligible list may be eligible for referral to the department for the advertised position. This employment list may also be used to fill future full-time or part-time positions as they occur during the active status of the list.
Overseeing and participating in code enforcement investigation and abatement activities for the County, the Permit Sonoma Department's (PRD) Code Enforcement Manager plans, assigns, and directs the work of the Code Enforcement Division. This position supervises three Senior Code Enforcement Inspectors, five Code Enforcement Inspectors, one Secretary, and one Senior Office Assistant. Additional responsibilities of the Code Enforcement Manager also include:
- Reviewing cases and offering direction to staff on compliance measures and next steps
- Conducting field inspections, warrants, and abatement actions at a variety of sites
- Performing emergency assessments of site, structure, and infrastructure conditions to identify and document safety concerns
- Coordinating case referrals to the County of Sonoma’s County Counsel
- Preparing documentation and staff reports for administrative hearings
- Coordinating and supervising the daily workload of code inspectors and clerical staff
- Training new and current staff, and providing employee performance evaluations
The ideal candidate will possess many of the following:
- Extensive code enforcement experience requiring coordination with legal counsel
- Solid research and analytical skills with expertise in reviewing, interpreting, applying, and implementing codes and regulations
- Excellent technical and writing skills with the ability to prepare and present reports of evaluation findings
- The ability to communicate effectively with employees and the public in a positive, professional manner
- The proven ability to work with a high degree of tact and discretion in dealing with legal counsel, executives, all levels of staff, other agencies, and the public
- The ability to work in a fast-paced environment, prioritize numerous tasks and demands, and make decisions independently
- Certification as a Code Enforcement Officer through the California Association of Code Enforcement Officers (CACEO)
- Completion of a PC832 class on the laws of arrest
Please note: While the position’s hours are normally Monday through Friday from 8 am to 5 pm PST in an office environment, depending upon operational needs, the Code Enforcement Manager must be willing to work during emergencies, evenings, weekends, holidays, inclement weather, and other critical events, including travel to rugged, remote, and off-road locations using county vehicles.
This recruitment is being conducted to fill a Code Enforcement Manager position in the Permit Sonoma Department. This employment list may also be used to fill future full-time, part-time, or extra-help (temporary) positions as they occur during the active status of the list.

Experience: Any combination of experience which would provide an opportunity to acquire the knowledge and abilities listed. Normally, this experience would consist of at least four years of increasingly responsible experience, including project leadership, administration, management or supervisory roles. Normally, increasing responsible experience in code enforcement activities including the investigation of and preparation of reports and supervisory roles would provide such an opportunity.
Education: Any combination of education and/or training which would provide an opportunity to acquire the knowledge and abilities listed. Normally, training received at an accredited college or university or course work which includes: Code enforcement practices, investigative practices, building inspection, public health, planning, environmental studies, business administration, business law, public administration, management, supervision, speech, public relations, or biological or physical sciences would provide such opportunity.
Probationary Period: All administrative management employees serve a one-year probationary period.
Knowledge, Skills, and Abilities Thorough knowledge of: Public personnel administration, county government, and other governmental agencies, which have a coordination relationship with county government, affective supervisory practices, training, and techniques;laws, codes, rules and regulations related to building, planning, and public health code enforcement; research methodology and application.
Considerable knowledge of: the principles and practices relating to modern budget, program and systems management; English syntax and grammar; modern organizational dynamics and management theory which includes but is not necessarily limited to behavior and performance management, conflict resolution, leadership and communication; supervisory and management skills which include employment interviewing, counseling and instructing, and for organizing and directing group discussions; communications skills for gathering, evaluating and transmitting information; laws, codes, rules and regulations related to building, planning and public health code enforcement, including laws and rules associated with legal proceedings.
Working knowledge of: the methods and techniques to organize, initiate, evaluate and coordinate the work of subordinates engaged in complex technical work and to maintain consistency with program objectives and standards; the use of electronic information equipment and specific systems as used within the department; rules of evidence used in court; investigative principles and practices; interviewing techniques; public speaking principles and practices and public relations styles and techniques; safe and efficient work practices.
Ability to: determine work priorities and effectively coordinate and schedule the necessary personnel and other resources; deal tactfully, convincingly and effectively with department personnel, government officials, representation of specific interest groups, and the general public; effectively assemble, organize and present in written and/or oral form, reports containing alternative solutions and recommendations regarding specific resources, plans and policies; present or direct, or supervise presentations in oral, written and graphic form; advise citizen groups and various boards and commissions orally and in writing concerning specific programs and projects; plan, organize, coordinate, supervise, train, and evaluate professional and technical employee activities; assist in developing and implementing effective training and performance evaluation programs; establish and maintain effective working relationships with county employees, other public agencies and the general public; determine appropriate research methodology for project studies and insure that analysis is complete and accurate; supervise the preparation of, or perform, difficult, complex and specialized projects; speak effectively before groups and audiences; effectively synthesize data into the final format; prepare clear and concise written reports; analyze administrative problems and a variety of programs, systems and procedures adjust workload changes and work under stress to meet deadlines; develop and maintain effective working relationship with staff, peers, supervisors, elected and appointed officials, members of the public, and others who have an interest in PRMD programs and activities; train and coach employees to work safely and follow safe working practices; use electronic information equipment and specific systems as used within the department; interview persons to obtain related information; interpret and apply laws, rules and regulations pertaining to code enforcement activities and rules of court; analyze related facts and information which leads to logical conclusions; respectively enforce related laws, rules and regulations.
