    Job Location: This position will be located at 2302 Militia Drive, Jefferson City, MO

    Why you’ll love this position:

    This position is accountable for project management and evaluation of a statewide, comprehensive emergency management planning program, with a focus on public health preparedness, all hazards and event specific disaster planning, with concentrations on preparedness, response and recovery. The position will also oversee the agency’s Emergency Management Accreditation Program (EMAP). Work at this level requires thorough knowledge of project, program, and emergency management plan development, public health disaster preparedness, best practices, state and federal regulations and laws, and the ability to address planning program-related issues. The position will work closely with internal and external partners on the local, state and federal levels.

    What you’ll do:

    • Manages the agency’s Emergency Management Accreditation Program (EMAP).
    • Provides program/project and plans/planning management support to the Preparedness Division in conjunction with division manager and deputy, and as requested to the other divisions in the agency .
    • Complete federal grant workplan and workplan requirements.
    • Develops, writes, reviews, evaluates and updates state preparedness, response, recovery and event specific plans.
    • Provides technical guidance to local emergency managers and local public health agencies regarding local planning efforts, including the development and update of a Local Emergency Operations Planning (LEOP) tool.
    • Participates as a part of exercise design and evaluation teams as requested for state and regional-level exercises.
    • Assists State and local jurisdictions in meeting grant requirements.
    • Supervise a minimum of two planning section staff.


    All you need for success:

    • Strong verbal, written, grammatical, organizational, research, and problem-solving skills.
    • Ability to analyze and review workflows and processes, prepare findings, and make recommendations.
    • Comprehensive knowledge of emergency management plan development and process.
    • Knowledge of public health related preparedness practices.
    • Knowledge of federal and state laws, rules, regulations, policies, and procedures. applicable to local, regional and state all hazard and event specific disaster plans.
    • Demonstrated ability to develop and implement programs and complex assignments.
    • Demonstrated ability in successful project management and/or related certifications.
    • Demonstrated ability of successful work with cross-departmental teams.
    • Experience writing program goals and objectives and tracking and reporting on success.
    • Experience developing, writing, implementing, assessing, and updating disaster related plans and procedures.
    • Experience facilitating and leading meetings.
    • Ability to participate in drills, exercises, and training events.
    • Knowledge of the different types of private, volunteer, public health, and governmental emergency preparedness, response, and recovery programs and their purpose.
    • Ability to work overtime or unusual working hours during an emergency event.
    • Excellent skills using Microsoft Office 365, Adobe Acrobat, and related programs.
    • Direct supervisory experience.


    Typical Qualifications :

    Candidates typically possess a bachelor’s degree and 4 years of experience in emergency management or a related field, with supervisory, project management, and/or planning experience (substitutions may be allowed for work experience and a bachelor’s degree). Work hours are 7:30 am to 4:00 pm, Monday through Friday; overtime, work on holidays, nights, or weekends may be required during exercises, drills, or emergency activations. Flex time may be available. The position involves occasional travel within the state with some overnight travel, and minimal out-of-state travel.

    The salary indicated represents a base pay rate. If the individual selected or the position is eligible for a pay differential (e.g., shift, security, or years of service), it will be added to the total compensation in your paycheck. A pay differential does not raise your base pay.
