Overview
The Kitchen Lead is under the supervision of the nutrition services program manager and is responsible for planning organizing coordinating and supervising the efficient food production/operation of the Elderly Nutrition Program in a highvolume commercial central kitchen facility for the preparation and distribution of food to four (4) senior centers and four (4) nutrition sites; and the Home Delivered Meal Program participants. Assures efficient and effective production methods and operations and compliance with standards of health, safety, nutrition and HACCP rules and regulations. Also responsible for training, supervising and assisting with evaluating the performance of assigned personnel.
Responsibilities
• Direct the complex operations and activities of a high-volume commercial central kitchen facility
• Plan, organize, coordinate, and supervise the central food production, warehousing, and distribution facility for the Senior Community Services - Elderly Nutrition Program
• Oversee the production, packaging, and distribution of food to 4 senior centers, 4 nutrition sites and 500 Home Delivered/Meals on Wheels participants and assure compliance with approved food production methods
• Plan and supervise the preparation of meals according to Area Agency on Aging approved menus; determine amounts to be served; verify accuracy of meal counts according to daily distribution checklist; minimize waste; maintain standards of efficiency and sanitation related to large quantity food preparation, heating, serving and storage
• Responsible for overseeing emergency meal service operations as required during an emergency response activation for City services
• Coordinate product development
• Observe and test food products for appearance, taste, nutritional content, and conformance with established standards
• Assure that food production methods utilized in kitchen, assembly, and packaging area, as well as in the ingredient prep area are prepared on schedule
• Assure that proper sanitary principles and safety rules and practices are being observed according to HACCP regulations
• Follow contract protocol for authorizing usage of various food products and procedural changes as necessary to meet central daily production requirements and other program guidelines meeting nutritional requirements
• Assist Nutrition Services Program Manager in recommending new menu offerings
• Manage and/or develop an approved database for calculating and requisitioning required quantities of food and milk; contact vendors to order food, milk, and related supplies as appropriate; inspect items received for quality and quantity; oversee and assist with proper storage and efficient use of food and supplies
• Issue purchase orders for food and related supplies
• Review the receipt, storing, and issuing and delivery of items from the facility, and train staff in related procedures
• Review invoices to identify and resolve discrepancies
• Authorize equipment purchase and repairs as approved by immediate supervisor
• Monitor expenditures in accordance with division budget and guidelines
• Establish and coordinate food distribution schedules for the meals transported to the senior centers and the homebound
• Maintain constant communication and excellent rapport with the home delivered meal delivery subcontractor
• Ensure that subcontractor meets or exceeds contract obligations for service delivery and compliance with program standards and policies
• Train, supervise and assist with the performance of assigned food services staff
• Monitor work schedules and assign duties; adjust assignments to ensure timely preparation of food items and Central Kitchen cleaning activities to assure compliance with health and sanitation requirements
• Oversee the maintenance of payroll related information, ensuring the proper reporting of time worked and absences
• Provide ongoing administrative support and processes a variety of program reports
• Monitor Central Kitchen equipment repair activities with appropriate maintenance personnel and supervisor
• Document and report problems with vendors, personnel, equipment, and other division operations to the Nutrition Services Program Manager
• Conduct preliminary research related to the purchase of specialized equipment, supplies and foodstuffs for the Central Kitchen
• Complete assigned administrative studies and prepare reports of findings and recommendations
• Drive a vehicle to obtain food and supplies from local vendors and transport to other sites
• Organize and coordinate special catering services
Position Type and Typical Hours of Work
• Non-Exempt - Full-Time
• Flexibility to work evenings, weekends, and holidays is a schedule requirement

Minimum Qualifications
• High School Diploma/GED
• Two (2) years of experience
Licenses and Certifications
Required
• Food Manager Certification
• A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire
Required within ninety (90) days of hire
• First Aid Training
• CPR Training
Preferred Qualifications
• Experience in Culinary or Pastry, Restaurant Management or high-volume commercial kitchen food production

Basis of Rating
A recruitment consultant will evaluate all applications against the posted qualifications. The city may also conduct additional skill assessment tests, in addition to the panel interview.
