Overview A city buyer in procurement acquires goods, services, and equipment, manages solicitations, ensures compliance with regulations, implements strategic sourcing, prepares documentation for approvals, maintains vendor relationships, and collaborates with departments to meet operational needs efficiently and transparently.
Responsibilities - Responsible for developing and executing solicitations to procure goods and services efficiently
- This includes drafting clear, compliant solicitation documents such as RFPs, RFQs, and RFBs, ensuring alignment with organizational needs and regulations
- Collaborate with stakeholders to define requirements, evaluation criteria, and contract terms
- Manage the solicitation process, including posting, responding to vendor inquiries, and evaluating bids for fairness and compliance
- Ensure timely execution of solicitations, maintaining transparency and adherence to procurement policies
- Leverage market research to optimize outcomes, fostering competitive bidding and cost-effective solutions while meeting project deadlines
- Oversee the requisition process using the INFOR ERP system, ensuring accurate submission and review of purchase requisitions
- Verify that departments provide complete and compliant documentation, including scope of work details, to meet organizational and regulatory standards
- Conduct thorough reviews to confirm alignment with budgetary and project requirements
- Maintain accurate records within the ERP system, ensuring traceability and audit readiness
- Collaborate with departments to resolve discrepancies and streamline requisition workflows, minimizing delays and ensuring procurement processes support operational efficiency
- Work closely with departments to understand their operational needs and project requirements
- Schedule and facilitate meetings to discuss solicitations, project scopes, and procurement strategies.
- Conduct monthly check-ins to stay aligned on current and upcoming projects, ensuring procurement supports departmental goals
- Assist in defining detailed scope of work documentation to ensure clarity in vendor deliverables
- Build strong interdepartmental relationships to foster effective communication and proactive problem-solving, ensuring procurement aligns with project timelines and operational priorities
- Assist department in finding any additional purchasing resources.
- May be asked to perform other duties as assigned
Position Type and Typical Hours of Work - Exempt - Full-Time - Monday-Friday 8:00am-5:00pm
- Must be available to work additional hours as needed
- Flexibility to work evenings, weekends, and holidays is a schedule requirement
- In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services

Minimum Qualifications - Bachelor's degree (BA/BS)
- Six (6) months to one (1) year of experience
Licenses, Certifications, and Other Requirements Required - A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hiring

Basis of Rating A recruitment consultant will evaluate all applications against the posted qualifications. The city may also conduct additional skill assessment tests, in addition to the panel interview
