    The Missouri Department of Mental Health (DMH), Office of Licensure and Certification, seeks a Program Specialist, functioning as a Licensure and Certification Surveyor in the Eastern Region of Missouri (see link to map below). The Program Specialist within the Office of Licensure and Certification is responsible for conducting licensure and certification surveys. This is an opportunity to assist in improving program operations, client satisfaction, and positive outcomes with provider organizations.

    The base salary offered for this position ranges from $53,664.24 annually, commensurate with education and experience. If the selected candidate is eligible for a pay differential, such as retention pay, the total salary may exceed what is listed in this posting.

    Responsibilities:

    • Plan, implement, and conduct licensure/certification surveys for provider organizations throughout the state of Missouri with primary focus in the Eastern region of the state.
    • Schedule, organize, and prepare for licensure and certification surveys, including, communicating with providers, the survey team, and other stakeholders.
    • Conduct on-site surveys of community providers individually, as a member of a team, and/or as a leader of a survey team, utilizing sets of standards specific to the program/ services provided and assessing compliance with those standards as well as program quality.
      • Licensed programs reviewed include community residential facilities and day programs for persons with mental illness, mental disorders, and developmental disabilities
      • Certified programs include group homes; individualized supported living; shared living; day habilitation; independent skills development; out of home respite; and community employment services for persons with developmental disabilities
    • The position will primarily perform work in the eastern Missouri area and requires extensive travel (60% on average). Both day travel and overnight stays, single or multiple nights, are required for surveys and meetings/trainings.
    • Coordinate and provide technical assistance and training for provider organizations.


    Required skills:

    The ideal candidate must have excellent verbal and written communication skills; organization skills; the ability to work closely with peers, providers, and other stakeholders; well-developed analytical skills; and be skilled in the analysis and interpretation of information and data. Candidates should demonstrate a working knowledge of state/federal regulations. Sound judgement and strong independent decision-making skills are needed to be successful in this role.

    Eligibility:

    Three years of professional experience in treatment, case management, abuse/neglect investigation, or preventive services for persons with mental illness or developmental disabilities, substance use disorders, inmate offenders, or related experience (substitutions may be allowed). A bachelor’s degree in social work, psychology, counseling, or related field is preferred.
