    The Department

    The role of the Community Development Department is to help Fremont become the sustainable, strategically urban community envisioned in the City's General Plan . Department activities include:

    The department includes Planning , Building and Safety , Code Enforcement , Housing , and Environmental Services .

    Code Enforcement Manager Class Specification
    Under general direction manages, plans, organizes and directs the activities of the Community Preservation Section of the Development and Environmental Services Department; participates and collaborates with other City operations in achieving the long-term community and neighborhood preservation goals of the City of Fremont.

    Class Characteristics

    This is a single position-management classification reporting directly to the department director or designee. The incumbent is a working supervisor responsible for managing the unit responsible for enforcing City codes and ordinances related to the use, maintenance and safety of land and structures. The incumbent may be assigned cases. Methods of performing assigned responsibilities are largely at the discretion of the incumbent within the framework of City policies, rules and regulations.

    This position is further characterized by the responsibility to develop partnerships between community members and city staff to solve problems. Incumbent will work collaboratively with business and community members to identify current and emerging issues and involve city staff in developing and implementing programs. Incumbent will utilize community engagement skills to promote collaborative problem solving, develop leadership and build skills both within the community and amongst city staff.

    It is distinguished from the next lower classification of Senior Code Enforcement Officer by the responsibility to engage the community and to plan, organize and direct the activities of the Code Enforcement workgroup. This position expected to participate in community engagement, consensus building and promoting citizen and city dialogue as tools in building sustainable solutions to neighborhood problems. Incumbents of this classification may be required to work nights, weekends and holidays as necessary to complete assigned duties and responsibilities.

    Essential Functions

    • Plans, organizes, manages and directs, through subordinate staff, the work of a section engaged in code enforcement for commercial, industrial and residential property to ensure compliance with codes, regulations and ordinances.
    • Supervises subordinate staff.
    • Conducts field investigations, issues citation and follow through with assignment till resolution of code violations or closure of the case.
    • Develops and implements ongoing staff training programs.
    • Develops, interprets and communicates appropriate application of policy and operational procedures.
    • Reviews, monitors and provides technical expertise on operations, employee performance and administrative matters.
    • Participates in the investigation, preparation and presentation of cases for legal action.
    • Participates in hearing and court activities related to case prosecution.
    • Consults with other management staff to resolve interdepartmental conflict or concerns.
    • Provides information and serves as liaison to representatives from state, federal and other local agencies.
    • May represent the department in technical organizations and committees.
    • Meets with representatives of the community to explain functions, policies and operations and to mediate/resolve conflicts and/or respond to questions.
    • Clarifies policies and regulations.
    • May make presentations to City Council and community groups.
    • Participates in the development of the departmental budget.
    • Prepares and administers the division budget.
    • Reviews policies, correspondence, regulations, reports and legislation to determine necessary operational changes.
    • Coordinates division operations with other departmental activities.
    • Conducts or directs the conduct of special projects.
    • Assists in developing community engagement programs, implementing programs to address community and neighborhood issues, and assessing and developing programs that address the long-term needs of community.
    • Solves difficult problems and controversial cases.
    • Prepares staff and other written reports.

    Minimum Qualifications

    Knowledge, Skills and Abilities

    Knowledge of: Principles and practices of code enforcement; investigation techniques and practices; evidence collection and preservation; principles of land use planning; public speaking techniques; property owner rights; property descriptions, assessor's map systems; techniques and methodologies used in making and resolving difficult public contacts with individuals from diverse socio-economic and cultural backgrounds; research practices and techniques; technical report writing; written and verbal English grammar, spelling and construction; arithmetic and basic algebra; map reading; and photography; principles and practices of management supervision and leadership; techniques of training and evaluation; project management and workload planning; process mapping and process improvement techniques; community engagement techniques; the techniques used in interest based problem solving and team and consensus building; goals and functions of code enforcement; the principles of budget preparation in the public sector; practices and methodologies of contract administration; California Electrical, Mechanical, Plumbing and Building Codes; and implementing an automated information system.

    Ability to: Direct, plan, organize and manage staff engaged in the performance of complex, technical work; foster teamwork among staff; develop and implement short-term and long-term goals and objectives for the section operation and develop and implement plans to achieve the goals; engage communities and City operations in cooperative and collective problem solving as they relate to community preservation issue; understand, interpret and explain codes, regulations and policies; identify and analyze administrative problems and implement operational changes; develop and maintain cooperative working relationships with staff and clients from a variety of cultural and socio-economic backgrounds; determine and implement the appropriate course of action in stressful situations; manage meetings effectively; learn and apply City codes, ordinances and procedures, interviewing, investigatory and safety techniques and practices; accurately research property ownership and status; work independently; make sound judgments in stressful situations; evaluate the budgetary needs of the operation and manage the section budget; provide coaching in improving staff performance and achieving higher job satisfaction, evaluate and determine levels of different aspects of potential health, safety and fire hazards and to provide proper responses; make presentations to the public on important and sensitive matters; analyze and evaluate observations and information in relationship to applicable codes and regulations; communicate effectively both verbally and in writing with individuals from a variety of socio-economic and cultural backgrounds; write technical reports; prepare and conduct presentations.

    Incumbents must possess the physical and mental capacity to work under the conditions described in this document and to perform the duties required by their assigned position.

    Education/Experience
    Any combination of education and/or experience that has provided the knowledge, skills and abilities necessary to satisfactory job performance would be qualifying. A typical way to obtain the required knowledge and abilities would be: Graduation from an accredited college or university with a bachelor's degree in public administration, planning, public policy, urban studies or a related field and five years progressively responsible experience, two years of which have been in a lead or supervisory capacity. Code enforcement experience and/or a Master's degree is desirable.

    The Organization

    The City of Fremont is a full-service general law city operating under a Council-Manager form of government that combines the civic leadership of elected officials with the managerial experience of an appointed City Manager. Policy-making and legislative authority are vested in a seven-member city council. Six Councilmembers are elected on a by-district basis, with the Mayor separately elected to a four-year term by a citywide vote.

     

    The City Council appoints the City Manager and City Attorney. The City Manager is responsible for implementing City Council policy and administering the day-to-day operations and affairs of the City in a businesslike and prudent manner. The City Attorney serves as chief legal advisor to the City, providing transactional and litigation services to the City, as represented by the City Council, City advisory bodies, and City departments.
