    The Hayward Area Recreation and Park District (H.A.R.D.) is seeking an exceptionally skilled, analytical, and self-driven Finance Analyst to join our Administrative Services team. This is an exciting opportunity to apply your finance, budgeting, and data modeling expertise in a mission-driven public agency dedicated to delivering high-quality parks, programs, and community services.

    As a Finance Analyst, you will play a critical part in strengthening the financial health and long-range planning of the District. You will take on high-impact projects, support executive-level decision making, and lead analytical initiatives that shape community-focused operations across 100+ parks and recreation facilities.

    • Available Positions: 1
    • Annual Salary: $123,896.04/year - $150,596.52/year ( In July 2026, all full-time employees will receive a 4% general salary increase and in July 2027 a 5% general salary increase.)
    • Full Time, Benefits eligible position
    • Work Schedule: 8-hour shifts, 40 hour per week
    • Work hours: 8:30AM - 5:00PM and must be able to work on days, evenings, weekdays, and weekends as needed

    DEFINITION

    This position will conduct highly complex financial analysis, improve and update financial and budgetary models, develop insightful financial reports, and provide expert-level support to the Administrative Services Director on a variety of special projects. The incumbent must have strong analytical and data modeling skills, business acumen, ability to work with large amounts of data and different systems and translate data into useful information, ability to prioritize and manage multiple projects, be extremely organized & detailed, self-motivated, team-oriented, and must hold masterful communication skills and finance knowledge that allow high-level interactions with management. We are looking for someone extremely reliable, dependable, and willing to go the extra mile.

    DISTINGUISHING FEATURES

    It is expected that an incumbent for this class is fully competent to perform a wide variety of professional level duties independently, under general direction and without close supervision. Work in this class has complexity of assignments received, and greater independence with which an incumbent is expected to work, exercising considerable initiative and independent judgment in the performance of their work and front-line supervisory responsibility. It is distinguished from the Finance Manager which has full division management responsibility.

    EXAMPLES OF DUTIES

    NOTE: The following list of duties are those usually performed by most employees in this classification. However, employees may perform other related duties at an equivalent level. Not all duties listed are necessarily performed by each individual in the classification.

    • Perform highly analytical, complex finance and control functions; multi-dimensional and complex reconciliations and related analysis; prepare or review and approve complex transactions and higher-level dollar value transactions.
    • Research and synthesize data; interpolate results from large amounts of data, identify trends in data, draw conclusions, develop solutions, present and implement recommendations, and create follow up analysis.
    • Develop complex budget and forecasting scenarios, revenue projections, long-range planning and analyses for financial reporting and presentations; design and run ad hoc reports.
    • Maintain annual labor projections analysis and incorporate into budget documents; manage a position-control system that provides salary and benefit cost analysis information for all personnel; project impacts on the long-range financial plan.
    • Identify and resolve unique issues with substantial significance; recognize exceptions, and conduct in-depth analysis using advanced technical knowledge and experience. Recommend and develop solutions that may require policy changes or the development of new processes; maintain broader organizational perspective in decision making.
    • Review, design, and implement appropriate internal control programs, research new regulations, and implement approved changes. Manage compliance program for area of responsibility, interpret internal policy and external regulations and create and/or review complex compliance reports.
    • Engage in continuous critical analysis of existing systems and processes; make recommendations to achieve greater efficiencies and improve internal controls. Define requirements, develop and implement complex test cases, perform testing and analyze results.
    • Lead and support departmental and organizational strategy and change-management initiatives.
    • Develop and provide training in the use of computerized financial systems and budget development procedures.


    Qualifications

    MINIMUM QUALIFICATIONS

    Sufficient education, training and/or work experience to demonstrate possession of the following knowledge and skills, which would typically be acquired through:

    Education: Equivalent to the completion of the twelfth grade,

    AND

    Possession of a Bachelor's Degree in Business Administration, Finance, Accounting, Economics, or a related field.

    Advanced degree preferred but not required.

    AND

    Experience: Four (4) years of increasingly responsible professional experience in finance, budgeting, or accounting, including at least two years of experience performing financial analysis.

    License or Certificate: Possession of a valid California Driver's License is a condition of initial and continued employment in this classification.

    KNOWLEDGE, SKILLS AND ABILITIES

    The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties

    Knowledge of:

    • Expert-level knowledge of the principles and practices of governmental fund accounting, public sector budgeting, and financial analysis; computerized financial systems; and principles and practices of public administration.


    Ability to:

    • Communicate effectively with District staff, the public, and elected/appointed officials
    • Understand, interpret, and apply appropriate policies, regulations, and procedures
    • Work calmly under pressure, proactively take initiative, and meet deadlines when faced with competing priorities.

    WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

    Essentially all the employee's working hours are spent in an office. Most work assignments involve a high degree of concentration. There may be some light to moderate physical work in the handling of supplies, files, computer equipment, etc.

    Essential duties require the mental and/or physical ability to: work in a standard office environment and use standard office equipment and current software; grasp, perform repetitive hand movements and fine coordination to prepare documents and data using a computer keyboard and mouse/trackball; sit for prolonged periods of time; stand, walk, reach, bend and safely lift and move equipment and materials weighing up to 35 pounds; converse by telephone, by email, in person, and be clearly understood; read and comprehend legal, technical and complex documents; interact with the public and all different levels of District staff in an effective and professional manner. Essential functions must be performed with or without reasonable accommodation.

    A Brief History
    The Hayward Area Recreation and Park District, known locally as “H.A.R.D.," is an independent special use district created to provide park and recreation services for over 309,000 residents. Our boundaries encompass a 100 square-mile area, which includes the City of Hayward and the unincorporated communities of Castro Valley, San Lorenzo, Ashland, Cherryland, and Fairview.

    In 1944, representatives of the City of Hayward, various school districts, and local civic organizations developed a proposal for establishment of the Hayward Area Recreation and Parkway District. When an initiative was placed on the November 7th ballot, the residents voted overwhelmingly for the creation of the District, which was officially formed on December 11, 1944. In 1958, the District changed its name to the Hayward Area Recreation and Park District, and has become the largest recreation district in the State of California.

    Since its creation, the District has provided residents with many beautiful facilities and parks, many of which have received national and state recognition for their design, innovation and beauty, as well as hundreds of educational and recreational classes and programs.
