    CAREER DESCRIPTION

    Business Services Administrator

    Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

    This recruitment is open to the public and is being held to establish an Open eligible list to fill current and future Business Services Administrator vacancies. The eligible list established from this recruitment may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

    This recruitment will be open for a minimum of five (5) business days and will remain open until 11:59pm on Monday, December 15, 2025. Qualified applicants are encouraged to apply immediately.

    OC WASTE & RECYCLING
    OC Waste & Recycling (OCWR) serves the County’s solid waste disposal needs through resource recovery, operating public landfills, protecting the local environment, investing in renewable energy enterprises and promoting recycling to ensure a safe and healthy community for current and future generations. The department manages one of the nation's premier solid waste disposal systems and three composting greenery sites, all serving residents and businesses in the County’s 34 cities and its unincorporated areas. OCWR’s three active landfills reflect environmental engineering at its best.

    THE OPPORTUNITY

    There are two (2) immediate vacancies within OCWR: one (1) in Business Services & External Affairs, State Reporting and Program Support (SRSS) and one (1) in the Central Region Landfill, Administrative Services.

    THE PROGRAM
    State Reporting and Strategic Supports (SRSS) - The SRSS unit works directly with internal and external stakeholders to develop and manage State and local initiatives and implement programs. This unit is also responsible for providing key support related to the Waste Infrastructure System Enterprise (WISE) agreements, collaborating with local jurisdictions within the County to meet various waste and recycling regulations.

    Central Region Landfill Division, Administrative Services

    The Central Region Landfill, Administration Services is responsible for municipal solid waste operations including maintenance and infrastructure expansion, composting operations, landfill construction projects, and fee booth operations.

    Business Services Administrator - SRSS

    This position will work directly with OCWR leadership, other County and State agencies, and local jurisdictions to provide key support related to the WISE agreement as well as State reporting requirements and SB (Senate Bill) 1383 implementation. This position will supervise an Analyst level employee and is located at OC Waste & Recycling Headquarters in downtown Santa Ana.

    Other job duties include but are not limited to:
    • Plan, coordinate, and manage activities of the State Reporting and Strategic Program subunits
    • Make program and policy recommendations and decisions, establish the vision for the program to ensure achievement of agency objectives
    • Oversee the development and submittal of required State reports and compliance with State reporting standards
    • Build effective internal and external partnerships; coordinate with and respond to requests from County staff, vendors, the general public, media, and/or external agencies; and convene, facilitate, and/or attend meetings
    • Assist with procurement and budget requests for business services programs

    Business Services Administrator - Central Region Landfill, Administration Services

    This position is stationed at the Frank R. Bowerman Landfill in Irvine and is responsible for the administrative and operational functions associated with maintaining and/or expanding active and inactive landfill sites and related operations.

    Other job duties include but are not limited to:
    • Prepare and monitor the site's Strategic Financial Plan (SFP), and annual budget, as well as oversee composting and closed site operations and compliance requirements
    • Monitor and project ongoing expenditures and future operational requirements
    • Provide general administrative and managerial support to the landfill, fee booth and composting operations
    • Provide contract administration support, including managing encumbrances and expenditures, processing requisitions, coordinating with staff, and preparation of supporting documentation
    • Provide support to site special events, site's tour and safety culture program
    • Supervise and manage fee booth collection operations

    REQUIRED LICENSE
    Possession of a valid California Driver's License, Class C or higher, by date of appointment and while employed in the assignment.

    RECRUITMENT PROCESS
    Human Resource Services (HRS) will screen all application materials for minimum qualifications.     Structured Oral Interview | Oral Exam (Weighted 100%):

    Applicants will be interviewed and rated by an oral interview panel of job knowledge experts. Each applicant's rating will be based on responses to a series of structured questions designed to elicit the applicant's qualifications for the job. Only the most successful candidates will be placed on the eligible list.
    Eligible List
    Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
