    The Position

    OPEN/PROMOTIONAL EXAMINATION - ONE YEAR PROBATIONARY PERIOD

    In accordance with Civil Service Rule IV, Section 17, and at the request of the Police Department, the eligible list for this list shall be in effect for one year.

    Under general direction acts as a lead worker and supervises assigned shift of personnel responsible for receiving requests for Police service and dispatching appropriate personnel.

    Essential functions of the job include, but are not limited to, the following:

    Ensures Department services are provided with exceptional customer service and the highest ethical standards.

    Supervises assigned staff and reviews and evaluates work performance. Assists in the hiring, training and disciplinary actions of assigned staff.

    Plans, organizes, coordinates and directs the work of assigned staff.

    Prepares and maintains a variety of written and computerized reports including time cards, work schedules, worksheets, incident reports, annual performance evaluations, and equipment maintenance and repair requests.

    Trains and develops assigned staff as needed; assists in the planning and schedules on-going training.

    Provides input in the development of the Bureau's goals, objectives, policies, procedures and work standards, and actively supports their implementation.

    Scheduling, supervising, training and evaluating Communications Bureau personnel; overseeing routine operations of a computer-aided dispatch system; monitoring requests for service for proper responses; investigating and reporting on complaints relating to the Communications Center; monitoring various communications equipment used in the Center and reporting malfunction; participating in administrative duties of the Communications Bureau such as development of ongoing training programs, preparation of annual budget, maintenance of various procedural manuals, and preparation of various written materials; functions as Call Taker and Radio Operator as needed during shift.

    May act for the Bureau Commander in his/her absence.

    Assumes responsibility for ensuring the duties of the position are performed in a safe, efficient manner.

    Performs other related duties as assigned or as the situation requires.

    Minimum Requirements

    Experience

    Three years of full-time employment in a public safety emergency communications facility utilizing a computer-aided dispatch system (CAD).

    Education/Training

    High school diploma or equivalent.

    Completion of a California Peace Officers Standards and Training (POST) Basic Dispatcher Course or a POST recognized equivalent level of training.

    License(s)/Certification(s)

    Valid Class C California driver's license.

    Knowledge, Skills & Abilities

    Knowledge of:

    Exceptional customer service practices.

    9-1-1 and emergency telephone operations, including appropriate supervisory troubleshooting techniques.

    Basic computer systems specific to bureau operations.

    Basic mathematics.

    Basic spelling, grammar and punctuation.

    California penal, vehicle and other codes.

    City of Glendale policies and procedures.

    Filing systems.

    General practices and procedures required to properly supervise Communications Center activities.

    Standard law enforcement operations and practices.

    Supervisory capabilities of CAD system and appropriate troubleshooting techniques.

    Two-way radio operations, including appropriate supervisory troubleshooting techniques.

    Knowledge of and skill in:

    Utilizing effective modern supervisory practices and procedures.

    Skill in:

    Making independent judgments and decisions based on standard policy or procedure.

    Ability to:

    Model and practice the highest standards of ethical conduct.

    Provide exceptional customer service.

    Consistently exercise good judgment and reasoning especially under stressful conditions.

    Deal tactfully and courteously with the public.

    Develop necessary skills from on the job training and meet standards of performance for the classification by the end of the probationary period.

    Foster and maintain a teamwork environment.

    Initiate, recommend and carry out personnel actions.

    Listen and ascertain relevant information quickly and accurately.

    Provide effective leadership.

    Provide effective work instruction and training, both orally and in writing.

    Read, write, and comprehend directions in English.

    Review and evaluate employees' job performance.

    Stand/sit for long periods of time.

    Train subordinate personnel.

    Type accurately at 30 words per minute.

    Understand and carry out complex oral and written instructions.

    Work consecutive 12 hour shifts, or longer as required.

    Work effectively and cooperatively with other employees.

    Work in confined quarters for extended periods of time.

    Other Characteristics

    Willingness to:

    Work rotating shifts, weekends, holidays and in emergencies.

    Work overtime as requested.

    Assume responsibility for maintaining a safe working environment.

    Special Conditions

    Within four months of employment, all employees of the Police Department are required to live within a radius of sixty contiguous land miles of the Glendale Civic Center.

    TATTOO POLICY

    Unless otherwise exempted, no employee of the Glendale Police Department shall have any visible tattoos or other skin markings.

    Promotional Eligibility

    Any City of Glendale employee who meets the minimum qualifications for this position, has completed probation or six months of City employment, and is occupying a permanent full-time classification on file in the Human Resources Department. Hourly City employees may be considered, provided that they furnish proof of continuous employment immediately preceding the final filing date, which would equal a minimum of six months of full-time service or 1040 part-time hours. (Civil Service Rule VIII 4-E).

    Selection Process

    ORAL INTERVIEW: (Weight of 100%) To evaluate the candidate's experience, education, and general background for the position.

    Candidates must pass each exam component with a minimum score of 70.00% in order to be placed on the eligible list.

    BACKGROUND INVESTIGATION: A comprehensive background investigation will be conducted on all finalists, which will review and verify personal history including, but not limited to financial responsibility, criminal history, drug use history, driving record, and verification of application materials. Significant issues or omissions in the above-stated areas may be grounds for disqualification. Background investigation will include a polygraph and Livescan fingerprinting.

    TIME AND PLACE OF THE EXAMINATION WILL BE ANNOUNCED. Evaluations will be based on the candidate's education and experience relevant to the position. Examinations will assess evaluate the candidate's education, experience, knowledge and skills related to the job. The City of Glendale reserves the right to modify the examination components or their weighting. If changes are necessary, candidates will be informed of the specific examination components and their weight before the examination is administered. The selected candidate will undergo a background check, including Livescan fingerprinting.
