  • Job Description

    This recruitment will establish an employment list to fill current and any future vacancies within the Resource Management Agency (RMA). The anticipated life of the employment list is six months.     Current vacancy is with the Resource Management Agency located in Visalia. The anticipated life of the list is six months.

    The position is responsible to serve as major projects coordinator and perform complex, highly specialized technical and professional planning work. Various work schedules are available based on the needs of the department.

    Typical Duties

    DUTY SAMPLE

    Develop, update and implement County policies related to planning, development and other matters.
    Maintain County General Plan, draft new and update existing plan elements.
    Coordinate special projects and studies.
    Review and analyze project proposals for environmental impact and consistency with ordinances and general plan elements.
    Collect, read and analyze research data and reference materials related to planning principles, practices, and laws.
    Prepare technical and factual reports of proposed projects.

    Prepare and edit legal notices for public hearings.

    Evaluate plans and reports from other agencies.

    Review, edit and approve written documents and maps prepared by planners and technicians.

    Review legal notice publications.

    Assist other planners and technicians in answering questions or providing information on planning matters.

    Conduct environmental assessments.

    Prepare requests for proposals and review proposals for environmental studies prepared by consultants.

    Negotiate and prepare environmental contracts with consultants.

    Maintain knowledge of on-going work programs performed by all divisions of the Planning and Development Department.

    Assist in the implementation of overall objectives of the division.

    Supervise, train and evaluate staff.

    Assign, schedule and coordinate workload and projects.

    Use word processing software to create memos and reports.

    Keep staff informed of changes in laws, policies and procedures.

    Present reports to commissions, boards and councils regarding projects, plans, ordinances and other planning related matters.

    Prepare or assist in the preparation of grant applications.

    Organize and conduct meetings with public and private groups.

    Act as a witness in legal proceedings concerning County plans, policies and ordinances.

    Assist in the preparation and monitoring of the divisional budget.

    Review slides and graphic displays.

    Minimum Qualifications

    Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.

    Education:
    • Equivalent to a bachelor’s degree from an accredited college or university with major course work in urban, regional or city planning; environmental studies; geography; architecture; or closely related field.

    Experience:
    • Three (3) of progressively responsible professional and comprehensive local governmental planning experience.

    Knowledge of:
    • Principles, practices, and purpose of land use planning and environmental assessment.
    • Federal, state and local regulations and laws concerning environmental, general plan, subdivision and zoning issues.
    • Research methods and procedures.
    • Nomenclature, symbols and instruments used in planning work.
    • Statistics.

    Skill/Ability to:
    • Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers.
    • Operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment.
    • Read, understand and interpret State, Federal and County laws pertaining to planning.
    • Write reports concerning proposed planning projects.
    • Plan, prepare and present technical information at public meetings.
    • Research and apply technical information to formulate solutions to planning problems.
    • Read, interpret and direct preparation of planning data, maps, aerial photos, graphic illustrations and displays.
    • Write clear, concise and accurate reports and letters.
    • Develop and maintain cooperative working relationships with staff, the general public, and other department and agency staff.
    • Adjust to and reorganize for changes in workloads, assignments and deadlines.
    • Schedule and coordinate workload of subordinates.
    • Assign and review work of subordinates.
    • Give and follow written and oral instructions.

    License or Certificate:
    • Possession of, or ability to obtain, an appropriate, valid California driver's license.

    DESIRABLE EMPLOYMENT STANDARDS
    • Budgeting principles to assist in preparing and implementing work programs.
    • Principles and practices of supervision, training and evaluation.
    • Supervise, train and evaluate employees.


    Bargaining Unit 7

    Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision and life). This benefit is pro-rated and paid on a pay period basis (24 pay periods).

    Health Insurance: A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).

    Retirement:
    The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

    Paid Holiday Leave: 12 set days and 1 personal holiday.

    Vacation Accrual:

    2 weeks per year (0-3 years of service)
    3 weeks per year (3-7 years of service)
    4 weeks per year (7-11 years of service)
    5 weeks per year (11+ years of service)
    Limit of 300 hours.

    FLSA exempt employees accrue an additional 5 days of vacation per year.

    Sick Leave Accrual: 12 days per year with unlimited accumulation, 60 hours of which may be used toward family sick leave.

    Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.

    Disability Insurance:
    Employees are covered by State Disability Insurance. The premium is paid by the employee.

    Deferred Compensation: A voluntary deferred compensation plan is available.
