    Job Description:

    Graduate Engineer A

    Purpose:

    Under direct supervision of a Professional Engineer, use engineering knowledge to perform routine engineering projects/assignments requiring limited judgment within the defined methods, procedures, and practices for the application of standards and criteria necessary to fulfill the experience requirement for pursuant of a licensure as a professional engineer.

    Duties, Functions and Responsibilities:

    Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

    • Assist in preparation and maintenance of design drawings, diagrams, charts, databases plans and permits under the supervision of a professional engineer. Development of proposals for impacts and performing preliminary and final designs and/or prepares design criteria for assigned projects.
    • Assists in the preparation of standards, equipment specifications, design procedures, test procedures as it relates to the standardization and engineering policies and practices. Reviews and provides assistance in the evaluation and recommendation for job safety procedures.
    • Coordinates and provides a variety of technical information under the guidance of a professional engineer to customers by contacts with personnel to include inter and intra departmental administrative, engineering and construction personnel, other government agencies, contractors, consultants and the public to exchange information, coordinate work, answer questions and respond to complaints.
    • Use computerized software programs, ink or pencil drafting to prepare drawings and maps to provide technical advice and guidance to assigned work or project. Develop, analyze and generate technical reports, correspondence and official documents.
    • Assist in the preparation of preliminary, periodic and final estimates of quantities, materials, equipment, labor and facilities for the preparation of budgets, programs, schedules, partial and final contract payments and other purposes for various projects.
    • Conduct field inspections of work done by contractors to ensure compliance with plans and specifications. Draft and recommend contract change orders and payments for approval.
    • Perform statistical analysis to ensure specifications are within established guidelines.

    • Ability to perform engineering calculations and analyze engineering problems
    • Ability to Read and comprehend simple specifications, plans, and shop drawings.
    • Ability to Interpret and make decisions in conformance within established policies and practices.
    • Ability to effectively communicate orally and in written formats to coworkers and public


    Minimum Qualifications:

    • Graduation with a Bachelor?s degree from an accredited college or university with major coursework in Engineering or in a field related to the job.


    Licenses and Certifications Required:

    None.

    Preferred Qualifications:
    • Experience creating hydrologic and hydraulic models for analysis of storm drain infrastructure.
    • Ability to read a set of construction plans and transfer information from a plan set to a computer model of storm drain infrastructure.
    • Experience using ArcGIS tools for map creation and data processing.
    • Experience with Bentley software such StormCAD and CivilStorm for storm drain analysis.
    • Experience performing surveying and field work.


    Notes to Candidate:

    POSITION OVERVIEW:
    The primary responsibilities of this position will be the creation of hydrologic and hydraulic models for the City's existing storm drain infrastructure and provision of technical support related to these models for internal and external customers. The program for creating StormCAD models for City’s entire drainage infrastructure system started in 2011-2012 with six temporary employees. Currently there are two permanent and two temporary positions on the modeling team. The efforts of this program will continue until the goal of modeling the storm drain infrastructure for the entirety of the City is met, which is expected to be completed within the next four to five years. In addition to creation of storm drain models, the position will assist in the review storm drain models submitted through the City's development review process, processing of GIS data and development of GIS tools in support of storm drain modeling, and coordination with consulting teams working on City storm drain modeling projects. This position may also support internal two-dimensional (2D) localized flood modeling efforts and floodplain analysis and modeling for open channel systems. The position requires use of one-dimensional and two-dimensional hydraulic models for assessing the current state of urban drainage (localized flooding). Additionally, field work may be required to verify the connectivity and elevations of the storm drain systems to be modeled.

    SALARY RANGE:

    Min: $34.44 - Mid: $43.74

    DAYS AND HOURS:

    40 hours per week - Monday - Friday, with the ability for a 60% telework schedule. Exceptions may apply subject to the business needs of the department.

    ESSENTIAL STATUS:
    This position has been designated as an Essential Employee position. In the event of a city-designated extraordinary situation or emergency condition, essential employees provide services that impact the public health, safety, utility services, and welfare of members of the Austin community and other employees, as well as ensure the continuity of essential operations. Essential Employees may be called back in during such events, required to modify their schedule, assigned to a city-designated work site, or retained on-site to assist with operations and recovery.

    This position requires a valid Texas Class C Commercial Driver License. Must maintain a good driving record. External New Hires must meet the City of Austin’s Driver Record Evaluation (DRE) requisite .
