    THE POSITION: The Quality Improvement & Project Administrator I/II/III position involves developing, implementing, and maintaining evaluation systems for quality programing while maintaining compliance with federal, state, and local regulations. Under general supervision the incumbent may write, organize and coordinate data collection for programs, and grants as part of the Behavioral Health Services.

    PAYROLL TITLES AND APPROXIMATE SALARIES:
    Program Administrator I: $72,047.72- $100,876.73 Annually
    Program Administrator II: $80,699.91 - $112,990.97 Annually
    Program Administrator III: $84,487.04 - $118,293.47 Annually

    The eligible list established from this recruitment may be used to fill current and future Regular, Temporary, Fixed-Term, Intermittent, and Extra-Help vacancies throughout various departments/agencies within the County of Ventura. There are currently three (3) Regular vacancies.

    Examples Of Duties

    Contracts position:
    Duties may include, but are not limited to, the following:
    • Plans, organizes, coordinates, and directs the data collection and evaluation of the contract and grants process for the various programs within the Behavioral Health Services;
    • Provides assessment, analysis and interpretation of key performance indicators and data metrics to support administrative decision making and identification of performance improvement priorities;
    • Monitors vendors’ contracts results by identifying and extracting relevant data from surveys and data tools;
    • Evaluates results and determines if vendors are meeting goals; works with vendors to recommend possible improvements or determines if project should be modified;
    • Identifies, prepares, and presents opportunities for improvement on contract, participant programing, and/or operational processes to management;
    • Designs and develops data collection systems, policy, and corrective action plans to ensure conformance in daily operation, and/or process improvement;
    • Prepares required reports using a range of reporting and statistical software; compiles and analyzes qualitative and quantitative data evaluate operational flow;
    • Evaluates staff/ client/ stakeholder feedback in relationship to the agency’s strategic plan and organizational priorities; Identifies areas in need of improvement through participation in focus groups and survey/ feedback evaluation;
    • May supervise and assist in the planning and operation of in-service training programs;
    • Performs other related duties as assigned.
    Compliance position:
    Duties may include, but are not limited to, the following:
    • Monitors and tracks compliance activities, including data analysis, risk trending, and preparation of compliance reports;
    • Monitors and ensures compliance with state and federal requirements (DHCS, CMS, Medi-Cal, MHSA/BHSA and others;
    • Supports program integrity functions, including fraud, waste, and abuse (FWA) prevention, education, and coordination of investigations;
    • Collaborates with HCA Compliance on breaches, incident reporting, and regulatory submissions;
    • Collaborates with HCA Compliance office and support compliance-related projects, program integrity initiatives, and risk monitoring within VCBH operations;
    • Assists in implementing corrective action plans (CAPs), ensuring follow-through with VCBH divisions and provider network staff;
    • Contributes to project planning and implementation by identifying compliance risks, barriers, and monitoring progress;
    • Provides compliance training and guidance to staff, helping translate regulatory requirements into practical, day-to-day expectations;
    • Participates in audit readiness activities, ensuring timely submission of documentation for DHCS, CMS, and other oversight reviews;
    • Supports the Policy Office as needed to ensure consistency of compliance policies with state and federal mandates;
    • Performs related duties as required.


    Typical Qualifications

    EDUCATION, TRAINING, and EXPERIENCE:
    Any combination of education and experience which has led to the acquisition of the required knowledge, skills and abilities. This can typically be obtained by the following combination of education and experience:

    Program Administrator I : Bachelor's degree in public administration, behavioral health, health administration, public health or a related field and two (2) years of quality improvement, contract management, or compliance-related experience in healthcare or behavioral health, including auditing, monitoring, or regulatory compliance work.

    Program Administrator II : Bachelor's degree in public administration, behavioral health, health administration, public health or a related field and at least three (3) years of quality improvement, contract management, or compliance-related experience , including auditing, monitoring, or regulatory compliance work, which includes one (1) year of leadership experience.

    Program Administrator III : Bachelor's degree in public administration, behavioral health, health administration, public health or a related field and at least four (4) years of quality improvement, contract management, or compliance-related experience in healthcare or behavioral health, including auditing, monitoring, or regulatory compliance work, which includes three (3) years of leadership experience.

    NECESSARY SPECIAL REQUIREMENTS (all levels)
    • One (1) year of previous work experience within behavioral health/healthcare related field
    • One (1) year of experience providing statistical analysis and outcome reporting using data analytical tools
    • Intermediate proficiency of Microsoft Word, Excel and PowerPoint.

    NOTE: Related work experience may substitute for the educational requirement on a year-for-year basis.

    Knowledge, Skills, and Abilities (all levels):
    Some to considerable (depending on level) k nowledge of the following:
    • The principles and techniques of program management;
    • State legislation and regulations, such as: DHCS and CMS regulations, Medi-Cal, HIPAA, and 42 CFR Part 2.
    • Methods and techniques for process improvement.
    • Managing and adhering to contracts
    Skilled in:
    • Verbal and written communication
    • Project coordination, that which includes supporting new mandates and initiatives
    • Statistical analysis
    • Quality improvement project coordination
    Some to considerable (depending on level) a bility to do the following:
    • Analyze administrative and fiscal problems;
    • Plan, organize, and supervise the work of others;
    • Establish effective working relationships with other employees and stakeholders;
    • Foster collaboration between multiple County divisions, and external stakeholders
    • Identify compliance risks through data monitoring and project participation

    SUPPLEMENTAL QUESTIONNAIRE - Qualifying: All applicants are required to complete and submit the questionnaire for this exam at the time of filing. The supplemental questionnaire may be used throughout the exam process to assist in determining each applicant's qualifications and acceptability for the position. Failure to complete and submit the questionnaire may result in the application being removed from consideration.

    APPLICATION EVALUATION - Qualifying: All applications will be reviewed to determine whether the stated requirements are met. Those individuals meeting the stated requirements will be invited to the written examination.

    TRAINING & EXPERIENCE EVALUATION:
    A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. Candidates are typically scored/ranked in relation to one another; consequently, when the pool of candidates is exceptionally strong, many qualified candidates may receive a score or rank which is moderate or even low resulting in them not being advanced in the process.

    ORAL EXAMINATION - 100%: A job-related oral examination will be conducted to evaluate and compare participating examinees' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Examinees must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

    NOTE: The selection process will likely consist of an Oral Exam, which may be preceded or replaced with the score from a Training and Experience Evaluation (T&E), contingent upon the size and quality of the candidate pool. In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis. For this reason, it is recommended that your application materials clearly show your relevant background and specialized knowledge, skills, and abilities. It is also highly recommended that the supplemental questions within the application are completed with care and diligence. Responses such as "See Resume" or "Refer to Resume" are not acceptable and may disqualify an applicant from further evaluation.

    If there are three (3) or fewer qualified applicants, a T&E or an Oral Examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.

    Applicants successfully completing the exam process may be placed on an eligible list for a period of one (1) year.
