    Job Summary/Objective

    The Risk Management Program Manager oversees the implementation and coordination of the County’s risk management program. The program manager tracks and analyzes risk data, collaborates with stakeholders and subject matter experts to coordinate mitigation activities and cross-departmental solutions, and supports compliance with applicable laws and policies.

    Essential Functions
    • Manage the day-to-day implementation of the County’s risk management program, ensuring consistency, accountability, and integration across all departments.
    • Identify and assess risks across the organization to evaluate potential impacts on operations, assets, and service delivery.
    • Develop and implement risk mitigation strategies in collaboration with departments and stakeholders; maintain documentation of identified risks, mitigation actions, and outcomes.
    • Coordinate and facilitate risk management training, communication, and awareness programs to promote a culture of risk awareness and prevention.
    • Track and analyze program performance metrics to generate recommendations that support decision-making and continuous improvement.
    • Prepare and deliver reports and presentations to organizational leadership and committees on risk management activities, emerging issues, and program outcomes.
    • Support incident response and recovery efforts affecting organizational operations, as appropriate.
    • Develop, maintain, and test emergency preparedness and business continuity plans for internal operations to ensure organizational resilience and effective response planning.
    • Ensure compliance with applicable federal, state, and local laws, regulations, and organizational policies related to risk management.
    • Monitor trends and emerging risks, conducting periodic assessments, audits, and reviews to enhance policies, procedures, and overall program effectiveness.
    • Monitor and track reports of potential fraud, waste, and abuse, ensuring timely notification and referral to the appropriate personnel for investigation.

    Knowledge/Skills/Abilities
    • Knowledge of risk management principles and practices, including methods for risk identification, assessment, mitigation, and monitoring.
    • Knowledge of applicable federal, state, and local laws, regulations, and standards governing public-sector risk management, liability, safety, and compliance programs
    • Knowledge of local government operations, functions, and interdepartmental coordination, with the ability to apply risk management strategies in a public service context.
    • Strong analytical and critical-thinking skills, including the ability to interpret quantitative and qualitative data, identify trends, and develop evidence-based recommendations for decision-making.
    • Proven project and program management abilities, with demonstrated skill in planning, prioritizing, and executing multiple initiatives within established timelines.
    • Strong Collaboration skills with proven ability to lead and facilitate cross-functional teams from a non-supervisory role.
    • Exceptional written, verbal, and interpersonal communication skills, with the ability to prepare clear reports, policies, and presentations and to communicate complex information to diverse audiences.
    • Strong emotional intelligence and advanced skills in conflict management are required.
    • Ability to exercise sound judgment, discretion, and confidentiality when handling sensitive information, personnel issues, or legal matters.
    • Proficiency in office productivity and data management tools, including Microsoft Office Suite.

    Required Education and Experience
    • Bachelor’s degree from an accredited college or university in Public Administration, Business Administration, or a related field is required.
    • Three (3) to five (5) years of progressively responsible experience in program or project management, preferably within risk management, loss control, internal auditing, compliance, or safety and health program administration.
    • Possession of a valid appropriate driver’s license issued by the Commonwealth of Virginia

    Preferred Education and Experience
    • Professional certification such as Associate in Risk Management (ARM), Certified Risk Manager (CRM), or an equivalent credential
    • Experience in developing and implementing Continuity plans.

    Physical and Mental Requirements
    • Work is typically performed in an office setting with extended periods of time at computer terminals.
    • Frequent communication using verbal and written modality
    • Occasional walking, light lifting up to 25 pounds and other limited physical activities are required
    • Occasional visits to off-site county locations are required
    • Occasional travel for attendance of training and/or meetings outside of the County.

    Remote Work

    This position is eligible for a hybrid remote work schedule that is in compliance with the County’s Remote Work Policy and meets the operational and service needs for the position. All County staff must maintain residence within the Commonwealth of Virginia.

    THE SALARY RANGE

    The hiring range for this position is $99,047 - $109,473 per year. Starting offer is based on applicable education beyond minimum requirements and internal equity. The position also provides excellent benefits including 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education/training opportunities. This is a full time, FLSA exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy, §P-60.
