    In addition to the current opening, this recruitment may be used to establish a pool of qualified candidates to fill future HR Supervisor positions within the Solid Waste Division or throughout the Department of Natural Resources and Parks (DNRP) during the next 6 months.

    King County’s Solid Waste Division (SWD) in the Department of Natural Resources & Parks is seeking an HR Supervisor to lead critical Human Resources functions that directly support the division’s success.

    About the Role:

    The HR Supervisor position will play a central role in shaping our talent acquisition strategy, guiding leave management practices, and driving process improvements that strengthen our workforce and ensure excellent HR service delivery.

    As an HR Supervisor, you’ll lead a team of talented HR professionals, oversee recruitment and leave management functions, and partner with leaders across the division to build strong teams, support employees, and ensure consistency in HR practices.     This position follows a hybrid work model, blending remote and in-person work.

    The Solid Waste Division (SWD) HR team is a collaborative, high-performing group that provides critical support in the areas of talent acquisition, leave management, employee and labor relations, payroll and HR operations. We partner closely with division leadership and staff at all levels to ensure consistent, equitable, and effective HR practices that keep the division running smoothly and push towards our mission.

    Job Duties

    What You Will Be Doing:

    In this role, you will:
    • Lead Talent Acquisition - Provide supervision and leadership of the Talent Acquisition function, including prioritization of recruitments, assignment of work, and technical assistance to recruiters.
    • Supervise Leave Management - Oversee leave management functions for the division, ensuring compliance and consistency in leave practices.
    • Drive Workforce Insights - Spearhead data management and creation of metrics for talent acquisition and leave management to identify trends, inform staffing action plans, and support health and safety programs.
    • Shape Talent Strategy - Lead division-wide strategies on staffing models, recruitment and retention initiatives, succession planning, and action planning.
    • Champion Process Improvement - Lead process improvement efforts, develop HR Standard Operating Procedures (SOPs), oversee implementation of initiatives, and measure effectiveness to ensure goals are met.
    • Ensure Consistency - Partner with the DNRP HR Talent Acquisition Program Manager and SWD HR Manager to monitor and implement management systems that enhance recruitment standards and hiring practices.
    • Develop Teams and Leaders - Support growth of key competencies within the Talent Acquisition team and lead training for division supervisors and hiring managers.
    • Leverage Data for Action - Create, analyze, and report out on HR and recruitment metrics; develop action plans to align with division, department, and countywide HR goals.
    • Recruit as Needed - Conduct full-cycle recruitments for critical positions as needed.


    Experience, Qualifications, Knowledge, Skills

    Qualifications You Bring:
    • Talent Acquisition Expertise - Five (5) or more years of experience in a full-scale talent acquisition function for a large, diverse organization, including experience developing and executing recruitment strategies across a wide range of roles.
    • Leave Management Knowledge - Demonstrated experience handling or overseeing complex leave and accommodation cases (e.g., FMLA, ADA, ACA).
    • Supervisory or Lead Experience - Experience as a team lead or supervisor, providing direction, support, and oversight in a talent acquisition function.
    • Process Improvement Skills - Proven ability to lead process improvement initiatives, develop SOPs, and monitor outcomes.
    • Data & Metrics Skills - Experience creating and using HR/recruitment metrics to inform decisions, set priorities, and share outcomes with diverse audiences.
    • Customer Service & Collaboration - Proven ability to deliver excellent customer service and build effective working relationships across all levels of an organization.
    • Technical Proficiency - Strong skills in Microsoft Office Suite (Word, Excel, Outlook, Teams).
    • Recruitment Systems Experience - Experience using enterprise-level applicant tracking systems and HRIS, such as NEOGOV and PeopleSoft.

    It Would Be Great if You Also Bring:
    • SHRM, HRCI, or AIRS recruitment certification.
    • Experience with classification and compensation.
    • Experience with employee relations in a union environment.
    • Experience with Power BI or other enterprise-level dashboard and data visualization tools.
    • Advanced experience with NEOGOV and PeopleSoft.
    • Experience developing and delivering training for hiring managers or HR staff


    Supplemental Information

    Working Conditions:
    • Work Location Details: The Solid Waste Human Resources team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is King Street Center, 201 S. Jackson, Seattle, Washington 98104.
      Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
      King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
    • Work Schedule: This full-time position works a 40-hour work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
    • Union Representation: This position is not represented by a union.
