Public Health Nurse (PHN) Manager serves a vital leadership role within the Solano County Health & Social Services Department. This position is responsible for
planning, organizing, and directing the work of professional and support staff engaged in one or more public health programs, while serving as a
clinical and administrative resource for a multidisciplinary team that provides comprehensive health, social, and behavioral health services to the community.
The PHN Manager assists in the
development and implementation of goals, objectives, policies, and procedures, and assumes significant responsibility for the preparation, oversight, and administration of assigned budgets and contracts. The position ensures that all program activities are completed efficiently and in compliance with applicable laws, regulations, and County policies.
Key Responsibilities: - Plan, organize, and oversee the work of licensed and non-licensed staff within assigned programs.
- Develop, monitor, and manage program budgets and service contracts.
- Ensure compliance with state, federal, and County public health laws, regulations, and standards.
- Participate in staff recruitment, selection, training, and performance management.
- Develop and maintain program policies, procedures, and quality assurance measures.
- Represent the department and Public Health Nursing in agency and community partnerships, serving as a resource and advocate for community health initiatives.
The PHN Manager also serves as: - Nurse-Family Partnership (NFP) Administrator.
- A member of the Department, Division, Maternal, Child, and Adolescent Health (MCAH) Bureau, and Nursing Leadership Teams.
- The Public Health Nursing representative on the Solano County Committee for Sexually Exploited Children (CSEC), providing leadership and advocacy for the healthcare needs of the MCAH population.
This position offers an exciting opportunity for an experienced public health nursing professional to lead innovative programs that advance maternal, child, and adolescent health outcomes and strengthen community wellness across Solano County.
The eligible list established from this recruitment will be used to fill full-time regular, part-time, limited-term or extra-help positions as vacancies occur or the need arises. EDUCATION AND EXPERIENCE Experience: Three (3) years of general public health or mental health nursing experience, depending on area of assignment, which includes one year of supervisory and/or program coordinator responsibility.
Education/Training: Bachelor’s degree is required from an accredited college or university in Public Health, or Nursing administration. A Master’s degree is desirable.
LICENSING, CERTIFICATION AND REGISTRATION REQUIREMENTS - Possession of a valid Registered Nurse license issued by California Board of Registered Nursing.
- Possession of a California State Public Health nursing certificate is required for positions allocated to the Public Health section of the nursing Division.
- Possession of or ability to obtain a valid Class C California driver’s license may be required.
- Must possess a current CPR card.
