CLASSIFICATION SUMMARY Under general supervision, a General Craftsworker - Facilities performs a variety of work, including equipment operation, maintenance, repair, and construction in the Facilities Department. Performs related work as required. Work hours are varied and include evenings and weekends.
DISTINGUISHING FEATURES OF THE CLASS A General Craftsworker - Facilities performs a wide range of skilled, semi-skilled, and general tasks within the Facilities Department and may be temporarily assigned to other City departments as needed. The position requires strong technical skills, knowledge, and physical ability to carry out assigned duties in accordance with all City and departmental policies, procedures, and work standards. The individual must be capable of working independently with minimal supervision, demonstrating initiative in planning tasks, identifying issues, and implementing solutions. This role may also involve related duties, including weekend and/or overtime work, as required.
A General Craftsworker differs from a Maintenance and Construction Craftsworker by serving in a lead role, demonstrating advanced technical skills and knowledge, and handling more complex or challenging tasks. In this capacity, the General Craftsworker is responsible for guiding the work of Maintenance and Construction Craftsworkers when applicable and may also train, supervise, and direct part-time or seasonal staff. Additionally, a General Craftsworker may perform any duties typically carried out by Maintenance and Construction Craftsworkers.
Examples of Work Performed (Illustrative Only) ESSENTIAL DUTIES - Conducts inspections of facility conditions and operational systems, performing routine maintenance and repairs across multiple trades, including carpentry, electrical, plumbing, and HVAC, to support improvements and upkeep within the Facilities division.
- Performs qualified electrical work such as replacing or repairing fixtures (e.g. bulbs, tubes, ballasts, fuses) using appropriate hand, power, and specialty tools.
- Performs plumbing repairs, as well as painting, carpentry, and masonry tasks as needed.
- Maintains the City’s keying and lock systems.
- Reconfigures, installs, and adjusts modular office furniture to meet user needs and optimize workspace, utilizing various tools, dollies, and hand trucks.
- Manages part orders and maintains necessary documentation.
- Provides training and oversight to assigned personnel in standard maintenance, repair, and safety procedures.
- Performs other related duties as required.
Employment StandardsMINIMUM QUALIFICATIONSA General Craftsworker must possess a high school diploma or GED, along with four (4) plus years of experience in construction and maintenance work, repairs, equipment operation, motor vehicle operation, or a combination of education and experience that provides equivalent knowledge and skills. A valid, unrestricted Washington State Driver's License is required and must be maintained. Within six (6) months of hire, obtain and maintain First Aid/CPR certification and any other certifications as required by law, ordinance, or department policy.
The General Craftsworker must demonstrate:
- Proficiency in grounds maintenance practices and procedures
- Ability to read and interpret maps, plans, and technical drawings
- Skilled and safe use of tools and operation of equipment required for the job
- Strong ability to work independently, identify issues, and take initiative to perform necessary repairs
- Effective interpersonal skills to establish and maintain positive working relationships with the public and coworkers
- Ability to lead, guide, and supervise personnel in lower-level classifications
Additional Requirements per Division:- Possession of a journeyman card in a related trade OR a minimum of four (4) years of verified journeyman-level experience OR successful completion of a City-sponsored vocational training program
- Certified Playground Safety Inspector (CPSI) certification (must be obtained within 12 months of hire)
- Aquatic Facility Operator (AFO) certification (must be obtained within 12 months of hire)
PHYSICAL REQUIREMENTSTo perform the essential functions of the job, a General Craftsworker must be able to perform the following:
- Stooping, kneeling, crouching, reaching, standing, climbing, crawling, walking, pulling, lifting, fine motor dexterity, grasping, and seeing/observing; ability to walk and stand for long periods of time; must be able to work outdoors under adverse and varied weather conditions.
- Heavy Work: Exerting up to 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects.

Paid Holidays 12 per year (10 scheduled; 2 “floating”)
New Year's Day, Martin Luther King Jr. Birthday, Washington's Birthday, Memorial Day, Independence Day, Labor Day, Veteran’s Day, Thanksgiving Day and the day after Thanksgiving, Christmas Day, and two floating holidays selected by the employee. An employee will accrue one of the two floating holidays on February 12. The second floating holiday is to be selected by the employee in cooperation with the employer. An employee will only accrue a floating holiday if actually employed.
Paid Time Off (PTO) Effective January 1, 2017, the City will implement a paid time off (PTO) program to replace sick leave and vacation accruals. The purpose of PTO is to compensate employees for absences due to injury, illness, vacation and personal business. In addition, the program is designed to provide employees with personal flexibility regarding the use of leave hours. PTO hours accrue based upon the actual number of regular hours worked.

Retirement PlanAll City employees are members of the Public Employees Retirement System (PERS). The City and the employee both contribute toward the plan. PERS provides regular retirement and disability retirement benefits. City employees also participate in the Social Security Program. Rates effective as of 09/01/2024. ( www.drs.wa.gov )

Deferred Comp The City contributes an equivalent of 5% of your regular monthly salary to Mission Square Retirement (previously ICMA) deferred compensation program after completing 6 months of employment. Medical, Dental& Vision Insurance The City currently pays the entire dental and vision insurance premiums for the employee and dependents.Employee current premium share of 10% per month (depending on number of family members covered) for medical insurance.
Life InsuranceThe City currently pays the entire premium for group term life insurance coverage ($14,000) for employees. Employees may purchase Voluntary Term Life Insurance for employee, spouse and/or dependents through New York Life (previously Cigna).
Long Term Disability The City pays the entire long-term disability premium for employees through New York Life (previously Cigna).
Wellness Program The Wellness Program has been established to encourage employee health and fitness, both at work and at home. A City Wellness Committee promotes and provides opportunities for healthy lifestyles. Employee fitness center is open to all employees and their spouses.
