  • Summary

    Padre Dam Municipal Water District is looking for a GIS Supervisor. The Ideal Candidate will have a strong GIS Technical background along with strong leadership and project management skills that will be needed to oversee a GIS Department made up of 3 employees.

    Under the general direction of the CEO/General Manager, the GIS Supervisor is responsible for system design, project management and strategic direction, planning and day-to-day direction of information technology Geographic Information Systems (GIS) and related applications. The GIS Supervisor is responsible for ensuring the District uses modern GIS Technology, initiates and establishes GIS policies, procedures and standards districtwide.

  • Job Description

    Essential Duties:

    1. Directly supervises staff to include assisting with goal setting, assigning and monitoring work, conducting performance evaluations, creating staff schedules, coaching staff, interviewing applicants, ensuring training and making hiring and termination recommendations.
    2. Provides leadership and visioning for the Districts GIS Strategies through collaborative planning and development with input from GIS Staff, District departments and Padre Dam’s Management Team.
    3. Plans, organizes and directs the day-to-day GIS, Geodata management and system administration activities.
    4. Analyzes information, statistics, data, maps and reports to incorporate mapping concepts into the data presentation for all departments.
    5. Establishes, operates and updates GIS software and collaborates with IS Specialist for Windows operating system deployment, management and vulnerability patching.
    6. Facilitates the districtwide GIS Steering committee.
    7. Initiates and establishes GIS policies, procedures and standards to be applied districtwide.
    8. Oversight of all GIS projects including development, planning, managing timelines, delegating and execution. Ensures that work is progressing on schedule according to plans.
    9. Responds to incidents, problems and requests for service and determines appropriate course of action. Resolves technical issues accordingly.
    10. Reviews the progression of available GIS technology and determines when to use and how to apply them to the District’s business. Manages the relationship with District GIS vendors.
    11. Prepares budgets, project status reports and cost estimates on various projects so that reporting can be conducted to manage ongoing budget status and schedule to ensure efficient project delivery.
    12. Oversight of web maps, web and mobile applications and GIS versioning
    13. Develops and conducts staff and districtwide GIS training as needed.
    14. Responsible for RFP writing as needed. In addition, interviews and assists in selecting consultants and contractors for consultant/contractor selection process. Administers and manages multiple contracts.
    15. Coordinates projects with other agencies.
    16. Prepares reports and presentations to the Board of Directors or community.
    17. Performs other duties of a similar nature or level.
  • Job Requirements

    Knowledge of:

    1. Supervisory theories and principles;
    2. Budgeting theories and principles;
    3. Principles of Project Management;
    4. Strong knowledge of GIS software, tools, and methodologies;
    5. Theories, principles, and practices of effective GIS information gathering and sharing;
    6. Cartographic and design and implementation of mapping principles;
    7. ESRI ArcGIS software, Enterprise platform and architecture;
    8. Software administration;
    9. Computer Aided Drafting (CAD);
    10. GIS Concepts including techniques of spatial analysis, and geographic concepts of location, scale, resolutions and integration;
    11. Microsoft Office products.

    Skills/Abilities:

    1. Facilitation skills: ability to coordinate work throughout a project’s lifestyle;
    2. Prioritizing project activities; 
    3. Administering and managing multiple contracts and projects; 
    4. Preparing and tracking project schedules;
    5. Leading and training other technical staff;
    6. Strong communication skills, both verbal and written, interpersonal skills as applied to interaction with staff, manager, etc.; 
    7. Monitoring and evaluating staff; 
    8. Preparing budgets and cost estimates;
    9. Able to utilize GIS applications to perform spatial analysis or data conversion or manipulation;
    10. Strong organizational and time management skills;
    11. Problem solving abilities and attention to detail.

    Training/Experience Required:

    1. Bachelor’s Degree in GIS or a related field with emphasis in GIS and a minimum of five years GIS experience;
    2. Prior supervisory experience preferred;
    3. Certification in Project Management (PMP) is preferred.

    Licensing Requirements:

    1. Valid California Driver’s License.
