    CAREER DESCRIPTION

    MEDICAL ASSISTANT Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

    Premium Pay

    In addition to the hourly salary, eligible applicants may receive premium pay for the item listed below:
    • Bilingual pay: Qualified employees who meet the criteria found ( page 16 ) shall receive an additional forty $0.40 cents per hour for all hours paid.

    This recruitment is open to the public for a minimum of five (5) business days and will remain open on a continuous basis until 11:59p.m. (PST) on the day the County's needs are met. Applicants are encouraged to apply immediately.

    The eligible list established through this recruitment will be used to fill current and future Medical Assistant positions. This eligible list may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

    THE AGENCY The County of Orange , Health Care Agency (HCA) is a dynamic organization dedicated to creating and supporting an environment that promotes the achievement of optimal individual, family, and community health. Under the direction of the Agency Director, a new and dynamic executive team with an organizational structure comprised of five (5) service areas - Administrative Services, Behavioral Health Services, Correctional Health Services, Public Health Services, and Specialized Medical Services - is committed to meeting the health needs of the diverse Orange County community.

    THE DEPARTMENT
    Through assessment, policy development, and assurance, Public Health Services provides a wide range of services aimed at reducing death and disability by reducing the transmission of communicable diseases, preventing and lessening the impact of chronic diseases, and ensuring healthy and safe environments.

    THE PROGRAM
    17th Street Testing, Treatment and Care (TTC) Clinic is a co-located Sexually Transmitted Diseases Clinic (STD) and a HIV Ambulatory Care Clinic. TTC provides high quality STD and HIV services including medical care, case management, HIV Pre-Exposure Prophylaxis (PrEP), HIV Post Exposure Prophylaxis (PEP), Rapid Antiretroviral Therapy (Rapid ART), AIDS Drug Assistance Program (ADAP), information & education on STD and HIV care, Ryan White eligibility screening, HIV partner services and treatment adherence.

    THE OPPORTUNITY
    The Medical Assistant provides integral support to clinic operations within the TTC Clinic. Under the direct supervision of a clinician, nurse practitioner, or registered nurse, the Medical Assistant is responsible for performing a variety of clinical and administrative duties, including but not limited to:
    • Performing venipuncture for blood specimen collection; administering subcutaneous or intramuscular injections and medications; and providing medications orally, sublingually, topically, vaginally, rectally, or as a single dose to patient for immediate self-administration.
    • Conducting urine pregnancy tests and micro urinalysis dipstick testing.
    • Scheduling and preparing patients for examination by recording vital signs, height, weight, and demographic information (name, age, sex, and date of birth). Completing basic patient history, including the history of present illness or complaint, and past medical, family, and social history.
    • Explaining procedures and obtaining necessary consents and authorizations. Preparing, providing and maintaining medical records/charts for clinician, nurse practitioner, or nurse.
    • Processing authorizations and referrals.
    • Assisting with examinations and treatments, collecting and documenting specimens such as urine, stool, or sputum.
    • Calling in medication refills to pharmacy when there is no change to dosage or type of medication.
    • Ordering supplies, maintaining inventory and ensuring exam rooms, instruments, and/or supplies are clean and properly stocked.
    • Performing front office tasks such as patient registration (check-in/checkout), chart preparation, answering phones, scheduling appointments, and filing.

    DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
    The ideal candidate will possess at least one (1) year of Medical Assistant experience, including performing venipunctures, administering vaccinations and medications, and point-of-care testing. Bilingual skills, specifically, Spanish and Vietnamese , are highly desired for the current position. Additionally, experience (including lived experience) providing care and services to the uninsured and under-insured populations, including working with the following populations: people living with HIV, people diagnosed with an STD, Lesbian, Gay, Bisexual, Transgender, Queer (LGBTQ+) individuals, substance use disorders, unhoused/unstably housed, and people with incarceration history, is also highly desirable, but not required.

    The ideal candidate will demonstrate knowledge and experience in the following competencies:

    • Knowledge of sexually transmitted diseases (STDs) and HIV basics
    • Knowledge of community resources for referring clients to specialty care and other services
    • Collecting routine laboratory specimens, including but not limited to blood and urine samples, Pap smears, blood glucose testing, and STD lab screening
    • Knowledge of Health Insurance Portability and Accountability Act (HIPAA) guidelines to protect client confidentiality
    • Proficiency in using computer and Electronic Health Records (EHR) systems

    • Delivering quality client-centered care and services and advocate for clients
    • Providing effective customer service
    • Respecting background diversity when working with patient

    SPECIAL QUALIFICATIONS
    Candidates are required to possess a current and valid Cardiopulmonary Resuscitation (CPR) certification - AHA healthcare provider card, by date of appointment.

    Candidates must attach to their application a valid Medical Assistant Certification by an institution or instructor authorized to provide Medical Assistant training pursuant to the standards established by the California Division of Licensing as well as a certification as phlebotomist or certificate of completion of the course requirements for venipuncture and skin puncture.

    Eligible List
